RESPONSE TO PARKING COMPLAINT

The purpose of this LTC is to respond to a complaint your office received in regard to
Parking Enforcement Officer Algaze. The nature of the complaint was that the Parking
Enforcement Officer [Algaze] issued a parking citation with time still remaining on the
meter. The Parking Department investigated the complaint and the following were the
results:
Upon Mr. Couto providing an affidavit attesting to the allegations originally stated, we made
Officer Algaze aware of the complaint and provided him an opportunity to respond. Officer
Algaze provided a written response outlining his routine when patrolling his assigned area.
Officer Algaze's written response went on to describe that he was certain that this meter
was expired, thus justifying the issuance of the citation.
In keeping with our practice of investigating matters of this nature, we reviewed the
employee's file to determine whether the behavior alleged in the complaint had been
previously documented. We found no documentation that would indicate that this is a
pattern of behavior with this particular officer or that even a complaint of this kind had
previously been lodged. Nevertheless, the complaint along with the officer's response will
remain in the department's complaint file for future reference, if necessary.
Mr. Couto has been contacted and making him aware that the citation has been rescinded
and that we appreciate his efforts in bringing this matter to our attention and allowing us the
opportunity to investigate it.
