ENGAGEMENT 0 CONSULTANT MOTIVUS FOR MARKETING AND
COMMUNICATIONS (PUBLICIST)
Date: November 13, 2002

Subject:
The purpose of this Letter to Commission is to advise you that, I have engaged a
consultant, Motivus, to act on a short-term basis as the City's Marketing and
Communications Specialist. You should remember that as part of the Greater Miami
Convention and Visitors Bureau (GMCVB) review and renewal, the Administration
recommended that the City engage a publicist to compliment the GMCVB effort but focus
on Miami Beach. Funding was included in the amount of $1 00,000 in the Fiscal Year 2003
Budget. During the next 120 day period, I have exercised my immediate authority to
contract with Motivus, Inc. for under $25,000 until such time as a permanent selection can
be made. On December 11, 2002, I will present an item to the City Commission requesting
authorization to issue a Request for Qualifications (RFQ) soliciting qualifications for a
publicist for the City of Miami Beach.
The engagement with Motivus will capitalize on a near term opportunity we have in the
City. With all the activity and significant events taking place in Miami Beach, I wanted to
make sure we did not miss any publicity opportunities. I have had an opportunity to meet
Suzanne Jewell on several occasions and have been impressed by her qualifications,
experience and grasp of the City's objective and goals. This engagement will allow the
Administration to also better develop what will best serve the City with a long term
engagement. While there are many capable publicists in our community, upon issuance of
an RFQ/RFP for the more permanent arrangement, the City will consider all qualified
applicants.
Attached please find the scope of services negotiated as part of the contract with Motivus.
If you have any questions, please contact me.
