THE FAST & TH FURIOUS 2 FILMING REQUEST

The purpose of this memo is to inform you of the request by THE FAST AND THE
FURIOUS 2 to film a 'rolling roadblock' along the west bound lanes of the MacArthur
Causeway from Palm Island to Biscayne Boulevard on Thursday, November 21st. The
request is limited to the hours of 9:30 a.m. to 4:00 p.m.
This scene is the same type of filming scenario as the filming most recently completed for
OUT OF TIME (September 4). This was a minimal impact set-up that had a negligible
impact on traffic and went without problems - not one call was received regarding the
filming.
Recently, due to issues raised by the Bad Boys II filming on the MacArthur Causeway, a
much higher level of scrutiny has been applied to films wishing to showcase the MacArthur
Causeway. The conditions outlined below will ensure no such problems or issues will arise
as a result of this filming request. It should be noted that the conditions below are very
similar to the conditions that were set for OUT OF TIME - which went very smoothly.
DESCRIPTION: A Rolling Roadblock is when the "hero" or focus car moves along the
roadway at about 30 miles per hour. Both in front and behind the hero car are police
officers. As the vehicles involved with the rolling roadblock pull out into traffic, police follow
behind the filming - and the public continues to drive right behind. Traffic is never stopped
for more than 30 seconds while the filming cars pull out into travel lanes - and regular
traffic then moves right along behind the filming. There will also be a low flying helicopter
filming the scene - with all required FAA approvals. As the MacArthur Causeway is a State
Road, the production shall also obtain a permit from the Florida Department of
Transportation (FDOT).
PERMIT REQUlRMENTS
. The film is required to distribute notification to residents of Star, Palm, Hibiscus
Islands, regarding the filming 3 days (72 hours) prior to the filming (this is 24 hours
more than required by our current filming guidelines).
. Filming will occur between 9:30 a.m. and 4:00 p.m. only.
. Traffic stoppage will be no more than 1 minute at a time, and no more than 5 times
per hour.
. The rolling roadblock will not travel below 20 miles per hour.

. The Miami Beach Police Department will work in conjunction with Miami-Dade
Police to coordinate this effort. The lead officer coordinating the rolling roadblock to
be a Miami Beach officer, a minimum of half the officers escorting the rolling
roadblock be Miami Beach officers, and stationary officers will be posted at the Star
and Palm Island bridges and at the turn around point on the causeway at Palm
Island.
In addition to the above request, THE FAST & THE FURIOUS 2 may be filming at South
Pointe Park on Monday, November 25, 2002. The Office of Film & Print is currently
working with the Police, Parks & Recreation, and Parking Departments to coordinate this
request.
