A RESOLUTION OF THE CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA,
AUTHORIZING THE MAYOR AND CITY
CLERK TO EXECUTE AN AGREEMENT WITH
THE FIRM OF O'LEARY-SHAFER-COSIO,
LANDSCAPE ARCHITECTS, FOR
CONSULTANT SERVICES FOR THE
BEACHFRONT PARK AND PROMENADE
PROJECT
WHEREAS, for the reasons more particularly set forth in Commission
Memorandum No.56-82, the City Commission of the City of Miami Beach deems it in the
best interest of the citizens of Miami Beach to enter into an agreement with O'Leary-
Shafer-Cosio, the terms of which are familiar to the City Commission in which Contract is
included in the Agenda package for the meeting at which this Resolution was adopted; and
WHEREAS, the City Manager recommends the City enter into said agreement
and the City Attorney has approved same as to form and legal sufficiency.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Clerk be and they are
hereby authorized and directed to enter into said agreement for and on behalf of the City of
Miami Beach:

SUBJECT: EXECUTION OF AGREEMENT WITH O'LEARY-SHAFER-COSIO, LANDSCAPE ARCHITECTS,
FOR CONSULTANT SERVICES FOR THE BEACHFRONT PARK AND PROMENADE PROJECT
On December 2, 1981, the City Commission authorized the Administration
to begin contract negotiations with the firm of O'Leary-Shafer-Cosio,
Landscape Architects, to serve as Professional Consultants for the
Beachfront Park and Promenade Project.
The City Administration has negotiated the attached contract specifying
a fixed fee for the provision of services required. Compensation
for such services is recommended as follows:
A. Basic Services $171,000.00
(All necessary Architectural, Landscape Architectural •
and Engineering plans and specifications for the con-
struction of the promenade, dune crossings, dune plant-
ings lighting, all utilities, and construction supervision)
B. Additional Services
1. Field Surveys 23 850.00
2. Soil Testing 5,482.00
3. Design of Additional Park Items 46,700.00
(Complete plans for physical improvements to
three Municipal Beach Parks; Rehabilitation of
three existing rest rooms; One prototype street
end; One prototype concession building; One
prototype shade structure; One prototype new
rest room)
4. Clerk of Works 63,700.00
(Fees reflect the preliminary work done by the City
Staff)
C. Reimbursables 4,550.00
(Reproduction, mailing charges, telephone charges)
FUNDING
Funding for this contract will be available from the sale of Bond
Anticipation Notes for this project.

Pending the sale of the notes, an appropriation from the Contingency
Account, not to exceed $100,000, will be needed. The Contingency
Account will be reimbursed from the sale of the Bond Anticipation
Notes.
ADMINISTRATION RECOMMENDATION
The Administration recommends that the City Commission adopt
the attached resolutions authorizing the Mayor and City Clerk
to execute the attached agreement with the firm of O'Leary-Shafer-
Cosio for the design of the Beachfront Park and Promenade Project
and authorize the sale of Bond Anticipation Notes and temporary
funding from contingency of $100,000 to fund this Contract.
