SUBJECT: Update on City's Affordable/ Work rce Housing Portfolio
The purpose of this Letter to Commission is to provide you an update on the City's residential
housing properties as requested by Commissioner Kristen Rosen Gonzalez. I thought it would
be useful to share this information with all of you.
The City acquired its five residential housing properties from Miami Beach Community
Development Corporation (MBCDC) in 2014 and 2015. These properties, which were originally
acquired and rehabilitated with federal funds allocated to the City, were surrendered to the City
when it was determined that MBCDC's precarious financial position placed the properties at risk
of loss as affordable housing. Below is a status summary for each property:

London House Apartments
1965-1975 Washington Avenue
1965: 6 units (four 3 -bedrooms & two studios)
1975: 18 units (nine 1 -bedrooms, three 3 -bedrooms, six 2 -bedrooms
3 (waitlist applicants are currently being processed)
The building obtained a full gut rehabilitation in 2017 that converted the old
45 -room hotel property to a 24 -unit residential building with newly -created
ADA units and accessibility features. The rehabilitation included new floors,
kitchens, bathrooms, roof, elevators, and the restoration of the historic
London House sign on the roof, among other repairs. The project if leased
and operational.
$3,725,533 (Project was fully funded and is completed.)
Lottie Apartments
530 75th Street
9 units (eight 2 -bedrooms and one 3 -bedroom)
1 (waitlist applicant is currently being processed)
The building has undergone lead abatement, tenting, roof replacement,
installation of ADA accessibility to all units, landscaping to eliminate water
pooling, refinished stairs to eliminate hazards, and installed new tenant
mailboxes, among other repairs. Four units are currently under renovation to
address structural deficiencies, installation of new bathrooms and kitchen
appliances, and installation of hurricane -proof windows, among other
repairs. The project costs include temporary tenant relocation costs.
$1,177,273.36 (Project is fully funded and currently underway.)

Madeleine Village Apartments

The building is in need of rehabilitation including: roof replacement, termite
tenting, interior kitchen upgrades, replacing air conditioning units, plumbing
repairs and the installation of washers/dryers in each unit, water sealing of
the exterior planters, and repaving of interior sidewalks, among other work.
This item is pending architectural drawings and the subsequent issuance of
an RFP to perform the rehabilitation. The project costs include temporary
tenant relocation costs.
$1,049,176.20 ($922,905.93 in HOME and CDBG funds are currently
committed.)
The property is adjacent to the waterway and its seawall is in serious
disrepair as it is eroding and adversely affecting the upland property. This
item is pending architectural drawings and the subsequent issuance of an
RFP to perform the rehabilitation.
$371,900 ($371,900 in CDBG and HOME funds are currently committed.)
Neptune Apartments

The City has replaced the unit water heaters and 12 showers replacements.
The property, a historic building, is in need of roof replacement, replacement
of remaining showers, sealing of building envelope, and facade upgrades,
among other repairs. The project costs include temporary tenant relocation
costs.
$2,066,826 ($512,238 in CDBG funds are currently committed and a FEMA
grant for the full project cost is pending.)
Barclay Plaza Apartments
1940 Park Avenue
Currently 66 -unit hotel
N/A (The building is shuttered pending a full rehabilitation.)
The City issued an RFP to develop the site as workforce housing. The
project is currently under the Cone of Silence. The project will require new
floors, roof, life safety systems, elevators, HVAC, kitchens, and bathrooms,
among other repairs. The Commission directed that the historic building be
restored and opened the possibility to the construction of additional housing
on the vacant parking lot to the west of the building and pool.

According to U.S. Department of Housing and Urban Development regulations, the City is
required to maintain a waitlist of eligible tenants for its properties. The City opened its waitlist
April 2015 accepting 1,000 applications via lottery from among the more than 5,000 applications
received. The waitlist currently has about 538 people awaiting a unit. The remaining balance of
waitlist households (462) have been screened and have either accepted housing, been deemed
ineligible or declined an apartment when their wait number was reached.
According to HUD rules, HUD -assisted properties must ensure that only eligible tenants are
considered for tenancy. Once a tenant on the waitlist is contacted, the household must be
income -certified prior to the formal offering of an appropriate unit. HUD requires that households
be assigned units appropriate to the household size of the applicants, i.e. singles are eligible for
studio and one -bedroom units only.
