A RESOLUTION OF THE CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA,
AUTHORIZING AND DIRECTING THE CITY
MANAGER TO EXECUTE AN AGREEMENT
WITH FORESIGHT, INC. FOR SOFTWARE
SUPPORT
WHEREAS, for reasons more particularly set forth in Commission Memorandum
No. 316-82, the City Manager recommends that software support services be provided for
the City's Hewlett Packard Computer system to ensure its proper operation, and
WHEREAS, the Hewlett Packard Corporation has designated Foresight, Inc. to
perform the service , and
WHEREAS, funds were budgeted through the City's General Fund in anticipation
of this requirement;
NOW, THEREFORE, BE IT DULY RESOLVED, by the City Commission of the
City of Miami Beach, Florida, that the City Manager be authorized and directed to execute
an agreement for Software Support with Foresight, Inc. for and on behalf of the City of
Miami Beach, Florida, in accordance with the terms and conditions contained in Commission
Memorandum No. 316-82, and subject to the approval of the agreement by the City
Attorney.

SUBJECT: PROPRIETARY SOFTWARE SUPPORT FOR THE
HEWLETT PACKARD COMPUTER SYSTEM
BACKGROUND
Hewlett Packard recently made administrative changes regarding System Software
support and has designated their local representative, Foresight, Inc. to provide this
support (Hewlett Packard letter of March 16, 1982, attached).
The Management Information Systems Division requires, on a continuing basis, this
technical support relating to the System Software (programs) supplied by the
manufacture and for the Utility and Application Software which is currently in use or
under development for this new system.
The Commission approved the original contract for this support at its
December 2, 1981 meeting. Foresight, Inc. will provide this support according to the
specifications and price established by Hewlett Packard and, in addition, for
application software.
COSTS:
For contract service through September 30, 1982 - $19,950.
FU NDING:
Funds were budgeted in anticipation of this requirement; are available in Account 1-
11-9324-519.355 (Computer Equipment & Software)
ADMINISTRATION RECOMMENDATION:
That the City Manager be authorized to execute a contract with Foresight, Inc. in the
amount of $19,950.00 for software service.

Dear Mr. Currier:
I would like to take this opportunity to explain the arrangement that
has been developed to meet your software support needs.
Foresight, Inc. as a designated OEM of HP, due to their extensive
knowledge of both your applications software and the HP 3000 opera-
ting systems software, is in a unique position to better support
your installation. Therefore, Foresight has been chosen to support
that software. You will be the designated systems manager for pur-
poses of access to PICS.
We at Hewlett-Packard have arranged with Foresight to resolve, with
them acting as the focal point, your systems software problems as
well. Under this plan, you will report all software problems, re-
gardless of nature, to Foresight. They will, as in the past, then
resolve problems dealing with applications software. In the event
the problem' s cause lies with HP supplied software (MPE, Compilers,
etc. ) or cannot be readily determined, they will act as your inter-
face and work with the HP support staff to isolate and resolve the
problem.
This plan offers two advantages to you as a user of the services
and products of HP and Foresight. First, it provides you with one
point for the resolution of all your software problems and removes
from you the burden of determining the cause. Secondly, this plan
puts at your disposal a level of staff and expertise that would
normally be possible only at much greater expense.
This plan will become effective March 1, 1982 and appropriate cre-
dits will be issued for any amounts billed for coverage under any
existing agreements beyond that date. All charges from HP under
this plan (for normal support as well as any special services you
may require) will be billed from HP to Foresight and they will bill
you in accordance with your agreement with them.
As always, the first and foremost concern of the support team is
the success of your installation. This plan was devised in an
