2018-30214 Resolution RESOLUTION NO. 2018-30214 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING (AND, AS TO CERTAIN AGREEMENTS, RETROACTIVELY APPROVING AND AUTHORIZING) THE CITY MANAGER, OR HIS DESIGNEE, TO APPLY FOR, ACCEPT, AND APPROPRIATE FUNDING (INCLUDING MATCHING FUNDS AND ANY RELATED CITY EXPENSES), AND TO EXECUTE ANY AND ALL DOCUMENTS OR AGREEMENTS IN CONNECTION WITH THE FOLLOWING GRANTS AND AGREEMENTS: 1) FLORIDA DEPARTMENT OF TRANSPORTATION, TRANSPORTATION ALTERNATIVES PROGRAM (TAP), IN THE APPROXIMATE AMOUNT OF $1,000,000;, 2) FLORIDA DEPARTMENT OF TRANSPORTATION, TRANSPORTATION ALTERNATIVES PROGRAM (TAP), IN THE APPROXIMATE AMOUNT OF $310,000; 3) UNITED STATES TENNIS ASSOCIATION (USTA) FLORIDA SECTION FOUNDATION, PROGRAM SUPPORT GRANTS, IN THE APPROXIMATE AMOUNT OF $10,000; 4) UNITED STATES TENNIS ASSOCIATION (USTA) FLORIDA SECTION FOUNDATION, EQUIPMENT GRANTS, IN THE APPROXIMATE AMOUNT OF $2,500; 5) JAMS FOUNDATION, IN THE APPROXIMATE AMOUNT OF $40,000; 6) FLORIDA RESILIENT COASTLINES PROGRAM IN THE APPROXIMATE AMOUNT OF $75,000. WHEREAS, the City Administration requests approval to submit a grant application to the Florida Department of Transportation (FDOT), Transportation Alternatives Program (TAP), in the approximate amount of $1,000,000, for the Alton Road Shared Use Path Project, the details of which are as follows: • The TAP is an element of the Federal Highway Administration's Surface Transportation Program, and funds alternative transportation projects including but not limited to construction of on-road, and off-road facilities for pedestrians and bicyclists. • The City of Miami Beach Alton Road Shared Use Path is a multimodal facility that will run along the east side of Alton Road and Michigan Avenue, and will consist of buffered bi-directional bicycle lanes and a walking path. • The shared use path would begin at 34th Street and follow the Miami Beach Golf Course south to Michigan Avenue. • Future plans call for the path to connect to the North Bay Road Neighborhood Greenway, the Chase/34th Street Shared Use Path, Meridian Avenue Shared Use Path, and the existing Dade Boulevard Shared Use Path. • The City Administration is requesting funding in the approximate amount of $1,000,000, for the construction of the bicycle, and pedestrian facility that will dramatically improve safety for non-motorized travel from Mid-Beach to South Beach, one of the major north/south corridors in Miami Beach. • This project is a significant upgrade from the existing single, northbound, unbuffered bicycle lane currently along portions of this section of Alton Road. • Eligible projects for this round of TAP funds are typically programmed in the fifth year of the Florida Department of Transportation's Tentative Work Program, therefore this application is for projects that are scheduled to be funded in Fiscal Year 2023/2024. • This grant does not require matching funds, however the Administration has pledged $2,210,008 to this project. • The Alton Road Shared Use Path is an approved project in the FY 2018-2022 Capital Budget and 5-Year Capital Improvement Plan under Project No. 27920. • This project supports the key intended outcome to ensure comprehensive mobility addressing all modes throughout the City and to maximize the Miami Beach brand as a world class destination; and WHEREAS, the City Administration requests approval to submit a grant application to the Florida Department of Transportation, Transportation Alternatives Program (TAP), in the approximate amount of $310,000, for Miami Beach Senior High School Pedestrian Enhancements, the details of which are as follows: • The TAP program provides funding for Safe Routes to School program eligible projects and activities. • In addition to the abovementioned project, the City Administration is also applying for funds from the TAP program to enhance the existing pedestrian, and bicycle network in the vicinity of Miami Beach Senior High School, to promote the use of bicycling, and walking as a viable method of transportation to, and from the school. • There have been a number of pedestrian bicycle crashes in this area including 3 fatalities. • This project will add signage, restore pavement markings, enhance signalization, and it will increase safety and support the adopted modal vision. • Projects for this round of TAP funds are typically programmed in the fifth year of the FDOT's Tentative Work Program, therefore this application is for projects that are scheduled to be funded in Fiscal Year 2023/2024. • The City Administration is requesting funding in the approximate amount of$310,000. • This grant does not require matching funds, however the total project cost is $1,086,075. • The Transportation Department will request matching funds through the capital budget process; and WHEREAS, the City Administration requests approval to submit a grant application to the United States Tennis Association (USTA) Florida Section Foundation, Program Support Grants, in the approximate amount of $10,000, for funds for the City's youth tennis and special needs tennis programs, the details of which are as follows: • The USTA's purpose is to support organizations that help people of all ages, and abilities improve their health and quality of life through the game of tennis. • Applicants must have a broad base of community support, and meet a compelling need in the community. • Program priorities include projects that support youth tennis programs, and tennis for special populations. • The City Administration intends to request funding in the approximate amount of$10,000 for coaches for the City's youth tennis, and special population tennis programs. • This project supports the key intended to achieve educational (K-12) excellence, and does not require matching funds; and WHEREAS, the City Administration requests approval to submit a grant application to the United States Tennis Association (USTA) Florida Section Foundation, Equipment Grants, in the approximate amount of $2,500, for equipment for the City's youth tennis and special needs tennis programs, the details of which are as follows: • The purpose of the USTA's Equipment Grant Program is to assist with tennis equipment costs. • USTA supports organizations that help people of all ages, and abilities improve their health and quality of life through the game of tennis. • Funds may be used only for equipment for the following programs: youth tennis, masters tennis, adaptive and wheelchair tennis, healthy, and active lifestyles. • The City Administration is requesting funding in the approximate amount of $2,500 for tennis equipment for the City's youth tennis, and special needs tennis programs. • This project supports the key intended outcome to maximize the Miami Beach brand as a world class destination, and does not require matching funds; and WHEREAS, the City Administration requests approval to submit a grant application to the JAMS Foundation, in the approximate amount of $40,000, for the City's Step Up Program, the details of which are as follows: • The JAMS Foundation provides financial assistance for conflict resolution initiatives with national and international impact. • The Foundation's mission is to encourage the use of alternative dispute resolution, and to support education at all levels regarding collaborative processes for resolving differences. • The City Administration is requesting funding in the approximate amount of $40,000 to reactivate the Step Up alternative to suspension program as a fully functioning activity within the greater structure of the Success University program. • The City previously operated the Step Up alternative to out-of-school suspension program from 2013 to 2017, and this program provided the students of Miami Beach with evidence based restorative justice, and individual and group conflict resolution services. • Students were referred by four area schools directly to the City's program, where they participated in one-on-one and group sessions with a trained restorative justice facilitator. • This learning process helped the students to reintegrate into school with fewer school altercations, and better grades. • The program also ensures that the academic material missed in school during suspension is completed. • The City Administration is requesting funding in the approximate amount of $40,000 for operating expenses related to the program. • This project supports the key intended outcome to achieve educational (K-12) excellence, and does not require matching funds; and WHEREAS, the City Administration requests approval to submit a grant application to the Florida Department of Environmental Protection, Florida Resilient Coastlines Program, in the approximate amount of $75,000, for a natural resource inventory and assessment, the details of which are as follows: • The Florida Resilient Coastlines Program provides funding for local governments to engage in planning for resilience to sea level rise, coastal/tidal flooding, coastal erosion, and shifting ecosystems. • The City Administration intends to apply for funding to conduct scientific inventory and assessment of the City's natural resources including vegetated dunes, mangrove shorelines, seagrass beds, and benthic resources to identify what resources exist, where they are, the quantities of each species type, and their condition to inform their management, and to identify opportunities to create habitat, and on-site mitigation. • This grant does not require matching funds, and the project supports the key intended outcome to ensure reliable stormwater management and resiliency against flooding by implementing select short and long-term solutions including addressing sea-level rise.
