A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE
NEIGHBORHOOD/COMMUNITY AFFAIRS COMMITTEE AND CREATING AN
AD HOC SMALL BUSINESS TASK FORCE TO PROVIDE
RECOMMENDATIONS AND IDEAS TO THE MAYOR AND CITY
COMMISSION TO BETTER SUPPORT AND EXPAND SMALL BUSINESS
ACTIVITY IN THE CITY; AND, PRESCRIBING THE DUTIES, COMPOSITION,
MANNER OF APPOINTMENT, SUPPORTING DEPARTMENT, AND TERM OF
OFFICE OF TASK FORCE MEMBERS.
WHEREAS; the small business community is an important driver to the Miami Beach
economy; and
WHEREAS, due to the decline in many of the hotels in the Mid-Beach and North Beach
neighborhood, many of the small business establishments are struggling financially; and
WHEREAS, at its meeting on February 21, 2018, the Neighborhood/Community Affairs
Committee passed a motion recommending that a task force be created to provide recommendations
to the Mayor and City Commission regarding ideas to support and expand small businesses in the
City; and
WHEREAS, an Ad Hoc Small Business Task Force ("Task Force") should be created, whose
members shall have the duty to provide recommendations and ideas to the Mayor and City
Commission to better support and expand small business activity in the City; the Task Force shall be
comprised of seven (7) members who shall be direct appointments by the Mayor and City
Commissioners and shall report to and receive direction and input from the Mayor and City
Commission; the supporting department for the Task Force shall be the Department of Tourism,
Culture, and Economic Development; and, the terms of membership on the Task Force shall begin on
April 1, 2018 and expire on April 1, 2019 (subject to earlier or later sunset by the City Commission).
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept the
recommendation of the Neighborhood/Community Affairs Committee and hereby create an Ad Hoc
Small Business Task Force, whose members shall have the duty to provide ideas and
recommendations to the Mayor and City Commission for the purpose of supporting small business
activity in the City; the Task Force shall be comprised of seven (7) members who shall be direct
appointments by the Mayor and City Commissioners and shall report to and receive direction and
input from the Mayor and City Commission; the supporting department for the Task Force shall be the
Department of Tourism, Culture, and Economic Development; and, the terms of membership on the
Task Force shall begin on April 1, 2018 and expire on April 1, 2019 (subject to earlier or later sunset
by the City Commission).

SUBJECT A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE

HOC SMALL BUSINESS TASK FORCE TO PROVIDE RECOMMENDATIONS AND

EXPAND SMALL BUSINESS ACTIVITY IN THE CITY; AND, PRESCRIBING THE

RECOMMENDATION
The Resolution puts forward accepting the recommendation of NCAC and creating a citywide task force to support
small businesses.
ANALYSIS
During the February 21, 2017 Neighborhood/Community Affairs Committee the Committee
discussed economic incentives to better support Miami Beach small businesses.
Small business owners from North Beach discussed how their businesses are greatly suffering due
to the closure of the Deauville Hotel and the financial burden associated with attaining a sidewalk
cafe permit. The Committee recommended that Administration review and simplify the sidewalk cafe
permit process, specifically for North Beach establishments. This item was further discussed at the
Finance and Citywide Projects Committee on February 23, 2017.
The Committee further recommended that a City-wide task force be created to specifically identify
and address ways to better support small businesses.
The attached Resolution accepts the recommendation of the Committee, and enables formation of
the task force, to be comprised of seven members, each to be appointed by a City Commissioner.
The task force would need a citywide focus, to represent South Beach, Mid Beach and North
Beach.
CONCLUSION
Administration recommends adoption of the recommendation made by the Neighborhood/Community
Affairs Committee to create a small business task force.
