Many of the recommendations of the Blue Ribbon Report focused on issues related to the organization structure and responsibilities of those within the organization, In order to assess our structure and evaluate the need for changes, I convened a work group of several citizens, business representatives and outside Parks professionals. This group was led by my Assistant City Manager, Robert Middaugh. The work group spent an entire day reviewing the organization and creating recommendations for change that would enable the Parks Department to be a more responsive and flexible organization that would be better able to provide desired services to our citizens, In the near future, the product of this work group will be developed to the point that implementation of the new structure will be possible, As part of the ongoing review and improvement of the Park and Recreation Department, I have also included in the 2003 budget two positions that will fit well with our new organization structure and also were recommended by the Blue Ribbon Committee, A position to focus on Sponsorship development to raise funds to support the Department and a new Assistant Director level position to strengthen the administrative/business element of the Department were included in this years budget by allocating existing resources within the Department. It is my pleasure to be able to inform you that the two new positions have been filled by very capable candidates. Julio Magrisso has been hired as the new Assistant Director for Administration of the Park and Recreation Department that will focus on administrative and business issues in the Department. One of Mr. Magrisso's functions will also be to spearhead the Department effort to receive national accreditation. Mr. Magrisso is a resident of Miami Beach who has been active in the community and in the Parks and Recreation system as a volunteer for many years, Mr. Magrisso has a Bachelors degree in accounting from the University of Florida, and over 20 years of experience in the private sector as a Chief Financial Officer, Chief Operating Officer and senior financial administrator for several south Florida businesses. Recently Mr. Magrisso also served as the Vice-Chair for the Parks Blue Ribbon Committee. Jay Moore has been hired to serve as the City's first Development Coordinator. Mr. Moore will focus on sponsorship opportunities to support the Department and in marketing the Department and its services within the community, While his primary focus will be the Park and Recreation Department, he will also explore broader city wide opportunities for sponsorships as they become available Mr. Moore has a Masters Degree in Public Administration, a Bachelors Degree in Journalism and is accredited by the Public Relations Society of America. He has also taken specialized course work in fund raising. Mr. Moore has extensive work experience that includes serving as a television news and managing director, Manger of Corporate communications, Municipal Public Information Officer, a Senior Marketing Associate and most recently as Associate Director for Development for the University of Texas Medical Branch. Mr, Magrisso started work on December 2 and Mr, Moore will be starting work December 9, The addition of these two senior professionals will add much needed expertise and talent to the Park and Recreation Department.
