RESOLUTION NO. 311-98
A RESOLUTION OF THE CHAIRMAN AND MEMBERS OF THE MIAMI
BEACH REDEVELOPMENT AGENCY APPROVING THE PORTIONS OF
THE STREETSCAPE PROJECT FOR WASHINGTON AVENUE WHICH
LIE WITHIN REDEVELOPMENT AREAS; APPROPRIATING $299,630
FROM THE REDEVELOPMENT TRUST FUND FOR THE SOUTH POINTE
REDEVELOPMENT AREA AND $296,641 FROM THE REDEVELOPMENT
TRUST FUND FOR THE CITY CENTERlHISTORIC CONVENTION
VILLAGE REDEVELOPMENT AREA TO PAY THE COSTS OF SUCH
PROJECT ON THE PORTIONS THEREOF WHICH ARE WITHIN SUCH
REDEVELOPMENT AREAS, APPOINTING THE CITY OF MIAMI BEACH
AS AGENT OF THE AGENCY FOR THE PURPOSE OF IMPLEMENTING
SAID PROJECTS; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Miami Beach Redevelopment Agency ("RDA"), has heretofore adopted
a Redevelopment Plan for the South Pointe Redevelopment Area (the "South Point Redevelopment
Plan") and a Redevelopment Plan for the City Center/Historic Convention Village Redevelopment
Area (the "City Center Redevelopment Plan"); and
WHEREAS, the South Point Redevelopment Plan includes the improvement of streets and
pedestrian ways by the construction and installation of streetscapes, including the portion of
Washington Avenue between 5th Street and 6th Street; and
WHEREAS, the City Center Redevelopment Plan includes the improvement of streets and
pedestrian ways by the construction and installation of streetscapes, including the portion of
Washington Avenue between 14th Lane and 24th Street; and
WHEREAS, the Mayor and City Commission of the City of Miami Beach, Florida (the
"City"), have approved the improvement of Washington Avenue between 5th Street and 16th Street
by the construction and installation of a streetscape project, which shall include, but not be limited
to the construction, reconstruction and replacement of water and sewer lines, sidewalks, streets and
medians, and the landscaping (including an irrigation system) along said portion of Washington
Avenue, including architectural, engineering, financing, legal and other incidental costs in
connection therewith (the "Project"); and
WHEREAS, the RDA hereby finds and determines that it is in the best interests of the RDA
to coordinate the construction and installation of the streetscape elements of the South Point
Redevelopment Plan, with respect to the portion of Washington Avenue between 5th Street and 6th

Street, and of the City Center Redevelopment Plan, with respect to the portion of Washington
Avenue between 14th Lane and 16th Street, with the City's improvement of Washington Avenue
between 6th Street and 14th Lane.
NOW THEREFORE, BE IT RESOLVED BY THE CHAIRMAN AND MEMBERS OF
THE MIAMI BEACH REDEVELOPMENT AGENCY, AS FOLLOWS:

The recitals set forth above are true and correct and are incorporated herein.
Implementation of the portions of the Project that are situated along Washington
Avenue between 5th Street and 6th Street and between 14th Lane and 16th Street is
hereby approved.
The amount of $299,630 is hereby appropriated from the Redevelopment Trust Fund
for the South Pointe Redevelopment Area, which amount shall be transferred to the
City for deposit to Capital Projects Fund 301 and shall be used solely to pay costs of
the portion of the Project that is located on Washington Avenue between 5th Street
and 6th Street.
The amount of $299,641 is hereby appropriated from the Redevelopment Trust Fund
for the City Center Redevelopment Area, which amount shall be transferred to the
City for deposit to Capital Projects Fund 301 and shall be used solely to pay costs of
the portion of the Project that is located on Washington Avenue between 14th Lane
and 16th Street.
The City is hereby appointed as the agent of the RDA for the purpose of
implementing the streetscape portion of the South Point Redevelopment Plan along
Washington Avenue between 5th Street and 6th Street and the streetscape portion of
the City Center Redevelopment Plan along Washington Avenue between 14th Lane
and 16th Street.
The appropriate officers of the RDA are hereby authorized to take such action as may
be necessary to carry out the purpose of this Resolution.
This Resolution shall take effect immediately upon its adoption.

RECOMMENDATION
Adopt the Resolution.
BACKGROUND
In an effort to respond to the community concern related to the perceived deterioration of
Washington Avenue, Mayor Kasdin appointed the Washington Avenue Task Force and the Ad Hoc
Committee in February 1998. The purpose of the Task Force was to address the myriad of complex
economic issues that plague Washington Avenue, and to prepare recommendations for its
improvement.
On July 15, 1998 Linda Polansky, chairperson of the Washington Avenue Task Force reported to
the City Commission the efforts ofthe Task Force and its recommendations. The issues surrounding
the funding of this project were referred by the City Commission to the Finance and Citywide
Projects Committee,

On November 19, 1998, the Finance and Citywide Projects Committee met and a presentation of
possible funding sources was made. It was determined through discussion that the plan did not
include the cost of architectural/engineering services for all the components and that the estimated
costs for the components of the plan should also be verified. The Committee directed the
administration to identify an appropriate source of funding for the scope of work presented and
forward the item to the full Commission.
ANALYSIS
The proposed funding plan has been amended to include architectural/engineering fees for all project
components as well as the cost of project administration and an appropriate contingency. The
funding for this project will come from various sources. The cost of the project has been allocated
to the South Pointe District, the City Center District and the City areas based on the value of
improvements in each area after first deducting the cost of infrastructure improvements to be funded
through the issuance of future Water, Sewer and Stormwater Bonds.
It is recommended that the Miami Beach Redevelopment Agency (RDA) appropriate $299,630 from
the Redevelopment Trust Fund for the South Pointe area and $296,641 from the Redevelopment
Trust Fund for the City CenterlHistoric Convention Village area in order to provide the funds
required to implement the project within each of the redevelopment districts.
CONCLUSION
The Administration recommends that the Redevelopment Agency Board approve the Resolution to
appropriate funds from the South Pointe Redevelopment District with respect to the portion of
Washington Avenue between 5th and 6th Street and from the City Center Redevelopment District
with respect to the portion of Washington Avenue between 14th Lane and 16th Street, which
improvements shall include, but not be limited to the construction, reconstruction and replacement
of water and sewer lines, sidewalks, streets and median, and the landscaping (including an irrigation
system) along Washington Avenue.
