LTC No.
149-2018
LETTER TO COMMISSION
TO: Mayor Dan Gelber and Members of the City Corgmission
FROM: Rafael E. Granado, City Clerk
DATE: March 20, 2018
SUBJECT: RESULTS OF THE NON-BINDING QUESTIONNAIRE REGARDING POTENTIAL
CREATION OF SPECIAL ASSESSMENT DISTRICTS TO FUND THE
UNDERGROUNDING OF UTILITIES.
In the aftermath of Hurricane Irma, a number of City residents expressed the desire for the City to
explore the undergrounding of utilities in the following neighborhoods:
1) Alton Road between Michigan Avenue and 41st Street;
2) Alton Road between 41st Street and 63rd Street; and
3) North Bay Road between 44th Street and 64th Street / Pine Tree Drive Circle.
On October 18, 2017, the Mayor and City Commission adopted Resolution No. 2017-30058, accepting
the recommendation of the Finance and Citywide Projects Committee, and approving a non-binding
questionnaire regarding the potential creation of special assessment districts to fund the
undergrounding of utilities in these specified neighborhoods.
On February 5, 2018, the City mailed out the non-binding questionnaire to properties located in the
three specified neighborhoods, and requested that the completed questionnaires be returned to the City
by March 7, 2018. The results of the non-binding questionnaire are attached hereto, and are separated
by neighborhood.
If you have any questions, please contact the Office of the City Clerk at 305.673.7411.

1 Whenever overhead utilities are relocated underground, regardless of how the project is funded, individual property
owners are responsible for coordinating and paying to connect their properties to the underground utilities.
2 A special assessment is a charge assessed against a property because that property derives some special benefit
from the expenditure of the money, which benefit is (1) public and not private, and (2) special to the property rather
than general to the community. Special assessments may be paid in one lump sum, or in annual installments.
3 Please note that five voters wrote on their questionnaires that they were dissatisfied with question No. 2 because it
did not provide information on the actual cost of the project. However, as a reminder, the creation of any special
assessment district to fund the undergrounding of utilities would be subject to the approval of a majority of the
affected property owners in a special election. The cost of such special assessments would be provided to property
owners prior to such election.
