A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO
CONTRACT FOR PROFESSIONAL ENGINEERING SERVICES FOR
THE ANALYSIS OF THE JULIA TUTTLE SITE AS THE LOCATION
FOR THE POLICE AND COURTS FACILITY: AND DECLARING
SUCH EXPENDITURE AS A VALID PUBLIC EMERGENCY; AND
WAIVING COMPETITIVE NEGOTIATION REQUIREMENTS
PURSUANT TO FLORIDA STATUTES 287.055(3)(a).
WHEREAS, the City of Miami Beach City Commission, at its May 5, 1982
meeting, declared the Julia Tuttle Interchange area as the primary site for the new Miami
Beach Police and Courts Facility and directed the City Manager to pursue approval of the
site from State and Federal officials, including the preparation of professional traffic
engineering studies; and
WHEREAS, the City Manager engaged the firm of Post, Buckley, Schuh and
Jernigan, Inc. to prepare a preliminary preferred access plan for the site; and
WHEREAS, the officials of the State Department of Transportation and the
Federal Highway Administration on July 8, 1982 mandated that additional traffic engineering
studies and designs are necessary within 30 days before final approval of the site can be
considered; and
WHEREAS, the rapid final approval of this site is necessary before any other
work may commence on this vital public safety project, therefore making the required pro-
fessional services a valid public emergency as defined in Florida Statute, Chapter 287.055
(3)(a); and
WHEREAS, the firm of Post, Buckley, Schuh, and Jernigan, Inc. has, to date,
performed well on behalf of the City, is familiar with the work required, and is qualified to
carry out the traffic studies required,
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager is authorized to contract
with the firm of Post, Buckley, Schuh and Jernigan, Inc. for a maximum of $12,000 for
professional engineering services pertaining to the securing of State and Federal approval
for the Julia Tuttle Interchange as the site for the Miami Beach Police and Court Facility
and declaring said expenditure to be a valid public emergency as defined in Florida Statute,
Chapter 287.055(3)(a).
