A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, SUPPORTING THE JUS-
TICE ASSISTANCE ACT (S . 2411) WHICH WOULD MAKE
FEDERAL LAW ENFORCEMENT ASSISTANCE GRANTS
AVAILABLE TO LOCAL COMMUNITIES.
WHEREAS , the United States Senate is currently consid-
ering Senate Bill 2411, known as the Justice Assistance Act, which
would authorize $40 million a year for the next four years to help
state and local law enforcement agencies fight crime; and
WHEREAS , the Justice Assistance Act, if passed, would be
the closest Congress has come to replacing the Federal grants for-
merly channeled by the now defunct Law Enforcement Assistance
Administration; and
WHEREAS , S . 2411 authorizes $20 million a year in Grants
which would specifically be available for such proven crime
fighting programs as fencing operations, arson prevention, citizen
involvement in neighborhood crime fighting , training of police
personnel and programs that address crime against the elderly; and
WHEREAS , another $20 million a year is authorized for
grants for the purposes of establishing demonstration programs
which are likely to prove successful after testing and are not
likely to be funded from other sources. The Act also contains an
annual authorization of $20 million for emergency Federal law
enforcement assistance. A bill similar to the Justice Assistance
Act passed in the House of Representatives in February 1982 (H.R.
4481) ;
NOW, THEREFORE , BE IT DULY RESOLVED BY THE CITY COMMIS-
SION OF THE CITY OF MIAMI BEACH, FLORIDA, that they support the
Justice Assistance Act (S .2411) which would make Federal Law
Enforcement Assistance Grants available to local communities.
