Cole Regional Director Public Works Administration Atlanta, Georgia Dear Mr. Cole t Possibly you are not familiar with the situation existing in Mimi Roach which probably does not exist in ,any other oot mu— nity, in the country. Mani Beach is primarily, in fact almost wholly , m winter resort with approximately 575 apartment houses, 175 hotels and 2500 homes devoted almost exolusivsly to the houe. in,; of those who come here to spend the winter months beginning about DeoeMber 1 and endin;; about April 3. to April 15. It has always been the policy of the City in oonetruottnr their own improvements to do all of the work during the steer months so that our winter visitors, who are the whole source of the city's income, will not be disturbed and annoyed during their sojourn here. It is en industry which brines to the city an annual income of more than -25,000,000. You can readily see, with many ca ,c ,•etitive resorcities with a climate equally favorable, that we {: ght incur losses running into billions of dollars if any other polioith respect to public construction work were fo1lored. So ikportant is this polioy that even private building Burin, ; the winter months is hihly restricted with respect to character and hours of work. Public construction work which proceeds during the winter time is especially disturbing ane annoying by further reason of a peculiar soil condition which we have here. A few feat below the surface of the ground is a decried man,,rove for ,ation which when disturbed bytrenoh excavations emits a very penetrating and offenr- sive odor which discolors paint on nearby buildings and otherwise creates an extreme nuisance. It is impracticable, therefore, to prosecute public work between November 1 and about April 1 to 15. There is 4 further reason why publio works here should be oonetruoteci during the Sumner rather than the winter menthe. From about November 1 to April 1, there in frequently an actual shortage of oommon labor by reason of the feat that all of the farntnF- operations in the territory, including the gatherinv° of citrus fruits, are oarried on during the winter months, employing theweands of ne;roee and other oommon laborers. _`row the stand- poi $, therefore, of affording employment for those in need, public wefts here should proceed during the seer months only.
