2018-30217 Resolution RESOLUTION NO. 2018-30217 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE FINANCE AND CITYWIDE PROJECTS COMMITTEE, AND APPROVING THE SELECTION OF BUS SHELTER DESIGN CONCEPT NUMBER FOUR (4), AS A PRIMARY CONCEPT FOR FURTHER DESIGN DEVELOPMENT BY ACAI ASSOCIATES, INC., THE CITY'S DESIGN CONSULTANT WITH RESPECT TO DESIGN OF THE CITY'S BUS SHELTERS, AND FURTHER DIRECTING THE ADMINISTRATION TO INCLUDE IN THE PRO FORMA THE COST TO CONNECT TECHNOLOGY COMPONENTS OF THE SHELTERS INCLUDING BUT NOT LIMITED TO ELECTRICITY AND COMMUNICATIONS NETWORK, WHICH COST WOULD DEPICT "FULLY-LOADED" COST OF NEW BUS SHELTERS, WHEREAS, at the December 9, 2015 City Commission meeting, the Mayor and City Commission discussed the need to modify the existing bus shelter design, and the desire for bus shelters to include enhancements that could help promote transit; and WHEREAS, the new bus shelter design is intended to be of an iconic nature and incorporate features enhancing the transit experience of passengers, including innovative designs and technology, as well as to enable the installation of bus shelters at more bus stops with high transit ridership; and WHEREAS, given the City Commission's desire for an iconic bus shelter design, the City Commission directed the Administration to procure design services first, and once a design was approved, to subsequently pursue the construction, operation, and maintenance of the new bus shelters via a separate competitive solicitation process; and WHEREAS, at the March 9, 2016 City Commission meeting, the Mayor and City Commission adopted Resolution No. 2016-29325, accepting the recommendation of the Finance and Citywide Projects Committee (the "Finance Committee") to issue a Request for Proposals for the design of new bus shelters; and authorizing the City Manager to extend the existing agreement between the City and Clear Channel to construct, operate and maintain bus shelters and other street furniture throughout the City, on a month-to-month basis after expiration on October 31, 2016, as needed, so that the Clear Channel contract would remain in place until a new contract is executed; and WHEREAS, on April 13, 2016, the City Commission approved the issuance of Request for Qualifications (RFQ) No. 2016-116-KB for Architectural and Engineering Design Criteria Professional Services for New Bus Shelters; and WHEREAS, the evaluation process resulted in the ranking of ACAI Associates, Inc., as the top ranked proposer; and WHEREAS, a contract for design services was executed on July 19, 2017, and the design effort commenced on October 4, 2017, with ACAI Associates, Inc. as the prime consultant, along with other members of the design team, including Pininfarina Architects; and WHEREAS, the design phase contemplates development of 100% final engineering plans, specifications, and construction cost estimates and is anticipated to be completed by the end of September 2018; and WHEREAS, four (4) shelter design types, depicted more fully as part of the Commission Memorandum accompanying this Resolution, are being developed by the ACAI Associates, Inc., as follows: (1) enhanced shelter (robust shelter for installation at major transfer points with high number of users); (2) standard shelter; (3) minimal shelter (for installation at locations with limited right-of-way width, low ridership, or adjacent to single family residential areas); and (4) temporary shelter(low-cost installation for temporary use at locations affected by construction); and WHEREAS, at its December 15, 2017 meeting, the Finance Committee discussed the Bus Shelter Design, Concepts and recommended that Concepts Three (3) and Four (4) be considered for further design development, including cost estimation; and WHEREAS, at its January 17, 2018 meeting, the Mayor and City Commission adopted Resolution No. 2018-30152, accepting the recommendation of the Finance Committee and approving Concepts 3 and 4 for further design development and cost estimation; and WHEREAS, pursuant to the direction from the City Commission, the Transportation Department staff worked with the design team on developing cost estimates for the selected concepts; and WHEREAS, estimated cost was based on costs associated with manufacturing and installation of a standard bus shelter approximately 20' x 7' in size, not including technology components of the shelter; and WHEREAS, while the costs of technology components was not included in the cost estimates due to the preliminary stage of the design concepts, it is anticipated that these costs would be similar for both shelter concepts; and WHEREAS, the cost estimates that assumed electrical, water, and drainage facilities are existing and available at the bus shelter locations; and WHEREAS, the cost of manufacturing and installation of Bus Shelter Concept # 3 was estimated to be approximately $135,000; and Concept # 4 was estimated to be approximately $101,500; and WHEREAS, the design team is also developing the design and cost estimate for the enhanced shelter (likely larger than standard size) as well as for the minimal and temporary shelters (smaller than the standard size); and WHEREAS, both shelter concepts were also presented at the West Avenue Neighborhood Association and Middle Beach Neighborhood Association meetings in February, and both concepts received a similar number of favorable votes; and WHEREAS, at its February 23, 2018 meeting, the Finance Committee discussed an item entitled "Bus Shelter Design Concepts" and reviewed Concept# 3 and Concept # 4, including cost estimates associated with both concepts; and WHEREAS, after discussion, the Committee recommended Concept #4 as a primary concept for further design development by the design team; and WHEREAS, on March 7, 2018, after discussion, the City Commission adopted recommendation of the Finance and Citywide Projects Committee selecting Concept #4 as a primary concept for further design development by the design team and requested that Resolution also includes in the pro forma the cost to connect technology components of the shelters including but not limited to electricity and communications network, which cost would depict "fully-loaded" cost of bus shelter installation. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Commission hereby accept the recommendation of the Finance and Citywide Projects Committee, and approve the selection of bus shelter design concept number four (4), as a primary concept for further design development by ACAI Associates, Inc., the City's design consultant with respect to design of the City's bus shelters, and further direct the Administration to include in the pro forma the cost to connect technology components of the shelters including but not limited to electricity and communications network, which cost would depict "fully-loaded" cost of new bus shelters. At the March 9, 2016 City Commission meeting, the Commission adopted Resolution No. 2016- 29325, accepting the recommendation of the Finance and Citywide Projects Committee (FCWPC)to issue a Request for Proposals for the design of new bus shelters; and authorizing the City Manager to extend the existing agreement between the City and Clear Channel on a month-to-month basis after expiration on October 31, 2016, as needed, such that the Clear Channel contract would remain in place until a new bus shelter contract is executed. On April 13, 2016, the City Commission approved to issue Request For Qualifications (RFQ) No. 2016-116-KB for Architectural and Engineering Design Criteria Professional Services for New Bus Shelters. The evaluation process resulted in the ranking of ACAI Associates, Inc., as the top ranked proposer. The ACAI Associates team includes the premier design firm of Pininfarina. A contract for design services was executed on July 19, 2017, and the design effort commenced on October 4, 2017. The design phase includes development of 100% final engineering plans, specifications, and construction cost estimates and is anticipated to be completed by end of September 2018. The Committee passed a motion recommending that two (2) of the four (4) design concepts (specifically Concept # 3 and Concept#4) be advanced for further design development, including cost estimation. At its January 17, 2018 meeting, the City Commission adopted Resolution No. 2018-30152,accepting the recommendation of the FCWPC and approving Concepts # 3 and 4 for further design development and cost estimation. Pursuant to the direction from the City Commission, the Transportation Department staff worked with the design team on developing cost estimates for the selected concepts. Similar to the provisions in the City's current bus shelter contract with Clear Channel. and pursuant to prior Commission direction. the Administration will subsequently procure a new contract to manufacture. install, operate. and maintain the new bus shelters, at no cost to the City. ANALYSIS The Attachment depicts bus shelter design concepts # 3 and 4 for which cost estimates were developed by the design team and presented to the FCWPC at the February 23 meeting. At its February 23, 2018 meeting, the FCWPC discussed an item entitled "Bus Shelter Design Concepts"and reviewed Concept#3 and Concept#4, including cost estimates associated with both concepts. After discussion, the Committee made a motion selecting Concept # 4 as a primary concept for further design development by the ACAI/Pininfarina design team. CONCLUSION In order to meet project milestones including approvals from the Design Review Board (DRB) and Historic Preservation Board (HPB), the Administration recommends that the City Commission accept the Committee motion selecting Concept #4 as a primary concept for further design development by the ACAI/Pininfarina design team.
