SUBJECT: 2018 Air & Sea Show & Memorial ay Concert Update
The purpose of this Letter to Commission (LTC) is to provide an update on the planning and
progress for the 2018 Air & Sea Show set to take place from May 26-27, 2018, as well as the
concert to be executed by the same Event Producer and set to take place on Saturday, May 26,
2018 from 6-9pm.
On October 18, 2017, the Mayor and City Commission approved Amendment No. 2 between the
City and the Event Producer, A National Salute to America's Heroes, LLC, for the 2018 Air & Sea
Show, which amendment was subsequently executed on November 3, 2017. The amendment
provides for City funding in the amount of $350,000 to subsidize the 2018 Air & Sea Show, and
further provides for the City's waiver of City permit fees in the amount of $154,061.76. In
addition, the agreement stipulates that the City will waive its portion of the Boucher Brothers
displacement fee that would normally be due to the City as a concession fee resulting from the
Event Producer's use of concession areas otherwise committed to the Boucher Brothers, per the
terms of the Boucher Brothers' agreement with the City.
Pursuant to this agreement, the Event Producer is required to submit its preliminary Event Plans
(to include all special event requirements; site plans; City staffing plans, etc.) no later than 120
days prior to the commencement of the of the Event Period for the Annual Show; this deadline
was January 29, 2018. Further, the Event Producer is required to submit the final Event Plans no
later than 60 days prior to commencement of the Event Period; this deadline was March 26,
2018.
The Annual Show is set to commence Toad -in this year on May 21, 2018. As of yet, none of the
special event required documents have been submitted to the City.
On February 14, 2018, the Mayor and City Commission adopted a motion to provide additional
funding to the Event Producer in the amount of $250,000 for the production of a concert on
May 26, 2018 as part of the 2018 Air & Sea Show event, with the City contribution paid on a
reimbursement basis following the conclusion of the event, and with all talent and concert -
related elements subject to approval by the City. March 29, 2018, the City and the Event
Producer executed Amendment No. 3, pursuant to the motion adopted by the City Commission.
As detailed in this amendment, the Event Producer is required to submit all final Concert
elements (including site plans, staffing, and signed contracts with artists and vendors) by April 2,
2018 and no later than April 6, 2018. In the event that all Concert elements are not finalized
and submitted for the City Manager's final approval by April 6, 2018, the Manager may decline
to authorize the Concert as part of the Annual Show by written notice to the Producer no later
than April 13, 2018.
To date, the City has not received the required special event documents for the Concert, nor has
the City received any signed agreements with artists or vendors for the Concert.
