A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE
CITY MANAGER OR HIS DESIGNEE TO SUBMIT GRANT
APPLICATIONS FOR THE FOLLOWING FUNDS: 1)
RETROACTIVE APPROVAL TO APPLY TO THE
DEPARTMENT OF ENVIRONMENTAL PROTECTION FOR
FISCAL YEAR 2003-04 HOUSE BILL 851 WATER PROJECT
FUNDING; 2) 3-COM FOUNDATION, FOR PRODUCTS AND
SERVICES AVAILABLE IN THE URBAN CHALLENGE GRANT
PROGRAM; 3) FLORIDA DEPARTMENT OF STATE, DIVISION
OF HISTORICAL RESOURCES FOR HISTORIC
PRESERVATION FUNDING; WHILE LEVERAGING
PREVIOUSLY APPROPRIATED CITY FUNDS AS NEEDED;
FURTHER APPROPRIATING THE GRANTS IF APPROVED
AND ACCEPTED BY THE CITY AND AUTHORIZING THE
EXECUTION OF ALL NECESSARY DOCUMENTS RELATED
TO THESE APPLICATIONS.
WHEREAS, the Florida Legislature created a new funding process for various
types of water projects through the passage of House Bill 851 (now Section 403.885,
Florida Statutes) during the 2002 session; and
WHEREAS, the Bill provides funding for stormwater, wastewater, surface water
and other water improvement projects that protect public health and the environment; and
WHEREAS, the City has submitted two applications - one for Citywide
Stormwater Infrastructure Improvements and the other for Citywide Wastewater
Infrastructure Improvements, the total amount requested was $6,000,000; and
WHEREAS, this program does not require matching funds; and
WHEREAS, the 3Com Urban Challenge rewards forward-thinking communities
that are committed to using technology to transform education, improve public
communication, and make educational services faster and more convenient to use; and
WHEREAS, the City of Miami Beach proposes to seek support to utilize the Log
Cabin Training Center, as a neighborhood empowerment center to improve delivery and
engagement of the area's residents; and
WHEREAS, the City is seeking support from the 3-COM foundation in an effort to
secure the necessary infrastructure to accomplish the aforestated goal; and
WHEREAS, this program does not require matching funds; and
WHEREAS, the Division of Historical Resources provides grant funds to assist in
the identification, excavation, protection, and rehabilitation of historic and archaeological
sites in Florida; to provide public information about these important resources; and to
encourage historic preservation in smaller cities through the Florida Main Street program;
and
WHEREAS, the Administration has identified the following two eligible projects
for which it proposes to submit grant applications: a) Flagler Memorial on Monument
Island; and b) Updating and digitizing our existing historic properties database; and
WHEREAS, the City has identified funds within the 2002-2003 City operating
budget to meet the required match for this particular program; and
NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that City Manager or his
designee is authorized to submit an application for grant funds to the following funding
agencies: 1) Retroactive approval to apply to the Department of Environmental Protection
for Fiscal Year 2003-04 House Bill 851 Water Project Funds; 2) 3-Com Foundation, For
Products And Services Available In The Urban Challenge Grant Program; 3) Florida
Department Of State, Divi~ion Of Historical Resources For Two Historic Preservation
Grants; while leveraging previously appropriated City funds as needed; further
appropriating the grants if approved and accepted by the City, and authorizing the
execution of all necessary documents related to these applications.

ANALYSIS
1. Retroactive Approval To Applv To The Department Of Environmental Protection For
Fiscal Year 2003-04 House Bill 851 Water Proiect Funds For City Proiects In The Total
Amount Of $6,000,000
The Florida Legislature created a new funding process for various types of water projects
through the passage of House Bill 851 (now Section 403.885, Florida Statutes) during the
2002 session. The City received notification of the availability of these funds in
November, and due to the limited amount of time available prior to the November 15
deadline submitted two applications for funding.
The Bill provides funding for stormwater, wastewater, surface water and other water
improvement projects that protect public health and the environment. Dedicated funding
for this grant program comprises $30-$35 million statewide. Funding for this program is
limited and many applications are anticipated.

The City submitted one application for Citywide Stormwater Infrastructure Improvements
and another one for Citywide Wastewater Infrastructure Improvements. The total
requested amount is $6,000,000. The City is now responsible for submitting a copy of the
application to our representatives in the Florida House and Senate with a request that they
sponsor the projects as part of the Community Budget Issue Request process. Only
sponsored applications will be funded. The Florida Legislature will consider funding for
these projects during the 2003 session as part of the appropriations process. All
appropriations are then subject to the Governor's review. This program does not require
matching funds.
2. Approval to submit a qrant application to the 3-COM Foundation for products and
services available throuqh their Urban Challenqe qrant proqram; this prOQram does not
require matchinq funds.
The 3Com Urban Challenge rewards forward-thinking communities that are committed to
using technology to transform education, improve public communication, and make
educational services faster and more convenient to use.
The City of Miami Beach is seeking support to utilize the Log Cabin Training Center,
conveniently located within a City target area, as a neighborhood empowerment center
that unites the resources of various community-based organizations to improve delivery
and engagement of the area's residents. As such, the City is seeking support from the 3-
COM foundation in an effort to secure the necessary infrastructure to accomplish this goal.
If this grant is awarded, the Log Cabin Training Center would have an added benefit from
having computing capabilities. As such, the clients would utilize the computers during the
day gaining educational experience along with practical skills needed to make the
transition into the workforce. In the long term, the City hopes to otter the services
traditionally available to the day clients to the residents of the North Beach community in
the early evenings. In providing computing educational services to these residents the
City is providing resources that may not be currently accessible.
This is an open grant program, and therefore does not have a specific deadline. This
program does not require matching funds.
3. Approval to submit qrant applications to the Florida Department of State, Division of
Historical Resources for two Historic Preservation Grants
The Division of Historical Resources provides grant funds to assist in the identification,
excavation, protection, and rehabilitation of historic and archaeological sites in Florida; to
provide public information about these important resources; and to encourage historic
preservation in smaller cities through the Florida Main Street program.
The Administration has identified two eligible projects for which it proposes to submit grant
applications. The first project pertains to the Flagler Memorial on Monument Island. The
City proposes to secure funds to be used for costs associated with the development of a
site master plan and for Architectural and Engineering fees associated with the
restoration. For the second project, the City is exploring the possibility of updating and

digitizing our existing historic properties database. Securing funds is the first step in
ensuring that records of value are preserved for future use and enjoyment. Both these
grants have a maximum value of $50,000 each. The Administration has identified funding
within the Resort Tax Fund to meet the required match. The deadline is December 15,
2002 for this program.
In conclusion, the Administration recommends approval of this Resolution authorizing the
City Manager or his designee to submit applications for grant funds to the following
agencies: 1) Retroactive approval to apply to the Department of Environmental Protection
for Fiscal Year 2003-04 House Bill 851 Water Project Funds; 2) 3-Com Foundation, for
products and services available in the Urban Challenge Grant Program; 3) Florida
Department of State, Division of Historical Resources for Historic Preservation Grant
Funds; while leveraging previously appropriated City funds as needed; further
appropriating the grants if approved and accepted by the City, and authorizing the
execution of all necessary documents related to these applications.
