A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, PURSUANT TO SECTION 82
503(A) OF THE CITY CODE, FOLLOWING A DULY NOTICED PUBLIC
HEARING AND A 517TH VOTE, APPROVING THE RENAMING OF
NORTH SHORE PARK TENNIS CENTER AS MIAMI BEACH TENNIS
CENTER.
WHEREAS, at the July 26, 2017 City Commission meeting, a referral to the
Neighborhood /Community Affairs Committee ( "NCAC ") to discuss the renaming of the North
Shore Park Tennis Center was on the agenda, but was deferred until the October 18, 2017 City
Commission meeting; and
WHEREAS, at the August 3, 2017 Mayor's North Beach Steering Committee meeting,
Committee members unanimously voted to recommend renaming the North Shore Park Tennis
Center as the "Miami Beach Tennis Club" (Exhibit A); and
WHEREAS, the Parks and Recreational Facilities Advisory Board ( "Parks Board ")
discussed renaming the North Shore Park Tennis Center as the "Miami Beach Tennis Club at
North Shore Park" at their meeting on October 4, 2017, and agreed to revisit this renaming after
the City Commission considered whether to rename North Shore Open Space Park as either
"North Beach Oceanside Park" or "North Shore Oceanside Park "; and
WHEREAS, North Shore Open Space Park was ultimately recommended to be renamed
as North Beach Oceanside Park by the NCAC and its December 20, 2017 meeting; and
WHEREAS, on October 18, 2017, the City Commission referred a discussion regarding
the renaming of the North Shore Park Tennis Center as the "Miami Beach Tennis Club at North
Shore Park" to the NCAC; and
WHEREAS, at the December 20, 2018 NCAC meeting, a motion was passed
recommending that the North Shore Park Tennis Center be renamed as the "Miami Beach
Tennis Center" and for the City Commission to have input from the Parks Board when the item
goes back to the City Commission for its consideration; and
WHEREAS, at the February 6, 2018 Parks Board meeting, a motion recommending the
renaming of the North Shore Park Tennis Center as the Miami Beach Tennis Center passed
unanimously; and
WHEREAS, at the March 7, 2018 City Commission meeting, the Commission accepted
the recommendation of the NCAC at its December 20, 2017 meeting to rename the North Shore
Park Tennis Center as the Miami Beach Tennis Center and set a public hearing to consider the
renaming for April 11, 2018; and
WHEREAS, after due consideration at the public hearing, the Mayor and City
Commission wish to rename the North Shore Park Tennis Center for the name of the City, and
the current function of the facility, by renaming it as the Miami Beach Tennis Center, in
accordance with Section 82- 503(a)(8) of the City Code.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that Mayor and City Commission
hereby approve, pursuant to Section 82- 503(a) of the City Code and following a duly noticed
public hearing and a 517th vote, the renaming of the North Shore Park Tennis Center as Miami
Beach Tennis Center.

RECOMMENDATION
City Commission 5 /7ths vote approving the renaming of North Shore Park Tennis Center as the
Miami Beach Tennis Center.
ANALYSIS
At the July 26, 2017 Commission meeting, a referral to discuss the naming of the tennis center at
North Shore Park was deferred until the October 18, 2017 Commission meeting.
At the August 3, 2017 Mayor's North Beach Steering Committee meeting, Committee members
unanimously voted to name the tennis center at North Shore Park as "Miami Beach Tennis Club"
(Exhibit A).
The Parks and Recreational Facilities Advisory Board ( "Board ") discussed renaming the tennis
center as "Miami Beach Tennis Club at North Shore Park" at their meeting on October 4, 2017.
Although the Board was in favor of "Miami Beach Tennis ", some members expressed hesitation
labeling it a "club" and argued this could lend the impression the courts are privately owned. The
Board agreed to revisit this naming after the City decides to rename North Shore Open Space Park
as either "North Beach Oceanside Park" or "North Shore Oceanside Park ".
On October 18, 2017, Commission referred a discussion regarding naming the tennis center at North
Shore Park as "Miami Beach Tennis Club at North Shore Park" to the Neighborhood and
Community Affairs Committee ( "NCAC ").
At the December 20, 2018 NCAC meeting, Commissioner Gongora made a motion to call the tennis
center at North Shore Park the "Miami Beach Tennis Center" and move it to the Parks and
Recreational Facilities Advisory Board for their input before it goes back to the City Commission.
Commissioner Samuelian seconded the motion.
At the February 6, 2018 Parks and Recreational Facilities Advisory Board meeting, a motion to

rename the North Shore Tennis Center to the Miami Beach Tennis Center was passed unanimously.
At the March 7, 2018 City Commission meeting, the Commission accepted the recommendation of
the NCAC at its December 20, 2017 meeting to rename the North Shore Park Tennis Center as the
Miami Beach Tennis Center and set a public hearing forAprH 11,2018.

The purpose of this Letter to the Commission (LTC) is to inform the Commission of a
motion passed by the Mayor's North Beach Committee at their August 3, 2017 meeting,

MOTION: to urge the City Commission and Administration to create a companion
ordinance in conjunction with the Town Center (TC) FAR ballot question. The
proposed ordinance should include an aspect of historic preservation by creating
a historic preservation fund that is funded through the purchase of FAR in Town
Center, The ordinance should also take into consideration the Shulman and
Associates studies with regards to the distribution of massing for the increased
FAR,
