A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH,
PURSUANT TO THE REQUIREMENTS OF SECTION
4.02(B) OF THE CITY CODE, CONSENTING TO THE
CITY MANAGER'S APPOINTMENT OF ROY COLEY AS
PUBLIC WORKS DIRECTOR.
WHEREAS, Public Works is proposing organizational changes that would like to share
with the City Commission; and
WHEREAS, Mr. Eric Carpenter has served as both an Assistant City Manager (ACM)
and Public Works Director for the City of Miami Beach for the past two and a half years; and
WHEREAS, the responsibility to serve as ACM to three very visible Departments
(Parks and Recreation, Capital Improvement Projects, and Public Works) is a significant
challenge alone, serving as a liaison to the Mayor and Commission regarding infrastructure
matters, taking on special projects, interfacing with the constituents and helping to facilitate
interdepartmental solutions; and
WHEREAS, in addition, to serving as the Director of one of the City's largest and most
diverse Departments at the forefront of the battle against sea level rise and stormwater
management, water and sewer infrastructure renewal, cleanliness of the City, street lighting,
landscape maintenance and all facets of street and sidewalk maintenance is a monumental
task; and
WHEREAS, in parallel with this, Mr. Roy Coley has been performing in an exceptional
manner as the Assistant Director of that Department; and
WHEREAS, considering these facts, I am recommending promoting Mr. Coley to
Director of Public Works and allowing Mr. Carpenter to focus additional efforts on the role of
serving his portfolio of Departments as the ACM. This move would not add any additional
head count to the organization and will improve the efficiency of the operations; and
WHEREAS, Mr. Coley is currently the Assistant Director of Public Works /Infrastructure
Director for the City of Miami Beach; and
WHEREAS, the operational disciplines he leads are drinking water, wastewater,
stormwater, streets, and street lighting. In Miami Beach as a Division Director and Assistant
Department Director Mr. Coley has been a transformational leader; and
WHEREAS, Mr. Coley will provide innovative approaches to stormwater management,
renewal and replacement of aging drinking water and wastewater infrastructure, streets, and
street lighting. He believes Public Works is the backbone of any city and will instill a "working
for you" approach in all divisions when dealing with residents, and businesses. He will further
develop relationships with regulators and have a collaborative approach to implementing new
community improvement projects; and
WHEREAS, Mr. Coley has more than 20 years' experience in water resources
operations and maintenance. He is licensed by the states of Alabama, and Florida in water
and wastewater treatment. He has six certifications from California State University College
of Engineering, Sacramento in various water resources treatment and management fields.
He holds a Bachelor of Arts degree in Organizational Leadership from St. Thomas University
of Miami where he graduated sum cum laud and a Master of Business Administration from
Saint Leo University of Florida; and
WHEREAS, Roy is passionate about water resources and its preservation. The
American Water Works Association (AWWA) requested him to present to their water quality
conference in 2010 on his work in Key West where he pioneered a new water quality
management technique in drinking water systems. His research and case study were
published by the AWWA in the technical manual M56 second edition; and
WHEREAS, the City Manager seeks confirmation by the City Commission of his
appointment of Roy Cooley as Public Works Director.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission pursuant to the requirements of Section 4.02(b) of the City Code, consent to the
City Manager's appointment of Roy Coley as Public Works Director.

SUBJECT: A RESOLUTION OF MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA ACCEPTING THE RECOMMENDATION OF THE CITY
MANAGER TO NAME ROY COLEYAS PUBLIC WORKS DIRECTOR.
RECOMMENDATION
The Administration recommends approving the Resolution.
ANALYSIS
The purpose of memorandum is to share with the City Commission organizational changes that I am
recommending. Mr. Eric Carpenter has served as both an Assistant City Manager (ACM) and Public
Works Director for the City of Miami Beach for the past two and a half years. The responsibility to
serve as ACM to three very visible Departments (Parks and Recreation, Capital Improvement
Projects, and Public Works) is a significant challenge alone, not to mention serving as a liaison to the

and sewer infrastructure renewal, cleanliness of the City, street lighting, landscape maintenance and

facts, I am recommending promoting Mr. Coley to Director of Public Works and allowing Mr.

Mr. Coley is currently the Assistant Director of Public Works /Infrastructure Director for the City of
Miami Beach. The operational disciplines he leads are drinking water, wastewater, stormwater,
streets, and street lighting. In Miami Beach as a Division Director and Assistant Department Director
Mr. Coley has been a transformational leader. He led the development and implementation of an
employee incentivization plan that has resulted to date in employees obtaining 32 licenses or
certifications in water, wastewater, or stormwater operations. He represented Public Works in a group
from the region that traveled to the Centers for Disease Control and Prevention to develop mitigation
efforts for mosquito transmitted disease. He has been featured in multiple public service
announcement videos and news reports providing education to the public on mosquito
control /prevention. Mr. Coley was one of the leaders in the preparation and response to Hurricane
Irma, which among many things included providing 30,000 bags of sand for residents to protect their
property and removal of 150,000 cubic yards of debris from City streets. He collaborated with

environmental management to deliver a lighting system to Lummus Park where security and
environmental concerns were significantly improved. Existing resources were used to implement a
24/7 live hotline where residents and businesses could call to report problems.
Immediately after beginning to work in Miami Beach Mr. Coley was tasked with responding to
historical King Tides. He procured new vacuum trucks to aid the immediate shocks of high waters
and developed a strategy where temporary pumps were used to protect the health, safety, and
welfare of the lowest lying areas while more permanent measures were being developed.
Mr. Coley will provide innovative approaches to stormwater management, renewal and replacement
of aging drinking water and wastewater infrastructure, streets, and street lighting. He believes Public

Some notable accomplishments are the startup and operations of three reverse osmosis drinking
water plants, and five wastewater treatment plant. Four treatment plants under his direction received
operational excellence awards by the Florida Department of Environmental Protection for consistently
exceeding regulatory requirements. Successfully leading and implementing water privatization efforts
between the US Navy /Department of Defense and the FKAA. The water privatization at NAS Key
West was the US Navy's first utility privatization and serves as their model for future utility
privatizations.
In addition to the above information I have attached the resume of Mr. Coley so that you can read
more about his qualifications. Based upon all of the information and in my role to continuously
improve the organization I am proud to present Mr. Roy Coley to the City Commission for ratification
as the new Public Works Director for the City of Miami Beach. I will be scheduling one on one
meetings for each of the Commissioners with Mr. Coley in case you have any questions of him.
