APPROVING AND AUTHORIZING (AND, AS TO CERTAIN
AGREEMENTS, RETROACTIVELY APPROVING AND AUTHORIZING)
THE CITY MANAGER, OR HIS DESIGNEE, TO APPLY FOR AND
ACCEPT FUNDING (INCLUDING MATCHING FUNDS AND ANY
RELATED CITY EXPENSES), AND EXECUTE ANY AND ALL
DOCUMENTS OR AGREEMENTS IN CONNECTION WITH THE
FOLLOWING GRANTS AND AGREEMENTS: 1) MIAMI -DADE
TRANSPORTATION PLANNING ORGANIZATION (TPO), SMART
MOVES PROGRAM, IN THE APPROXIMATE AMOUNT OF $60,000; 2)
FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION, LAND
AND WATER CONSERVATION FUND (LWCF), IN THE
APPROXIMATE AMOUNT OF $200,000; 3) FLORIDA INLAND
NAVIGATION DISTRICT (FIND), WATERWAYS ASSISTANCE

PARTICIPATE IN A GRANT FUNDED PROJECT BETWEEN THE
JOHN S. AND JAMES L. KNIGHT FOUNDATION AND
ARTCENTER /SOUTH FLORIDA.
WHEREAS, the City Administration requests approval to submit a grant application to
Miami -Dade Transportation Planning Organization, Smart Moves Program, in the approximate
amount of $60,000, for the Miami Beach Convention Center Pedestrian, Bicycle, and Transit
Safety and Connectivity Project, the details of which are as follows:
• The Transportation Planning Organization (TPO), Smart Moves Program, is a
municipally administered program that is used by the TPO to prioritize, and program
projects that support the implementation of complete streets, first/last mile connections,
connected and autonomous vehicles, transit supportive projects, and other priority
projects that enhance connectivity, accessibility, and integration of the entire network.
• The City Administration is applying for this grant to conduct a Feasibility Study that will
evaluate ways to improve pedestrian, bicycle, and transit safety and connectivity in the
area of the Miami Beach Convention Center.
• The objectives of this project are to develop a safe, complete, and accessible multi -user
bicycle and pedestrian network in the area, and to promote non- motorized transportation
as a reliable mode of travel at this important location within the City.
• There are currently few bicycle, pedestrian, and transit facilities that connect to the
Miami Beach Convention Center, which the Miami -Dade TPO has recommended as a
hub for the future Beach Connector and Bus Express Rapid Transit (BERT) projects.
• The project will study 17th Street from its intersection with Bay Road on the west to the
Beachwalk on the east.
• The total project cost is $120,000, and the City Administration is requesting funds in the
approximate amount of $60,000.
• This grant requires a 20% match of the total project cost. Matching funds in the amount
of $24,000 are subject to the dollars being appropriated during the Fiscal Year 2018/19
budget.
• This project supports the key intended outcome to ensure comprehensive mobility
addressing all modes throughout the City, and to maximize the Miami Beach brand as a
world class destination; and
WHEREAS, the City Administration requests approval to submit a grant application to
Florida Department of Environmental Protection, Land and Water Conservation Fund, in the
approximate amount of $200,000, for the Flamingo Park Baseball Field Renovation project, the
details of which are as follows:
• Florida Department of Environmental Protection administers the Land and Water
Conservation Fund (LWCF) program on behalf of the U.S. Department of the Interior,
National Park Service. LWCF is a competitive program that provides grants for the
acquisition or development of land for public outdoor recreation areas and facilities.
• The City Administration is requesting funding in the approximate amount of $200,000 for
the renovation of Flamingo Park Baseball Field.
• Proposed activities include upgrades to the field, and the renovation of the restrooms
and stands, which will make the facility ADA- compliant.
• By accepting this grant, the City must comply with the LWCF's regulations, that state
that assisted park land must be dedicated as a public outdoor recreation area in
perpetuity.
• Grantees must commit to operate and maintain LWCF assisted public recreation
facilities in reasonable repair for a minimum of 25 years after completion of construction
to prevent undue deterioration.
• This project requires matching funds in the amount of $200,000, and the match dollars
are subject to being appropriated in the Fiscal Year 2018/19 budget.
• This project supports the key intended outcome to maximize the Miami Beach brand as
a world class destination; and
WHEREAS, the City Administration requests approval to submit a grant application to
the Florida Inland Navigation District (FIND), Waterway Assistance Program, in the approximate
amount of $226,363, for the construction of a non - motorized vessel dock /launch at Maurice
Gibb Park; the details of which are as follows:
Florida Inland Navigation District's Waterway Assistance Program was established by
the Florida Legislature and the District for the purpose of financially cooperating with
local governments to alleviate problems associated with the Atlantic Intracoastal
Waterway and associated waterways within the District.
• FIND provides funding for improvement projects directly related to the waterways, such
as public navigation, public waterway access facilities, public recreation, environmental
education and boating safety.
• The Administration intends to submit an application to Florida Inland Navigation District
for the construction of a non - motorized vessel dock/launch at the west end of Maurice
Gibb Park.
• The project will be ADA- compliant to allow safe and easy access in and out of the water.
• FIND has previously provided $75,000 for the design of the facility; this funding request
is for Phase 2, construction of the facility.
• FIND requires that the City Commission approve a Resolution certifying that the
Administration will accept the terms and conditions in the FIND Rule, including
maintaining the project for public use. A copy of the FIND Resolution is attached to this
agenda item as Exhibit 1.
• The cost of this project is estimated at $452,726, and the City Administration has
submitted an application for FIND funding in the amount of $226,363.
• Matching funds in the amount of $226,363 are available in City Account 305 -0815-
069357 -00- 410- 000- 00- 00 -00- 27990..
• This project supports the key intended outcome to maximize the Miami Beach brand as
a world class destination.; and
WHEREAS, the City Administration requests approval to submit a grant application to
the Florida Inland Navigation District (FIND), Waterway Assistance Program, in the approximate
amount of $365,000 for the Brittany Bay Park Living Shoreline Project, the details of which are
as follows:
• In addition to the Maurice Gibb project mentioned above, the Administration intends to
submit an application to Florida Inland Navigation District for the construction of a living
shoreline at Brittany Bay Park (also known as Indian Creek Park).
• FIND has previously provided funds for the design and construction of a structural
shoreline at this location.
• The proposed project includes a living shoreline to be added between the existing
seawall and the concrete retaining /seawall in Brittany Bay Park.
• The living shoreline will be hydraulically connected to Indian Creek, and will have an
ADA- accessible overlook that will allow park patrons to walk from the park to the
existing seawall's edge.
• These improvements will not only revitalize the waterfront, but also enhance the
surrounding riparian and intertidal environment by creating new habitat for aquatic, and
terrestrial species and improving water quality via filtration of upland run -off.
• The result will be a unified structure with sufficient integrity to prevent shore erosion,
and further damage to Biscayne Bay's water quality and benthic life.
• FIND requires that the City Commission approve a Resolution certifying that the
Administration will accept the terms and conditions in the FIND Rule, including
maintaining the project for public use. A copy of the FIND Resolution is attached to this
agenda item as Exhibit 2.
• The total project cost is approximately $730,000. Matching funds in the amount of
$365,000 are available in Project Number 20918, from "Pay -As- You -Go funds ".
• This project supports the key intended outcome to maximize the Miami Beach brand as
a world class destination; and
WHEREAS, the City Administration requests approval to submit a grant application to
the J -PAL Abdul Latif Poverty Action Lab North America, in the approximate amount of
$100,000, for the City's "Housing First" Rapid Re- Housing Initiative, the details of which are as
follows:
• J -PAL North America seeks to reduce poverty by ensuring that policy is informed by
scientific evidence. J -PAL North America's work spans a wide range of sectors including
health care, housing, criminal justice, education, and economic mobility. J -PAL's state
and local innovation initiative provides research services and flexible funding to help
state and local governments answer difficult policy questions.
• Research is conducted at J -PAL's research center at Massachusetts Institute of
Technology, and grantees' staff assists in data collection and research study design.
• In 2017, the City of Miami Beach hosted 1,571 people who self- identified as homeless, a
significant drop from the 1,998 homeless individuals who visited the year before.
• The City operates the only municipal walk -in center serving the homeless in Miami -Dade
County which provides a variety of services in addition to shelter placement.
• Despite these efforts and resources, the City continues to see a pattern of recidivism
among the chronic homeless.
• The City is seeking assistance in evaluating the effectiveness of its homeless outreach
efforts, and determining the most effective, cost - practical approach to ending
homelessness throughout the City.
• The City Administration is requesting funding in the approximate amount of $100,000 to
propose a research question regarding the success of its "Housing First" Rapid Re-
Housing Initiative.
• This grant does not require matching funds; and
WHEREAS, the City Administration requests approval to submit a grant application to
the U.S. Conference of Mayors CommunityWlNS Grant Program, in the approximate amount of
$150,000, for the North Beach Yard project, the details of which are as follows:
• The Wells Fargo /U.S. Conference of Mayors (USCM) CommunityWlNS Grant Program
is a collaborative effort between USCM, Wells Fargo Bank, and the Wells Fargo
Foundation.
• The goal of the program is to assist cities with the opportunity to invest, strengthen, and
promote long -term economic prosperity.
• The City Administration, in partnership with North Beach Yard, LLC is requesting funding
in the approximate amount of $150,000 for the construction of the North Beach Yard, an
innovative business incubator which will be the catalyst for the revitalization of the North
Beach neighborhood in Miami Beach.
• This project will catapult the North Beach neighborhood in Miami Beach into a vibrant,
contemporary community that is startup- friendly and economically diverse.
• This project supports the key intended outcome to maximize the Miami Beach brand as
a world class destination.
• This grant does not require matching funds; and
WHEREAS, the City Administration requests approval to submit a grant application to
The Miami Foundation, 2018 State Attorney's Denise Moon Memorial Fund, in the approximate
amount of $17,000 for the Crime Prevention Through Environmental Design Program, the
details of which are as follows:
• The Miami Foundation's Denise Moon Memorial Fund strives to enhance and ensure
community safety and social justice, and promote opportunity, diversity and civility.
• Denise Moon grants allow organizations to assist victims of crime, reduce crime in
communities, and provide job training.
• The City Administration is requesting funds in the approximate amount of $17,000 for the
implementation of a Crime Prevention Through Environmental Design (CPTED) program
to implement innovative methods in the field of law enforcement and community policing,
to decrease crime, improve public safety, and enhance the quality of life and
experiences for residents, local visitors, and tourists.
• CPTED is an innovative strategy to stimulate community engagement and reduce crime.
In addition to curbing crime opportunities, CPTED is an effective tool for community
placemaking, activating private and public spaces at the grass roots level while
promoting business development and empowering community members.
• The Miami Beach Police Department proposes a one -year CPTED pilot program in the
North Beach neighborhood of Miami Beach.
• This project supports the key intended outcome to insist on Police Department
accountability and skilled management/ leadership.
• This grant does not require matching funds; and
WHEREAS, the City Administration requests approval to participate in a grant- funded
project between the John S. and James L. Knight Foundation's Knight Arts Challenge and
ArtCenter South Florida, for the Art in Public Life Residency Program, the details of which are
as follows:
• Funded entirely through a grant opportunity from the John S. and James L. Knight
Foundation's Knight Arts Challenge, with matching funds provided by the ArtCenter
South Florida, the Art in Public Life Residency Program provides a year -long artist
residency within the City of Miami Beach.
• The residency allows a contemporary artist the opportunity to offer fresh perspectives on
policies, and help the City of Miami Beach address the challenges of sea level rise and
improve its overall resiliency.
• The City and ArtCenter have selected the artist who will be in residency at the City of
Miami Beach, working directly with the City's Environment & Sustainability Department
as they develop climate adaptation and mitigation programs and strategies.
• Miami Beach is looking at sea level rise, its economic and social consequences, and
other challenges faced by many cities in the 21st century.
• Although the City is not party to the grant agreement between the John S. and James L.
Knight Foundation and the ArtCenter South Florida, the Administration is requesting
approval for the City to participate in this grant funded project.
• The City's participation will be limited to hosting the artist in residency to work with the
City's Environmental and Sustainability Department. Matching funds will be provided by
ArtCenter South Florida, there is no match requirement for the City.
• This project supports the key intended outcome to ensure reliable stormwater
management and resiliency against flooding by implementing select short and Tong -term
solutions including addressing sea -level rise.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby appropriate funding, and approve and authorize (and, as to certain
agreements, retroactively approve and authorize) the City Manager, or his designee, to apply for
and accept funding (including matching funds and any related City expenses), and execute any
and all documents or agreements in connection with the following grants and agreements: 1)
Miami -Dade Transportation Planning Organization (TPO), Smart Moves Program, in the
approximate amount of $60,000; 2) Florida Department of Environmental Protection, Land And
Water Conservation Fund (LWCF), in the approximate amount of $200,000; 3) Florida Inland
Navigation District (FIND), Waterways Assistance Program, in the approximate amount of

multi -user bicycle and pedestrian network in the area, and to promote non - motorized transportation as
a reliable mode of travel at this important location within the City. There are currently few bicycle,
pedestrian, and transit facilities that connect to the Miami Beach Convention Center, which the
Miami -Dade TPO has recommended as a hub for the future Beach Connector and Bus Express
Rapid Transit (BERT) projects. The project will study 17th Street from its intersection with Bay Road
on the west to the Beachwalk on the east.
The total project cost is $120,000, and the City Administration is requesting funds in the approximate
amount of $60,000. This grant requires a 20% match of the total project cost. Matching funds in the
amount of $24,000 are subject to the dollars being appropriated during the Fiscal Year 2018/19
budget.
This project supports the key intended outcome to ensure comprehensive mobility addressing all
modes throughout the City, and to maximize the Miami Beach brand as a world class destination.
2. Approval to submit a grant application to Florida Department of Environmental Protection, Land
and Water Conservation Fund, in the approximate amount of $200,000, for the Flamingo Park
Baseball Field Renovation project.
Florida Department of Environmental Protection administers the Land and Water Conservation Fund
(LWCF) program on behalf of the U.S. Department of the Interior, National Park Service. LWCF is a
competitive program that provides grants for the acquisition or development of land for public outdoor
recreation areas and facilities.
The City Administration is requesting funding in the approximate amount of $200,000 for the
renovation of Flamingo Park Baseball Field. Proposed activities include upgrades to the field, and
the renovation of the restrooms and stands, which will make the facility ADA- compliant.
By accepting this grant, the City must comply with the LWCF's regulations, that state that assisted
park land must be dedicated as a public outdoor recreation area in perpetuity. Grantees must commit
to operate and maintain LWCF assisted public recreation facilities in reasonable repair for a minimum
of 25 years after completion of construction to prevent undue deterioration.
This project requires matching funds in the amount of $200,000 and the match dollars are subject to
being appropriated in the Fiscal Year 2018/19 budget. This project supports the key intended
outcome to maximize the Miami Beach brand as a world class destination.
3. Approval to submit a grant application to the Florida Inland Navigation District (FIND), Waterway
Assistance Program in the approximate amount of $226,363, for the construction of a non- motorized
vessel dock/launch at Maurice Gibb Park.
Florida Inland Navigation District's Waterway Assistance Program was established by the Florida
Legislature and the District for the purpose of financially cooperating with local governments to
alleviate problems associated with the Atlantic Intracoastal Waterway and associated waterways
within the District. FIND provides funding for improvement projects directly related to the waterways,
such as public navigation, public waterway access facilities, public recreation, environmental
education and boating safety.

The Administration intends to submit an application to Florida Inland Navigation District for the
construction of a non - motorized vessel dock /launch at the west end of Maurice Gibb Park. The
project will be ADA- compliant, to allow safe and easy access in and out of the water. The project will
also improve the existing shoreline of a public park, and also includes additional components
including a seawall and an overlook for public viewing. FIND has previously provided $75,000 for the
design of the facility; this funding request is for Phase 2, construction of the facility.
FIND requires that the City Commission approve a Resolution certifying that the Administration will
accept the terms and conditions in the FIND Rule, including maintaining the project for public use, A
copy of the FIND Resolution is attached to this agenda item as Exhibit 1.
The cost of this project is estimated at $452,726 and the City Administration has submitted an .
application for FIND funding in the amount of $226,363. Matching funds in the amount of $226,363
are available in 305 - 0815 - 069357 -00- 410 - 000- 00- 00 -00- 27990. This project supports the key
intended outcome to maximize the Miami Beach brand as a world class destination.
4. Approval to submit a grant application to the Florida Inland Navigation District (FIND), Waterway
Assistance Program, in the approximate amount of $365,000 for the Brittany Bay Park Living
Shoreline Project.
In addition to the Maurice Gibb project mentioned above, the Administration intends to submit an
application to Florida Inland Navigation District for the construction of a living shoreline at of the
Brittany Bay Park (also known as Indian Creek Park). FIND has previously provided funds for the
design and construction of a structural shoreline at this location.
The proposed project includes a living shoreline to be added between the existing seawall and the
concrete retaining /seatwall in Brittany Bay Park. The living shoreline will be hydraulically connected
to Indian Creek, and will have an ADA- accessible overlook that will allow park patrons to walk from
the park to the existing seawall's edge. These improvements will not only revitalize the waterfront, but
also enhance the surrounding riparian and intertidal environment by creating new habitat for aquatic
and terrestrial species and improving water quality via filtration of upland run -off. The result will be a
unified structure with sufficient integrity to prevent shore erosion and further damage to Biscayne
Bay's water quality and benthic life.
FIND requires that the City Commission approve a Resolution certifying that the Administration will
accept the terms and conditions in the FIND Rule, including maintaining the project for public use. A
copy of the FIND Resolution is attached to this agenda item as Exhibit 2.
The total project cost is approximately $730,000. Matching funds in the amount of $365,000 are
available in Project Number 20918, from Pay -As- You -Go funds. This project supports the key
intended outcome to maximize the Miami Beach brand as a world class destination,
5. Approval to submit a grant application to the J -PAL Abdul Latif Poverty Action Lab North America,
in the approximate amount of $100,000, for the City's "Housing First" Rapid Re- Housing Initiative.
J -PAL North America seeks to reduce poverty by ensuring that policy is informed by scientific
evidence. J -PAL North America's work spans a wide range of sectors including health care, housing,
criminal justice, education, and economic mobility. J -PAL's state and local innovation initiative
provides research services and flexible funding to help state and local governments answer difficult
policy questions. Research is conducted at J -PAL's research center at Massachusetts Institute of
Technology, and grantees' staff assists in data collection and research study design.

In 2017, the City of Miami Beach hosted 1,571 people who self- identified as homeless, a significant
drop from the 1,998 homeless individuals who visited the year before. The City operates the only municipal
walk -in center serving the homeless in Miami -Dade County. The walk -in center provides a variety of services in
addition to shelter placement. Despite these efforts and resources, the City continues to see a pattern of recidivism
among the chronic homeless. The City is seeking assistance in evaluating the effectiveness of its homeless outreach
efforts and determining the most effective, cost - practical approach to ending homelessness throughout the City.
The City Administration is requesting funding in the approximate amount of $100,000 to propose a
research question regarding the success of its "Housing First" Rapid Re- Housing Initiative. This
project supports the key intended outcome to improve cleanliness, City beaches. The grant does not
require matching funds.
6. Approval to submit a grant application to the U.S. Conference of Mayors CommunityWlNS Grant
Program, in the approximate amount of $150,000, for the North Beach Yard project.
The Wells Fargo /U.S. Conference of Mayors (USCM) CommunityWlNS Grant Program is a
collaborative effort between USCM, Wells Fargo Bank, and the Wells Fargo Foundation. The goal of
the program is to assist cities with the opportunity to invest, strengthen, and promote long -term
economic prosperity.
The City Administration, in partnership with North Beach Yard, LLC is requesting funding in the
approximate amount of $150,000 for the construction of the North Beach Yard, an innovative
business incubator which will be the catalyst for the revitalization of the North Beach neighborhood in
Miami Beach. This project will catapult the North Beach neighborhood in Miami Beach into a vibrant,
contemporary community that is startup- friendly and economically diverse.
This project supports the key intended outcome to maximize the Miami Beach brand as a world class
destination, and does not required matching funds.
7 . Approval to submit a grant application to The Miami Foundation, 2018 State Attorney's Denise
Moon Memorial Fund, in the approximate amount of $17,000 for the Crime Prevention Through
Environmental Design Program.
The Miami Foundation's Denise Moon Memorial Fund strives to enhance and ensure community
safety and social justice and promote opportunity, diversity and civility. Denise Moon grants allow
organizations to assist victims of crime, reduce crime in communities, and provide job training.
The City Administration is requesting funds in the approximate amount of $17,000 for the
implementation of a Crime Prevention Through Environmental Design (CPTED) program to
implement innovative methods in the field of law enforcement and community policing to decrease
crime, improve public safety, and enhance the quality of life and experiences for residents, local
visitors, and tourists. CPTED is an innovative strategy to stimulate community engagement and
reduce crime. In addition to curbing crime opportunities, CPTED is an effective tool for community
placemaking, activating private and public spaces at the grass roots level while promoting business
development and empowering community members. The Miami Beach Police Department proposes
a one -year CPTED pilot program in the North Beach neighborhood of Miami Beach.
This project supports the key intended outcome to insist on Police Department accountability and
skilled management/ leadership. This grant does not require matching funds.
8 . Approval to participate in a grant - funded project between the John S. and James L. Knight

Foundation's Knight Arts Challenge and ArtCenter South Florida, for the Art in Public Life Residency
Program.
Funded entirely through a grant opportunity from the John S. and James L. Knight Foundation's
Knight Arts Challenge, with matching funds provided by the ArtCenter /South Florida, the Art in Public
Life Residency Program provides a year -long artist residency within the City of Miami Beach. The
residency allows a contemporary artist the opportunity to offer fresh perspectives on policies and help
the City of Miami Beach address the challenges of sea level rise and improve its overall resiliency.
The selected artist who will be in residency at the City will be working directly with the City's
Environment & Sustainability Department as they develop climate adaptation and mitigation programs
and strategies. Miami Beach is looking at sea level rise, its economic and social consequences, and
other challenges faced by many cities in the 21st century.
Although the City is not party to the grant agreement between the John S. and James L. Knight
Foundation and the ArtCenter South Florida, the Administration is requesting approval for the City to
participate in this grant funded project. The City's participation will be limited to hosting the artist in
residency to work with the City's Environmental and Sustainability Department. Matching funds will
be provided by ArtCenter South Florida, there is no match requirement for the City.
This project supports the key intended outcome to ensure reliable stormwater management and
resiliency against flooding by implementing select short and long -term solutions including addressing
sea -level rise.
CONCLUSION
Based on the aforestated analysis, the Administration recommends that the Mayor and City
Commission adopt the Resolution to apply for, accept and appropriate the above mentioned funds.
