A RESOLUTION OF THE MAYOR AND THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, APPROPIATING FUNDING;
APPROVING AND AUTHORIZING THE CITY MANAGER, OR HIS
DESIGNEES, TO APPLY FOR AND ACCEPT FUNDING, AND
EXECUTE ANY AND ALL NECESSARY DOCUMENTS OR
AGREEMENTS, IN CONNECTION WITH FINANCIAL, DISASTER
RELIEF AND RECOVERY ASSISTANCE FUNDS RELATED TO
HURRICANE IRMA INCLUDING, BUT NOT LIMITED TO, FUNDS
FROM THE U.S. DEPARTMENT OF HOMELAND SECURITY, THE
FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) PUBLIC
ASSISTANCE PROGRAM, THROUGH THE STATE OF FLORIDA,
DIVISION OF EMERGENCY MANAGEMENT; AND INCLUDING,
EXECUTING REQUESTS FOR ASSISTANCE, DAMAGE CLAIMS,
REQUESTS FOR PAYMENTS AND OTHER SUPPLEMENTAL
DOCUMENTATION NECESSARY TO SUPPORT DISASTER FUNDING
PROGRAMS REIMBURSEMENTS.
WHEREAS, beginning September 4, 2017, the Governor of Florida declared a State of
Emergency in response to an extreme weather threat to public safety; and
WHEREAS, during this event, the City of Miami Beach continued to expend public .
resources in accordance with disaster preparedness and hazard mitigating plans, which include
the temporary suspension of non- critical government operations and evacuation of the City; and
WHEREAS, Hurricane Irma produced high winds and storm surge inflicting widespread
public infrastructure damage and deposited large volumes of debris within the City of Miami
Beach; and
WHEREAS, the President of the United States issued a major disaster declaration
providing supplemental disaster assistance to areas impacted by Hurricane Irma, and the City
continues to expend public resources for the repair of damaged facilities and to expedite its
financial recoveries; and
WHEREAS, Federal Disaster Declaration FEMA- 4337 -DR, authorized funds for local
governments within Miami -Dade County in order to reimburse eligible and allowable expenses
directly associated with the City's preparations for, response to, and recovery from Hurricane
Irma; and
WHEREAS, for FEMA reimbursement purposes, the State of Florida, Division of
Emergency Management serves as the pass- through entity for Federal Awards from the U.S.
Department of Homeland Security, FEMA; and
WHEREAS, the City of Miami Beach would be the Sub - Recipient of a sub - award; and
WHEREAS, as such, the City of Miami Beach must enter into agreements and execute
required documents to obtain financial assistance from the State of Florida and the United
States Government to address the City's on -going recovery efforts.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby appropriate funding; and approve and authorize the City Manager, or his
designees, to apply for and accept funding, and execute any and all necessary documents or
agreements, in connection with financial, disaster relief and recovery assistance funds related to
Hurricane Irma including, but not limited to, funds from the U.S. Department of Homeland
Security, the Federal Emergency Management Agency (FEMA) Public Assistance Program,
through the State of Florida, Division of Emergency Management; and including, executing
requests for assistance, damage claims, requests for payments and other supplemental
documentation necessary to support disaster funding programs reimbursements.

RECOMMENDATION
Adopt the Resolution.
ANALYSIS
On September 4, 2017, Governor Rick Scott issued Executive Order 17 -235 declaring a state of
emergency in all 67 counties within the State of Florida in response to Hurricane Irma. The City of
Miami Beach expended public resources, in accordance with disaster preparedness and hazard
mitigation plans, which included the temporary suspension of non- critical government operations and
evacuation of the City. Hurricane Irma produced high winds and storm surge inflicting widespread
public infrastructure damage and deposited large volumes of debris within the City of Miami Beach.
On September 10, 2017, the President of the United States issued a Major Disaster Declaration
providing supplemental disaster assistance to areas impacted by Hurricane Irma, including Miami-
Dade County. Disaster assistance includes public resources expended by the City to repair
damaged facilities and expedite financial recovery.
Federal Disaster Declaration FEMA- 4337 -DR authorized funds for designated local governments to
reimburse eligible and allowable expenses directly associated with the City's preparations for,
response to, and recovery from Hurricane Irma. The State of Florida, Division of Emergency

As such, the City Administration requests approval to request funds and execute any and all
necessary documents or agreements, in connection with financial assistance, disaster relief and
recovery assistance funds related to Hurricane Irma including, but not limited to, funds from the U.S.
Department of Homeland Security, Federal Emergency Management Agency (FEMA) Public
Assistance Program, through the State of Florida, Division of Emergency Management, and
including requests for assistance, damage claims, requests for payments and other supplemental
documents necessary to support disaster funding program reimbursements.
CONCLUSION
Based on the above analysis, the Administration recommends that the Mayor and City Commission
adopt the Resolution to appropriate funds and execute any and all necessary documents or
agreements, in connection with financial assistance, disaster relief and recovery assistance funds
related to Hurricane Irma including, but not limited to, funds from the U.S. Department of Homeland
Security, Federal Emergency Management Agency (FEMA) Public Assistance program, through the
State of Florida, Division of Emergency Management, and including requests for assistance,
damage claims, requests for payments and other supplemental documents necessary to support
disaster funding program reimbursements.
