A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE
ADMINISTRATION TO PROCEED WITH THE REVISED DESIGN FOR THE
EXISTING SURFACE PARKING LOT KNOWN AS THE PREFERRED
PARKING LOT OR "P- LOT," LOCATED WEST OF CONVENTION CENTER
DRIVE, BETWEEN 18TH STREET AND 19TH STREET, AS APPROVED BY
THE DESIGN REVIEW BOARD (DRB) ON FEBRUARY 6, 2018; AND
FURTHER, REFERRING THE DESIGN TO THE SUSTAINABILITY AND
RESILIENCY COMMITTEE, TO REVIEW THE DESIGN FOR RESILIENCY,
FLOOD MANAGEMENT AND SUSTAINABILITY PURPOSES.
WHEREAS, as part of the Miami Beach Convention Center Renovation and Expansion
Project ( "MBCC Project "), a new urban park is being created to replace the surface parking lot
located west of Convention Center Drive, between 18th Street and 19th Street, and known as the
Preferred Parking Lot (P -Lot) (the "Park "); and
WHEREAS, on February 11, 2015, the Mayor and City Commission adopted Resolution
No. 2015 - 28925, approving an agreement with Fentress Architects, Inc. ( "Fentress ") to serve as
the Architect of Record for the MBCC Project, including the design of the Park, in conjunction
with West 8, the landscape architect for the Park; and
WHEREAS, on July 26, 2017, the Mayor and City Commission adopted Resolution No.
2017- 29964, approving a revised concept design for the Park, with such design to include an
open area large enough to accommodate staging for events, such as the annual Design Miami
show; and
WHEREAS, the Administration engaged in significant community outreach to obtain
input from residents and the Design Miami team with respect to the design for the Park, and
based thereon, a refined schematic design was presented to and approved by the Design
Review Board (DRB) at the February 6, 2018 meeting; and
WHEREAS, the revised design presentation is attached as Exhibit "A" to the
Commission Memorandum accompanying this Resolution; and
WHEREAS, as the schematic design is now complete, the Park project is at the stage of
design development whereby the Administration is prepared to authorize Fentress to develop
the 100% construction documents for the Park ( "Construction Documents "), which would then
be utilized for purposes of the bidding and /or construction of the Park project; and
WHEREAS, prior to incurring the expenditures associated with developing 100%
Construction Documents, the Administration desires to confirm the Mayor and City
Commission's approval to proceed with the revised design for the Park, as approved by the
Design Review Board on February 8, 2018.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve and authorize the Administration to proceed with the revised
design for the existing surface parking lot known as the Preferred Parking Lot or "P -lot," located
West of Convention Center Drive, between 18th Street and 19th Street, as approved by the
Design Review Board (DRB) on February 6, 2018; and further, refer the design to the
Sustainability and Resiliency Committee, to review the design for resiliency, flood
management and sustainability purposes.
