A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER,
PURSUANT TO REQUEST FOR QUALIFICATIONS NO. 2018 - 027 -WG, FOR
GEOTECHNICAL ENGINEERING AND LABORATORY TESTING OF SOIL AND
GROUNDWATER FOR THE CITY OF MIAMI BEACH CONVENTION CENTER;
AUTHORIZING THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH E
SCIENCES, INC., AS THE TOP RANKED PROPOSER; FURTHER, IF THE
ADMINISTRATION IS NOT SUCCESSFUL IN NEGOTIATING AN AGREEMENT WITH E
SCIENCES, INC., AUTHORIZING THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS
WITH-LANGAN °ENGINEERING ANDTENVIRONMENTAL "SERVICES; INC:; AS- THE"SECOND
RANKED PROPOSER; FURTHER, IF THE ADMINISTRATION IS NOT SUCESSFUL IN
NEGOTIATING AN AGREEMENT WITH LANGAN ENGINEERING AND ENVIRONMENTAL
SERVICES, INC.; AUTHORIZING THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS
WITH GLE ASSOCIATES, INC., AS THE THIRD RANKED PROPOSER; AND FURTHER
AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT UPON
CONCLUSION OF SUCCESSFUL NEGOTIATIONS BY THE ADMINISTRATION.
WHEREAS, on December 13, 2017, the Mayor and City Commission authorized the
issuance of Request for Qualifications (RFQ) 2018- 027 -WG for Geotechnical Engineering and
Laboratory Testing of Soil and Groundwater for the City of Miami Beach Convention Center; and
WHEREAS, on December 14, 2018, the RFQ 2018- 027 -WG for Geotechnical
Engineering and Laboratory Testing of Soil and Groundwater for the City of Miami Beach
Convention Center (the RFQ ") was issued; and
WHEREAS, on February 16, 2018, the City received statements of qualifications from
five (5) firms: Absolute Civil Engineering Solutions, LLC, E Sciences, Inc., GLE Associates, Inc.
Langan Engineering and Environmental Services, Inc. and Professional Service Industries,
Inc.; and
WHEREAS, the Evaluation Committee appointed by the City Manager pursuant to LTC#
052 -2018 convened on March 20, 2018, to consider the responsive proposals received; and
WHEREAS, the Committee was provided an overview of the project, information relative
to the City's Cone of Silence Ordinance and the Government Sunshine Law, general information
on the scope of services and a copy of each proposal; and
WHEREAS, the Committee was instructed to score and rank each proposal pursuant to
the evaluation criteria established in the RFQ; and
WHEREAS, the evaluation process resulted in the ranking of proposers as follows: E
Sciences, Inc., as the top ranked proposer; Langan Engineering and Environmental Services,
Inc., as the second ranked proposer; GLE Associates, Inc., as the third ranked proposer;
Professional Service Industries, Inc., as the forth ranked proposer; and Absolute Civil
Engineering Solutions, LLC; and
WHEREAS, after reviewing all of the submissions and the Evaluation Committee's
rankings, the City Manager exercised his due diligence and is recommending that the
Administration be authorized to enter into negotiations with E Sciences, Inc., as the top ranked
proposer; and if unsuccessful in negotiating an agreement with E Sciences, Inc.; authorizing the
Administration to enter into negotiations with Langan Engineering and Environmental Services
Inc., as the second ranked proposer; and if unsuccessful in negotiating an agreement with
Langan Engineering and Environmental Services Inc.; authorizing the Administration to enter
into negotiations with GLE Associates, Inc., as the third ranked proposer; and further authorizing
the Mayor and City Clerk to execute an agreement upon conclusion of successful negotiations.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
'COMMISSION —OF—THE—CITY—OF—MIAMI "BEACH,- FLORIDATtha lh-e Mayor and—City
Commission hereby accept the recommendation of the City Manager, pursuant to Request for
Qualifications No. 2018 - 027 -WG, for Geotechnical Engineering and Laboratory Testing of Soil
and Groundwater for the Miami Beach Convention Center; authorize the Administration to enter
into negotiations with E Sciences, Inc., as the top ranked proposer; further, if the Administration
is not successful in negotiating an agreement with E Sciences, Inc.; authorize the Administration
to enter into negotiations with Langan Engineering and Environmental Services Inc., as the
second ranked proposer; further, if the Administration is not successful in negotiating an
agreement with Langan Engineering and Environmental Services Inc.; authorize the
Administration to enter into negotiations with GLE Associates, Inc., as the third ranked proposer;
and further authorize the Mayor and City Clerk to execute an agreement upon conclusion of
successful negotiations by the Administration.

RECOMMENDATION
Adopt the Resolution.
ANALYSIS
In December 2014, the City conducted a Phase I and Phase II Environmental Site Assessment as
part of the Miami Beach Convention Center Renovation Project. The results documented in Phase II
report indicated that a large portion of the project site formerly operated as a golf course and that
arsenic levels in the soil exceeded residential cleanup target levels. Groundwater sampling results
indicated that two out of three wells are contaminated with Nitrates, while one well is contaminated
with Arsenic and Antimony. While arsenic in the soil was the only contaminant of concern reported
above the regulatory limit, the Environmental Site Assessment also included sampling for Lead,
organochlorine pesticides, and organophosphate pesticides. Miami Dade Regulatory and Economic
Resources (RER) also requires testing for ammonia, nitrites, nitrates, the 8 Resource Conservation
and Recovery Act (RCRA) metals, Volatile Organic Analysis (VOA), Polycyclic Aromatic
Hydrocarbons (PAH), Volatile Organic Hydrocarbons (VOH) and Polychlorinated Biphenyls (PCB) to
be sampled to obtain site closure.
The Environment and Sustainability Department is interested in seeking proposals from Consultants

to initiate a Site Assessment Report that builds on the existing environmental site assessments
previously conducted for the Miami Beach Convention Center Renovation Project, and that assesses
and delineates contamination in the soil and groundwater beyond the limits of development. This Site
Assessment Report must be initiated prior to completing site development activities. The successful
bidder shall also prepare a remediation and /or monitoring plan for the property, oversee the
implementation of the remediation and /or monitoring plans, and other related task as needed to obtain
a determination of "No Further Action."
RFQ PROCESS
On December 13, 2017, the Mayor and City Commission authorized the issuance of Request for
Qualifications (RFQ) 2018 - 027 -WG for Geotechnical Engineering and Laboratory Testing of Soil
and Groundwater for the City of Miami Beach Convention Center. RFQ responses were due and
received on February 16, 2018. The Procurement Department issued solicitation notices to 1355.
69 prospective proposers accessed the advertised solicitation. The City received proposals from the
following five (5) firms: Absolute Civil Engineering Solutions, LLC, E Sciences, Inc., GLE Associates,
Inc. Langan Engineering and Environmental Services, Inc. and Professional Service Industries, Inc.
The Evaluation Committee appointed by the City Manager pursuant to LTC# 052 -2018 convened on
March 20, 2018, to consider the responsive proposals received. The Committee comprised of
Margarita Wells, Assistant Director, Environmental and Sustainability Department, City of Miami
Beach, Jay Fink, Assistant Director, Public Works Department, City of Miami Beach and Jose Del
Risco, Assistant Director, Parks and Recreation Department, City of Miami Beach.
The Committee was provided an overview of the project, information relative to the City's Cone of
Silence Ordinance and the Government Sunshine Law. The Committee was also provided with
general information on the scope of services and a copy of each proposal. The Committee was
instructed to score and rank each proposal pursuant to the evaluation criteria established in the RFQ.
The evaluation process resulted in the ranking of proposers as indicated in Attachment A, in the
following order:

Following are summaries of the three top- ranked firms, as provided in each firm's proposal.
E Sciences, Inc.,
E Sciences' senior staff has worked in Miami Beach since the initial stages of the renaissance of
South Beach and they provided environmental engineering and science services directly for through
an existing continuing services agreement since 2011. One of its projects was the Phase I and II
ESAs for this same project.
Its project manager brings over 29 years of proven expertise and understanding of South Florida's
regional environmental challenges and opportunities, as well as extensive experience in managing
municipal and contamination projects, including intimate familiarity with this project.
Langan Engineering and Environmental Services, Inc.
Langan's South Florida operations were founded in 1974. Today, it has offices in Miami Lakes, Fort
Lauderdale, and Tampa. The Langan Florida team is comprised of more than 40 technical

professionals providing environmental, geotechnical, and site /civil engineering services across the
region. Langan's commitment to technical excellence, practical experience, and client responsiveness
is demonstrated by their firm's 44 -year history in South Florida, Its team of experts has worked on
thousands of projects throughout Florida including Miami Beach. In addition to the local expertise and
regional knowledge that is vital to project success, Langan provides clients with the depth and
breadth of experience of a nationwide network of more than 1,000 professionals.
GLE Associates, Inc.
GLE has been in business for 28 years. Having worked side -by -side with both public and private
clients, including over 110 different multi - facility governmental entities, over 55 public housing
authorities, and 60 educational clients throughout the nation, GLE has specifically structured their
firm to execute projects for public sector clients, and it is qualified to meet wide - ranging environmental
needs. Through high - quality, professional and timely client service, GLE consistently completes
projects on time, within budget and without surprises, and its success is proven through a high rate of
repeat contracts.
GLE has assembled a team that will address each major area of the scope noted with the RFQ.
Joining the team is Advanced Environmental Laboratories, Inc. (AEL) for laboratory testing services.
CONCLUSION
After reviewing all of the submissions and the results of the evaluation process, I find that E
Sciences, Inc. provided the best overall proposal with superior qualifications, technical approach, and
prior performance. Some of the highlights of the proposal and oral presentation submitted by E
Sciences, Inc., as articulated by the Evaluation Committee, include:
• E Sciences, Inc. offered a Team that has first -hand knowledge of the City.
• E Sciences, Inc. is well qualified and has positive experiences cooperating with regulatory
agencies.
• Additionally, E Sciences, Inc. presented by way of previous experience alternative methods that
may expedite completion of the project.
For the reasons stated herein, I recommend that the Mayor and City Commission approve the
Resolution authorizing the Administration to enter into negotiations with E Sciences, Inc., as the top
ranked proposer; and if unsuccessful in negotiating an agreement with E Sciences, Inc.; authorizing
the Administration to enter into negotiations with Langan Engineering and Environmental Services,
Inc., as the second ranked proposer; and if unsuccessful in negotiating an agreement with Langan
Engineering and Environmental Services, Inc.; authorizing the Administration to enter into
negotiations with GLE Associates, Inc., as the third ranked proposer; and further authorizing the
Mayor and City Clerk to execute an agreement upon conclusion of successful negotiations.
