2018-30192 ResolutionRESOLUTION NO. 2018 -30192 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE NEIGHBORHOOD /COMMUNITY AFFAIRS COMMITTEE AND REQUESTING THE CITY OF MIAMI TO SUPPORT THE CITY'S EFFORTS TO REINSTATE THE ORIGINAL "ROUTE A" TRANSIT SERVICES FROM MIAMI -DADE COUNTY TO OPERATE ALONG THE VENETIAN CAUSEWAY BETWEEN THE CITY OF MIAMI AND THE CITY OF MIAMI BEACH. WHEREAS, on March 1, 2017, the City Commission discussed a potential extension of the Miami Beach trolley service to provide a connection to the Wynwood /Midtown neighborhoods in the City of Miami; and WHEREAS, the item was referred to the Neighborhood /Community Affairs Committee (NCAC) and discussed at its September 27, 2017 meeting; and WHEREAS, pursuant to the NCAC's inquiry at its September 27, 2017 meeting, Transportation Department staff has worked with the City of Miami, Wynwood Business Improvement District (BID), and Miami -Dade County staff to identify partnership opportunities including sharing the cost of enhancing the existing County - operated Route A bus service, connecting the City of Miami Beach (City) and the City of Miami; and WHEREAS, the original Route A operated along the Venetian Causeway connecting Omni Station in Miami and the Washington Avenue /Lincoln Road area in Miami Beach; and WHEREAS, as a result of weight restrictions imposed by the County along the Venetian Causeway bridges in 2014, the route and service plan of Route A was modified and currently consists of limited service between Omni Station and Sunset Harbour using smaller vehicles (cutaways) with limited passenger capacity, operating at approximately 30 minute headways on a limited schedule of 8 hours per day (7:00 AM to 9:45 AM and 2:00 PM to 7:00 PM); and WHEREAS, while the average monthly ridership of the original Route A prior to the limited service was approximately 20,000 passengers per month (approximately 670 passengers per day) until March 2014, the average monthly ridership has significantly decreased to 3,269 passengers per month (approximately 109 passengers per day) during Fiscal Year 2014/15, and 2,812 passengers per month (approximately 94 passengers per day) during Fiscal Year 2015/16; and WHEREAS, at the NCAC meeting on September 27, 2017, Transportation Department staff presented two (2) options for enhancing service on the existing Route A; and WHEREAS, due to weight limitations on the Venetian Causeway bridges, cutaway vehicles similar to those currently used by the County are likely those that would be allowed; and WHEREAS, Miami -Dade County (County) staff has provided order of magnitude costs for the following two (2) enhanced service scenarios: 1. If the service frequency, hours of service, and route alignment of Route A was restored to the original service level that was in effect in 2014, prior to commencement of the current modified service, the estimated incremental cost would be $223,000 annually. 2. Alternatively, if the original Route A service was restored and, in addition, was extended from Omni Station to the Wynwood /Midtown neighborhoods, the estimated incremental cost would be $400,000 annually; and WHEREAS, both options would require entering into an Interocal Agreement with the County (subject to approval by both the City Commission and the Board of County Commissioners (BCC)); and WHEREAS, the City of Miami staff has stated that it would not be able to contribute any funding towards the operation of a inter -city trolley connection service at this time; and WHEREAS, City Transportation Department staff also reached out to the Wynwood BID, including presenting the enhancement to the BID Board, and is awaiting its response regarding a potential funding contribution towards the cost of a Route A service enhancement and an extension to the Wynwood /Midtown neighborhoods; and WHEREAS, on December 20, 2017, the NCAC held a discussion regarding the progress made by the Administration to implement trolley service from Miami Beach to the Wynwood and Midtown Miami neighborhoods; and WHEREAS, at its December 20, 2017 meeting, the NCAC passed a motion recommending that a resolution be submitted to the City of Miami requesting its support of Miami Beach's advocacy efforts to reinstate the original Route A transit services from Miami -Dade County to operate along the Venetian Causeway between the City of Miami and the City of Miami Beach. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, that the Mayor and City Commission hereby accept the recommendation of the Neighborhood /Community Affairs Committee and hereby request the City of Miami to support the City's efforts to secure the original Route A transit services from Miami -Dade County to operate along the Venetian Causeway between the City of Miami and the City of Miami Beach. HISTORY: On March 1, 2017, the City Commission discussed a potential extension of the Miami Beach trolley service to provide a connection to the Wynwood /Midtown neighborhoods in the City of Miami. At the meeting, the City Commission requested that an update be provided at its April 26, 2017 meeting. The item was finally referred to the Neighborhood /Community Affairs Committee (NCAC) and discussed at its September 27, 2017 meeting. Pursuant to the NCAC request from September 27, 2017, Transportation Department staff has worked with the City of Miami, Wynwood Business Improvement District (BID), and Miami -Dade County staff to identify partnership opportunities including sharing the cost of enhancing the existing County- operated Route A bus service, connecting City of Miami Beach and City of Miami across the Venetian Causeway. The original Route A operated along the Venetian Causeway connecting Omni Station in Miami and Washington Avenue /Lincoln Road area in Miami Beach (Attachment A depicts the original (pre -2014) Page 1026 of 1270 route alignment of Route A). As a result of weight restrictions imposed by the County on the Venetian Causeway bridges in 2014, the route and service plan was modified and currently consists of limited service between Omni Station and Sunset Harbour using smaller vehicles (cutaways) with limited passenger capacity, operating at approximately 30 minute headways on a limited schedule of 8 hours per day (7:OOAM to 9:45AM and 2:OOPM to 7:OOPM). The service currently connects to the South Beach Trolley service at the Publix in Sunset Harbour. While the average monthly ridership of the original Route A (prior to the current limited service) was approximately 20,000 passengers per month (approximately 670 passengers per day) until March 2014, the average monthly ridership has significantly decreased to 3,269 passengers per month (approximately 109 passengers per day) during Fiscal Year 2014/15, and 2,812 passengers per month (approximately 94 passengers per day) during Fiscal Year 2015/16. For comparison purposes, ridership of the existing Miami Beach Trolley system for December 2017 was as follows: • Middle Beach Loop: 84,097 or approximately over 2,700 riders per day • Collins Express: 118,509 or approximately over 3,800 riders per day • North Beach Loop: 69,375 or approximately over 2,200 riders per day • South Beach Trolley: 126,078 or approximately over 4,000 passengers per day. The City of Miami currently operates a Wynwood Trolley route from Omni Station to Wynwood (Attachment B). The service operates every 20 - 30 minutes from 6:30AM to 11:OOPM, Monday through Saturday, with no service on Sundays. Ridership along this route is approximately 320 passengers per day (average daily ridership from January through December 2017). The City of Miami also operates the Biscayne Trolley route which provides service along Biscayne Boulevard between the Brickell Avenue Financial District and Design District (Attachment C). The service operates approximately every 20 minutes from 6:30AM to 11:OOPM, Monday through Saturday, and from 8:OOAM to 8:OOPM on Sundays. At the NCAC meeting on September 27, 2017, Transportation Department staff presented two (2) options for enhancing service on the existing Route A. Due to weight limitations on the Venetian Causeway bridges, cutaway vehicles similar to those currently used by the County on the limited Route A service are likely what would be allowed (Attachment D). The County staff provided order of magnitude costs for the following two (2) enhanced service scenarios: 1. If the service frequency, hours of service, and route alignment of Route A was restored to the original service level that was in effect in 2014 prior to commencement of the current modified service, the estimated incremental cost would be $223,000 annually. 2. In addition to the above, if Route A alignment was extended from Omni Station to the Wynwood /Midtown neighborhoods, the estimated incremental cost would be $400,000 annually. Both options above would require entering into an Interocal Agreement with the County, subject to approval by both the City Commission and the Board of County Commissioners (BCC). Pursuant to the NCAC request at its September 27, 2017 meeting, Transportation Department staff worked with the City of Miami, Wynwood BID, and Miami -Dade County staff to identify partnership opportunities including sharing the cost of enhancing the existing County- operated Route Aservice connecting City of Miami Beach and City of Miami. The City of Miami staff has stated that it would not be able to contribute any funding towards the operation of a inter -city trolley connection service at this time. The City of Miami staff also had concerns that additional ridership demand on its existing Wynwood Trolley route could potentially increase its annual operations cost for this route. Transportation Department staff also reached out to the Wynwood BID, including presenting the potential enhanced Route A service to the BID Board, and is awaiting its response regarding Page 1027 of 1270 a potential funding contribution towards the cost of Route A service enhancement and extension to Wynwood /Midtown neighborhoods. Based on conversations with County staff, the County would not be able to contribute any funding towards enhancing Route A, though it would not be opposed to having the cost of the enhanced service funded by others. ANALYSIS DECEMBER 20, 2017 NCAC MEETING On December 20, 2017, the NCAC discussed the progress made by the Administration to implement trolley service from Miami Beach to the Wynwood and Midtown Miami neighborhoods. The Committee made the following motions: 1. Adopt a Resolution urging the City of Miami to support our advocacy efforts to secure enhanced Route A services from Miami -Dade County; and 2. Adopt a Resolution urging Miami -Dade County to reinstate the route and service plan of Route A that was in effect prior to when the Venetian Causeway bridge restrictions went into effect; and, further, urging the County to explore the potential use of City Center Redevelopment Agency (RDA) funds to fund the cost of the enhanced Route A service. KEY INTENDED OUTCOMES SUPPORTED Ensure Comprehensive Mobility Addressing All Modes Throughout The City FINANCIAL INFORMATION No funding was appropriated for this enhancement in the City's FY 2017/18 budget. Given the current funding constraints in the City's Transportation Fund, funding this potential service with City funds would result in increased transfers from the General Fund to the Transportation Fund which would need to be offset by service cuts in other areas of the General Fund.
