Resolution 78-15707 Amended by Resolution No. 84-17852 adopted 9/19/84; extending terms of existing members to 11/30/85, changing year of board to run from 12/1 to 11/30. RESOLUTION NO. 78-15707 A RESOLUTION CREATING A LATIN AMERICAN ADVISORY BOARD, AND PRESCRIBING ITS MEMBERSHIP, DUTIES AND RESPONSIBILITIES. BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that: SECTION 1. Latin American Advisory Board. The Latin American Advisory Board is hereby created and established. The Board shall consist of fourteen (14) members, with each Commissioner making two (2) appointments thereto. (Resolution No. 83-17399) Section 2. Qualifications of members. Members of the Board shall be permanent residents of, or have their principal place of business in the City of Miami Beach who have knowledge of and interest in the Latin American Community of the City of Miami Beach. Members while serving, shall not become candidates for election to any public office. (Resolution No. 82-16971) Section 3. Terms of office. All appointments shall be made for a term of one year. Appointments to fill any vacancy on the Board shall be for the remainder of the unexpired term of office. A member may be removed without cause only by three-fourths (3/4) vote of the entire membership of the City Commission. When any member of the Board fails to attend three (3) consecutive meetings without due cause, the chairman shall certify the same to the City Commission. Such member shall then be deem to have been removed and a vacancy created. The terms of the members of the Latin American Board as of 9/19/84 shall be extended until November 30, 1985. Commencing December 1, 1985, all terms shall be for one year , and the year for the board shall be December 1st through November 30th. (Resolution No. 84-17852) Section 4. Organization of the Board. The members of the Board shall elect a chairman and such other officers as may be deemed necessary or desirable, who shall serve at the will of the Board. A majority vote of the quorum of the Board shall be necessary to take any action. Eight (8) members of the Board shall constitute a quorum necessary to hold a meeting and take any action. Members shall serve without compensation. The chairman may call meetings of the Board, and meetings may be called by written notice signed by eight (8) members and the Board at any meeting may fix and call a meeting on a future date. All meetings shall be public. (Resolution No. 83-17399) Section 5. Duties and powers of the Board. The Board shall have the following duties, functions, powers and responsibilities. (a) To serve in an advisory capacity to the City Commission, the City Administration, the community, and all agencies and persons in the City of Miami Beach, Florida, in respect to matters pertaining to the Latin American Community of the City of Miami Beach. (b) To formulate and recommend plans and programs for coordination of the activities of governmental entities and nongovernmental agencies pertaining to the Latin American Community. (c) It is the express purpose of this board to serve as a medium for responsible persons to utilize and consult with in attempting to understand and solve the many complex problems involved with the Latin American Community of the City of Miami Beach and to make findings and recommendations to the City Commission and the City Administration regarding such matters. (d) To perform such other duties as may from time to time be assigned to it by resolution of the City Commission. I. SECTION 6. Limitation of powers. The powers and jurisdiction of the Board shall be purely advisory, voluntary, and persuasive. PASSED and ADOPTED this 6th day of September, 1978.
