SUBJECT: Garage Index Results for FY 2017/11 Quarter 2
The purpose of this Letter to Commission is to communicate the results of the newly
developed Garage Index from FY 2017/18 Quarter 2 (January 1, 2018 to March 31, 2018).
Background
The Miami Beach Garage Index is an objective measurement of performance ranging from
1.0 (Very Well Maintained) to 6.0 (Not Maintained) and includes assessments for cleanliness
and interior/exterior appearance of the parking area, stairwells, and elevators.
The results of the assessments are used to monitor the impacts of recently implemented
initiatives to target areas for future improvements, and assure the quality of services.
Quarterly sample sizes are set to ensure no greater than ± 5.0 percentage point sampling
error given the 95% confidence level.
Summary of the Garage Index Results FY 2017/18 Quarter 2
Overall, the City Garage index in FY 2017/18 Quarter 2 was a 2.17, with 66.0% of
assessments scoring a 2.0 or better. Majority of appearance scores have improved when
compared to the same quarter in the prior FY quarter, with overall and percent meeting
target improving 7% and 21% respectively.
Areas of Focus
• Appearance Interior — Overall garage interior appearance improved at 2.41 with
57.3% of assessments meeting the target, a 7% and 21% improvement respectively
when compared to the same quarter in the prior Fiscal Year. Parking areas and
stairwells improved in many garages, with the percent meeting target in these areas
improving by 35% and 37% respectively when compared to the same quarter in the
prior Fiscal Year. Majority of garage appearance remain stable or improved when
compared to the same quarter in the prior FY. Parking implemented a signage
improvement program to replace garage signage as needed.
Parking area assessments continue to yield the lowest score at 2.51 and 47% of
assessments meeting target due to pavement stains in the parking area; only 8.3%
of parking area assessments were stain free. This continues to be a very
challenging factor to address as traditional pressure cleaning techniques do not
address the oil stains from cars, and the City is reevaluating whether the current
standard is realistic. The City will be reviewing other non -City garages in the region
to reevaluate this standard. The City's Parking Department and Property
Management Division are pursuing alternative coatings for garage decks. The goal
is to have a more resilient surface coating that returns to its original luster with low
maintenance.
• Exterior Appearance - Exterior appearance of the parking garages improved to
2.05 or 2% when compared to the same quarter in the prior Fiscal Year with 70.4%
of assessments meeting the target, a 2% improvement from the same quarter in the
prior FY. Trash on the exterior of the garages continues to be an issue, with trash
around the exterior at all garages. Parking will discuss ROW locates with Public
Works to gauge time frame for removal. Assessment results have been reviewed
with Greenspace and the janitorial contractor to identify areas for improvement. A
Request for Proposal for janitorial services has been issued and a recommendation
is expected by May 2018.
Positive and Stable Areas
• Cleanliness - Overall garage cleanliness deteriorated to 1.63, an 3% decline from
the prior quarter, but improved by 7% when compared to same quarter in the prior
Fiscal Year, with 73.2% of assessments meeting the target. Cleanliness improved in
the parking area by 10% when compared to the prior Fiscal Year. Garages where
cleanliness deteriorated are 7th 12th and 13th. As of June 1, an additional staff
member was added seven (7) days per week from 11 pm - 6am at the 7th, 12th and
13th street garages to address cleanliness issues throughout the garages. Parking
will work with the custodial company to review Q2 data to address deteriorated
scores and resource allocation to late night cleanliness. The contractor was advised
of unacceptable results occurring during the weekday hours during Q1 and provided
additional employee training to clarify expectations.
