A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, SUPPORTING THE EFFORTS
OF THE MIAMI -DADE TRANSPORTATION PLANNING
ORGANIZATION (TPO) TO DEVELOP A BUS EXPRESS RAPID
TRANSIT (BERT) NETWORK THROUGHOUT MIAMI -DADS
COUNTY (COUNTY) IN A STRATEGIC MIAMI AREA TRANSIT
(SMART) PLAN, AND DIRECTING THE CITY ADMINISTRATION TO
IDENTIFY POTENTIAL TURNAROUND /TERMINAL LOCATIONS IN
MIAMI BEACH IN COLLABORATION WITH THE COUNTY.
WHEREAS, on February 16, 2016, the Governing Board of the Miami -Dade
Transportation Organization (TPO) unanimously adopted Resolution No. 06 -16 which
set the advancement of rapid transit corridors and transit supportive projects as the
highest priority for Miami -Dade County (County); and
WHEREAS, on April 21, 2016, the TPO's Governing Board unanimously adopted
Resolution No. 26 -16 endorsing the Strategic Miami Area Rapid Transit (SMART) Plan;
and
WHEREAS, the goal of the SMART Plan is to improve mobility choices within the
County by implementing six (6) priority rapid transit corridors, as well as eight (8)
complimentary BERT routes which, upon full implementation, are anticipated to improve
transportation mobility; to provide a world -class transit system that will support
economic growth, global competitiveness, and future population growth; to improve
access to tourist destinations and recreational areas; and, to improve air quality and
reduced energy consumption due to fewer vehicles on roadways, among other benefits;
and
WHEREAS, currently, the SMART Plan identifies two BERT Corridors with
possible terminals in the Miami Beach convention center area and /or the Mt.
Sinai /Arthur Godfrey (41st Street) area; and
WHEREAS, the turnaround /terminal locations' ultimate sizes will be determined
as part of future studies, but will require, at a minimum, idling space for buses, facility
access for driver amenities, and turnaround capacity for transit vehicles; and
WHEREAS, the Planning & Project Development Phase for the BERT Corridors
requires identification and approval of terminal locations for implementation.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby support the efforts of the Miami -Dade Transportation Planning
Organization to develop a BERT transit network throughout Miami -Dade County in a
Strategic Miami Area Rapid Transit Plan, and direct the City Administration to identify
potential turnaround /terminal locations in Miami Beach in collaboration with the County.
