The purpose of this Letter to the Commission is to provide the Mayor and Commission
with an update regarding the New Year's holiday from, Tuesday, December 31, 2002
through Wednesday, January 1, 2003.
The City of Miami Beach is sponsoring a free Fireworks show on the beach east of
Lummus Park at midnight on New Year's Eve. There will be no street closure of Ocean
Drive. Although the Ocean Drive Association (ODA) submitted a special events
application on December 13, 2002, the City has been working diligently with ODA to
provide the resources necessary to effectuate such a closure. However ODA is
reluctant to procure public liability insurance and provide an indemnity as required
pursuant to our guidelines, and therefore they have elected to withdraw their
application.
While several special events permits have been issued primarily at private venues, no
significant crowd attracting event is planned. Additionally, many Miami Beach
nightclubs and hotels, which will be hosting special New Years events, will be extending
their hours of operation from 5:00 a.m. to 7:00 a.m.
The City has been working diligently with the area hotels and nightclubs to ensure that
resources and security are appropriately allocated for this weekend.
Transportation and Parkina
Ocean Drive (5th - 15th streets) will be open to vehicular traffic throughout the weekend
and on New Year's Eve.
Park & ride service will be available beginning at 4:00 p.m. on December 31 through
8:00 a.m. January 1. Bus shuttles will operate along Washington and Collins Avenue.
The following is the Parking/Park-n-Ride plan (4,200 spaces flat parking rate) for
December 31 :
Miami Beach - 7th Street Garage ($10), 12th Street Garage ($8) and 16th Street Garage
($10). The following locations' rates include parking and free shuttle: 17th Street Garage
($5); 17th Street lot ($5) and the Preferred lot ($3). Electrowave shuttles will provide
services from 4:00 p.m. to 8:00 a.m. For more information on the Electrowave, call 305-

Contingency plans will be developed to address any need to alter transportation plans
as a result of increases in population and crowd estimates.
Business/Residents Notices
The attached notice has been disseminated to area residents and the entertainment
district businesses advising them of the City's traffic plans and information Hotline.
Police/Fire/Parldna/Sanitation/Code Staffing
Enhanced staffing levels will be provided during the New Year's weekend. Police and
Fire staff will be available on the beach during the fireworks show on New Year's Eve to
be able to respond to on-site incidents.

Miami Beach Celebrates New Years 2003
Miami Beach, FL - The City of Miami Beach will ring in the New Year with a bang with a free fireworks
show that will light up the skies over the beach, east of Lummus Park at 10th Street, at the stroke of 12
midnight.
While there will be no street closure of Ocean Drive, many hotels, restaurants and clubs will be hosting special
