Miami Beach had a new,
mayor, vice-mayor_ and• police
chief Friday. • •
! City council, meeting in a two-
and-a-half-hour session that was
marked by two'recesses apparent-
ly in order to settl merits,

But City Manager Claude Ren-
shaw's appointment of Short burst ,
like a bombshell in the eighth-
floor council chamber. -
The council affirmed Short's ap-
pointment `by a 4-2 vote, with
Liberman and former Mayor Her-
bert A. Frink dissenting.

Rosen was finally appointed, but
It was indicated that he will re-
sign after one year and that Ber-
1 nard A. Frank will be appointed
for the final year.
Frank: himself was authority
for that comment. Rosen could
not be reached for comment.
• The only dissenting vote on the
Rosen appointment was Klein who
said:
"I declare-for Hylan Kout."
Kout is a Miami Beach attorney.
Klein offered no reason for his
failure to support Rosen, and the
Rosen appointment carried on a
• 5-to-1 vote.
