Morales, City Man DATE: May 8, 2018 SUBJECT: Dover Kohl West Lots Update LETTER TO COMMISSION I issi� fel The purpose of this Letter to Commission is to provide you with an update on the West Lots concept plan and community outreach led by Dover Kohl. At the December 13, 2017 City Commission Meeting, Resolution 2017-30126 was adopted directing City Administration to retain Dover Kohl, the principle design firm from the North Beach Master Plan, to create a concept plan for the West Lots in North Beach. The West Lots consist of eight half blocks fronting Collins Avenue across from North Beach Oceanside Park, from 79th to 87th Street. The City Commission directed that the conceptual plan be delivered by June 1, 2018. Beginning the week of April 30, Dover Kohl hosted a series of community charrettes and meetings to inform this conceptual design plan. At the public ideas session on April 30, Dover Kohl led participants in an interactive exercise that allowed residents to provide input on how they would like to see the West Lots developed. Attached to this document are photos that show some of the public feedback and the idea boards. Following the kickoff, Dover Kohl held open studio hours at the Miami Beach Rowing Center on Tuesday, May 1 and Wednesday, May 2, allowing for community members to provide input on the West Lots and feedback to potential usage ideas. A public share out session was hosted on Thursday, May 3 where Dover Kohl provided a summary of ideas and concepts that were generated from the week of public meetings. A copy of the slide deck presented at this final session is attached to this document. Following these engagements, staff will be coordinating individual meetings between Dover Kohl and the City Commissioners to provide additional feedback. Dover Kohl will also review the ULI and Harvard studies so that they can update their recommendations with findings from these plans. The preliminary findings and a concept plan will be presented to the Commission for consideration. Additionally, Dover Kohl has proposed a set of recommendations for the future use and placement of the Log Cabin which was originally situated on one of the West Lots. This item will be presented and discussed at the May 16, 2018 City Commission meeting.
