SUBJECT: CITYWIDE ACCOUNT GRANT TO THE:UNIVERSITY OF MIAMI FOR A PrEP CLINIC
This Letter to Commission is to update the Mayor and Commission on the grant award from
the City to the University of Miami for a PrEP Clinic to be located in Miami Beach. Funds, in
the amount of $250,000 were awarded for this project through the current year FY 2017/18
General Fund Budget, Citywide Accounts.
The scope of the project is to provide easy and free access to Pre -exposure prophylaxis
("PrEP"), a daily medication that reduces the risk of HIV infection by 99 percent that has been
cited in the dramatic reduction of HIV infections in London, New York and San Francisco.
The project was originally presented and approved by the City Commission to be located in
the Hotel Gaythering, located at 1409 Lincoln Road. However, the City's Planning
Department has confirmed that medical facilities are not an allowable accessory use to a
hotel in the City's RM -2 district, which is where Hotel Gaythering is located. In order to have
a medical facility as an accessory use to a hotel in the RM -2 district, a City Code amendment
would be required. Therefore, absent a Code amendment, the proposed PrEP Clinic may not
operate at the Hotel Gaythering.
The process to amend the City Code takes several months and requires public hearings
before the City Commission and Planning Board. To minimize any delays and assist the
University of Miami in fulfilling its mission, City staff has taken the initiative to locate a viable
alternative on City property. The project will now be a Mobile Wellness Clinic located on a
City parking lot near the Hotel Gaythering. The hours of operation will be from 5:OOpm -
7:OOpm, two (2) nights per week.
