4hEREAS, on the 4th day of November, A. D. 1942, the
City Council of the City of Miami Beach, Florida, passed and
adopted a Resolution appropriating funds for a portion of the
costs of alterations and additions to a building at No. 1 Biscayne
Street, Miami Beach, Florida, known as Project Fla. 8-249, auth-
orizina the City Manager to submit the plans and specifications
therefor to August Geiger, Architect, and authorizing the City
Clerk to advertise for sealed bids for said alterations and addi-
tions, the said building to be leased to The Recreation Pier Asso-
ciation of Miami Beach, Inc. , for the period of the national emer-
gency and thereafter to be used by said City for municipal purposes;
and
rHERIIAS, thereafter on or about the 11th day of March,
A. D. 1943, the City Clerk caused an advertisement calling for
sealed bids for making said alterations and constructing said ad-
ditions in accordance with said plans and specifications to be pub-
lished in The Miami herald, a newspaper of general circulation
printed and published in Dade County, ilorida, on the following dates,
March 11th and 18th, 1943, as more fully appears from the Proof of
Publication attached hereto and made a part hereof; and
ohEa ;AS, pursuant to said published advertisement for
bids, sealed bids were received by said City on the 23rd day of
March, 1943, and among saidsealed bids was a bid from bvm. S. Green
Co. Inc. , a L1orida Corporation having its office and principal
place of business in the City of Miami Beach, Florida, whereby said
Company offered to make said alterations and construct said additions
in accordance with the plans and specifications for the sum of
40,500.00, which said bid was the lowest bid received; and
WhER:_:AS, the Assistant City Manager and said Architect,
having theretofore approved the plans and specifications, have
checked and tabulated said bids and have reported to the City
Council that saidbid of Vim. S. Green Co. Inc. , is in strict
conformity with the plans and specifications and with the bidding
formalities and the said Assistant City Manager has accordingly
recommended that the award of the contract be made to Wm. S. Green
Co. Inc. , in the amount of 4A01500.00.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Miami Beach, Florida,
Section 1. That Wm. S. (Green Co. Inc. , is hereby
declared to be the lowest and best bidder for the making of al-
terations and for the general construction of additions to the
recreation building for service men at No. 1 Biscayne Street,
Miami Beach, Florida, said project being known as . ti . A. +'la.
8-249, according to the plans and specifications heretofore ap-
proved by the Assistant City Manager and by Architect August
Geiger.
Section 2. That Val C. Cleary and C. t . Tomlinson,
respectively, as Mayor and Clerk of said City be and they are
hereby severally authorized for and on behalf of said City to
enter into a contract with said Wm. S. Green Co. inc. , for the
making of alterations and for the general construction of addi-
tions to said building according to the said plans and specifica-
tions on the basis of said contractor' s bid in the sum of
• 40,500.00, provided, however, that before said contract shall
be delivered, or work commenced on said project, said award
shall first be approved by the Regional Director, Region No. 3,
Federal Works Agency of the United States of America.
