A RESOLUTION OF THE CHAIRPERSON AND MEMBERS OF
THE MIAMI BEACH REDEVELOPMENT AGENCY (RDA),
ADOPTING THE FIRST AMENDMENT TO THE MIAMI BEACH
REDEVELOPMENT AGENCY CAPITAL BUDGET FOR FISCAL
YEAR 2017/18, AS SET FORTH IN ATTACHMENTS A (SOURCE
OF FUNDS), ATTACHMENT B (PROGRAMS), AND
ATTACHMENT C (PROJECTS).
WHEREAS, on September 25, 2017, the Chairperson and members of the Miami Beach
Redevelopment Agency ( "RDA ") adopted the final Capital Improvement Plan for the RDA for
Fiscal Years 2017/18 — 2021/22, and the final RDA Capital Budget for FY 2017/18, in Resolution
No. 626 -2017; and
WHEREAS, consistent with Florida Statutes Section 166.241(4)(c), RDA budget
amendments adopted in the same manner as the original adopted budget; and
WHEREAS, the proposed amendments to the FY 2017/18 RDA Capital Budget are
included in Attachment A (Source of Funds), Attachment B (Programs), and Attachment C
(Projects); and
WHEREAS, further, it is recommended by the Administration that the FY 2017/18 RDA
Capital Budget be amended to transfer $40,307.50 between existing projects as highlighted in
Attachments A (Source of Funds), Attachment B (Programs), and Attachment C (Projects), and
Attachment C (Projects).
NOW, THEREFORE, BE IT DULY RESOLVED BY CHAIRPERSON AND MEMBERS
OF THE MIAMI BEACH REDEVELOPMENT AGENCY, that the Chairperson and members of
the Miami Beach Redevelopment Agency hereby adopt the First Amendment to the Miami Beach
Redevelopment Agency Capital Budget for Fiscal Year 2017/18 as set forth in Attachments A
(Source of Funds), Attachment B (Programs), and Attachment C (Projects).

AMENDMENT TO THE RDA CAPITAL BUDGET FOR FISCAL YEAR 2017/18.
ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
BACKGROUND
Planning for capital improvements is an ongoing process; as needs change within the City,
capital programs and priorities must be adjusted accordingly. The Capital Improvement Plan
( "CIP ") serves as the primary planning tool for systematically identifying, prioritizing and
assigning funds to critical City capital development, improvements and associated needs.
The City's CIP process begins in the spring when all departments are asked to prepare capital
improvement updates and requests on the department's ongoing and proposed capital projects.
Individual departments prepare submittals identifying potential funding sources and requesting
commitment of funds for their respective projects.
The CIP is updated annually and submitted to the City Commission for adoption. The 2017/18 —
2021/22 RDA Capital Improvement Plan and FY 2017/18 RDA Capital Budget were adopted on
September 25, 2017 by Resolution 626 -2017.
Section 166.241(4) (c.), Florida Statutes, requires that a municipality's budget amendment must
be adopted in the same manner as the original budget. Administration recommends adopting
the Resolution for the First Amendment to the FY 2017/18 RDA Capital Budget.
FIRST AMENDMENT TO THE FY 2017/18 RDA CAPITAL BUDGET
The First Amendment to the FY 2017/18 RDA Capital Budget totals a re- appropriation of
$40,307.50 in order to reallocate funding between the following capital projects.

1. Miami City Ballet Windows: At the February 23, 2018 FCWPC meeting, the
Finance and Citywide Projects Committee (FCWPC) voted to recommend to the City
Commission that this item be included in the upcoming Capital Budget amendment.
At the March 7, 2018 Commission meeting, the City Commission accepted the
recommendation of the FCWPC.
After Hurricane Irma, the Administration assessed the City's assets including the
Miami City Ballet. It was noted that the current windows were not hurricane- impact
windows. In the event of a high wind and rain event, such as Hurricane Irma, the
windows could not prevent water intrusion, causing water damages. In order to
weather future hurricanes and mitigate the current issues of water penetration, this
budget amendment would increase in the scope of the Miami City Ballet Windows
project, which originally was to replace the window wails on the second floor due to
extreme water intrusion, to include the replacement of all windows with hurricane
impact windows.
Funding for this amendment would come from the transfer of City Center Capital
(Fund 365) dollars previously appropriated to the Miami City Ballet Exterior Concrete
Restoration project, for which there is currently no clear scope. Some concrete work
will be done during the replacement of the windows.
