A RESOLUTION OF THE CHAIRMAN AND MEMBERS OF THE
MIAMI BEACH REDEVELOPMENT AGENCY APPROVING, IN
CONCEPT, THE SOUTH POINTE STREETS CAPE PLAN.
WHEREAS, the firm of Duany, Plater-Zyberk was engaged as a
consultant to the Miami Beach Redevelopment Agency in December,
1994, and authorized by Resolution Number 184-94 to develop a
concept plan for a South pointe Streetscape Program; and
WHEREAS, this concept plan has been developed and refined with
input from and consultation with South Pointe residents,
developers, the South pointe Advisory Board ("SPAB"), the City
Administration and Miami Beach Redevelopment Agency staff; and
WHEREAS, this plan was presented to the Land
Development Committee on September 18, 1996, and the
Improvements/Finance Committee on October 10, 1996; and
Use and
Capital
WHEREAS, the SPAB endorsed this concept plan on two occasions:
the meeting of August 14, 1996, and the meeting of November 21,
1996; and
WHEREAS, it has been recognized that the citywide streetscape
palette for furniture and lighting, when completed and adopted,
will be utilized as part of this concept plan; and
WHEREAS, approval of the conceptual plan will regulate
streetscape related to future development and guide street
improvements planned within the existing residential community and
commercial districts.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CHAIRMAN AND
MEMBERS OF THE MIAMI BEACH REDEVELOPMENT AGENCY approve, ln
concept, the South pointe Streetscape Plan.

BACKGROUND
At the August 15, 1996 South Pointe Advisory Board meeting the
South pointe Streetscape Plan, as prepared by Duany-Plater Zyberk
(DPZ), was presented and discussed by the members. This plan has
been an on-going process that was initiated in January, 1995. Due
to the amount of material to be reviewed and the fact that several
members of the Board could not be present at this meeting, a motion
was made and adopted that all members be given an opportunity to
review the document and submit his/her vote in written form
indicating: (1) approval, (2) approval with comments, or (3)
disapproval. A total of eleven written responses were received.
(Please note that the Board consists of thirteen members, but there
are two vacancies.)
All eleven votes approved the streetscape plan as presented, and
six submitted written comments. Basically, the comments dealt with
specific suggestions of trees specimens, specific manufacturers for
benches and trash receptacles, concerns regarding methods for
implementation, and personal wish lists for how the streetscape
should be carried out. Copies of the actual votes have been
attached as Exhibit A.

The conceptual plan was reviewed by the Land
Committee on September 18, 1996 and
Improvements/Finance Committee on October 10,
Use and Development
at the Capital
1996.
As reported at both of the above meetings, the staff of the
Planning Division has been working to develop citywide streetscape
plans and a palette of furniture and lighting options. The
recommended palette will also address special features for public
spaces and plazas. Attached as Exhibit B is a copy of a memo from
the Planning Division dated November 20, 1996, that comments on the
most recent version (dated November 11, 1996) of the South pointe
Streetscape Plan as prepared by DPZ.
At the November 21, 1996 South pointe Advisory Board meeting, it
was stated that the desire of the Administration is to create a
citywide palette of street furniture and lighting fixtures. The
plan was unanimously adopted in principle, with the understanding
that some items specified in the Plan are subject to change as the
Administration better defines a citywide palette of street
furniture, along with other matters dealing with parking, traffic
and engineering.
An approval of the concept plan at this time is important to the
South pointe neighborhood, and will put into effect a series of
streetscape guidelines that should be followed by all future
development. It will allow the Administration to prepare a Capital
Improvements Plan for the area which will then be implemented with
Tax Increment Financing (TIF) funds. Specific design efforts and
engineering studies, including the resolution of outstanding issues
such as street furniture and lighting, will be undertaken as the
funds for the capital improvements become available.
CONCLUSION:
It is recommended that the Agency Board adopt the attached
Resolution approving the South pointe Streetscape plan in concept.

In response to your memo requesting comments on the most recent draft of the South
Pointe Streetscape Plan prepared by DPZ, the Planning Division has the following
comments and suggestions. -
General:
The South Pointe Streetscape Plan addresses all elements that comprise a successful
streetscape. The Planning Division supports in principle, the comprehensive approach
taken by DPZ in conjunction with the South Pointe Advisory Committee in bringing this
project to fruition. We do however, have some concerns regarding the establishment
and adoption of certain standards until a thorough review by City Departments who
are ultimately charged with the planning, review, implementation and maintenance of
these standards is completed by the Administration.
1. The Planning Division agrees fully with the recommendations concerning:
- Trash receptacles
- Sollards
2. The Planning Division does not fully concur with:
- Lighting Options A and B
- Bike Racks
- Senches
Several lighting, bike racks and bench standards are currently in use. The advent of
numerous public projects currently under planning, design and construction involving
streetscapes, including the Portofino development within the South Pointe area,
present the City with an opportunity to consider establishing city-wide standards to
meet different needs. These new standards may include simple to more elaborate
designs for certain special areas; however, all within a "family look".
The Planning Division is currently taking the lead in defining these standards with the
assistance of Engineering and Construction Management, Public Works, Parks,
Recreation and Culture and Economic Development Departments.

3. The Planning Division notes that these items are not fully within our jurisdiction in
terms of design and placement:
- Street Name Signs
- Street Traffic and Parking Signs
- Traffic Control Boxes
- Telephone Switch Gear
These items are part of Dade County/FOOT sign age and utilities. While we agree that
proliferation of signs should be kept to a minimum by incorporating more than one
message on one post, we are also equally concerned about their placement and design.
These items should be jointly discussed and reviewed by the Departments named
above. The design solution offered by DPZ to combine street name signs and street
traffic signs is unacceptable.
4. The Planning Division recommends that the Fire Department comment on:
- Fire Hydrants
However, it would be appropriate for said department to affirm ,which
manufacturer/models are preferred or acceptable; from these, we could select the one
that is the most aesthetically appealing.
5. These items are regulated by city ordinances:
- Transit Shelters
- Public Telephones
The Engineering and Construction Management Department currently administers city-
wide ordinances regarding the placement and design of such items. Comments from
their Departments are needed.
6. These items are also under the jurisdiction of Engineering, Design and Construction
Management and Parking Department:
- Tree Grates
- Streetscape specifications
- Parking Layout and Striping
The City's Engineering and Construction Management, Public Works and Recreation,
Culture and Parks Departments have better knowledge of how concrete tree grates and
pavers are holding up to use. Verification of appropriateness in terms of durability
should be provided by same.
With respect to Streetscape Specifications, numerous street cross sections are
presented for the streets within the redevelopment area. The configuration of such
cross sections must take into account parking, transportation, traffic and engineering

concerns such as water, storm and sewer lines. The design solutions appear to be
appropriate but should be subject to further review by the departments named above
Including Parking.
7. The Planning Division concurs with most:
- Street Species
The species selected are consistent with the work in progress for a Master Street Tree
Plan for the City, except for the following:
Lennox Avenue - where Live Oaks are proposed, the Planning Division proposes the
use of Pink Tabebuias to be consistent with DRB approved trees placed by recent
development in that area.
Alton Road - where the use of Coconut Palms and Live Oak is proposed, the Planning
Division recommends a grand new "entry theme" utilizing a double row of Canary
Island Date Palms in the center median.
Collins Avenue- where the use of Seagrape and Ficus are proposed as alternatives to
the Washigtonia Palm, the Planning Division emphatically discourages the use o~ these
two species as street trees.
8. Newspaper vending racks
The color, type and method of placement is currently under review by the Planning
Division and the Law Department to amend the City's current ordinance regulating
newspaper vending racks.
9. The Planning Division would like to suggest the introduction of:
- Standardized banner installation
- Public sculpture
- Traffic signal apparatus and related signalization
These items have not been addressed. There are virtually no traffic signals south of
fifth street. In time, traffic and pedestrian signalization will be required and should be
addressed in this report.
Regarding public art, there are a number of open focal areas that could be used to
incorporate the use of art and sculpture for public enjoyment. This report should
identify those opportunities.
Banners are often used to identify an area or call attention to special events. Some
recommendations for the use and placement of same would be appropriate.
