A RESOLUTION OF THE CITY COTTNCIL OF
THE CITY OF MIAMI BEACH, FLORIDA, CALLING
AN ELECTION AT WHICH THERE SHALL BE SUB-
MITTED TO A VOTE THE :ATTER OF ISSUANCE
OF BONDS OF SAID CITY IN TUB SUM OF
4.2,450,000.00 FOR THE PURPOSES IN THIS
RESOLUTION STATED; THE MATTER OF PURCHAS-
ING GAS WORKS AND TRANSMISSION AND DISTRI-
BUT ION SYSTEMS NOW OWNED BY PEOPLES WATER
AND GAS COMPANY; AND THE laTTER OF A M.AX-
IMUM LEVY OF TWO MILT. FOR PUBLICITY AND
ADVERTISING PURPOSES, FOR EACH OF THE
YEARS 1945 AND 1946.
WLEREAS, the City Council of the City of Miami Beach, Florida,
deems it advisable to issue bonds of said City in amounts and for
municipal purposes as follows :
1. Dive Hundred Thousand (tip500,000.00) Dollars, for the pur-
A pose of constructing an auditorium in the City of •Miami Beach.
2. Six Hundred and Fifty Thousand (.,p650,000.00) Dollars, for
the purpose of constructing a hospital in she City of Marni Leach.
3. One million Dollars ( ;'1,000,000.00) for the Purpose of
acquiring and improving, for park purposes, Lot "A"', together with
the strip of land lying West of Collins Avenue and extending to
the low water mark of Indian Creek and between the Northerly and
Southerly lines of said Lot "A", if produced West to the low water
mark of Indian Creek, and together with all common law and statutory
riparian rights andsubmerged lands adjacent and appurtenant to said
tracts ; and Lots 1, 2, 3, 4 and 5, together with the strip of land
lying '.;est of Collins Avenue and extending to the low water mark of
Indian Creek and between the Northerly line of said Lot 5 and the
Southerly line of said Lot 1, if produced Westerly to the low water
mark of Indian Creek, and together with all common law and statutory
riparian rights and submerged lands adjacent and appurtenant to said
tracts ; all in the INDIAN BEACH CORPORATION' S SUBDIVISION, accord-
ing to the amended plat thereof, recorded. in Plat Book 8, at page 61,
of the Public Records of Dade County, Florida, commonly known as
"The Firestone Estate" , and "The Warner Property".
4. Three hundred Thousand.(y300,000.00) Dollars, for the purpose
of acquiring areas for the off-street parking of automobiles .
AND the City Council of the City of I.:iami Beach, Florida,
deems it advisable for the said City to purchase, for Two Six
Hundred Fifty Thousand (,;,2,650,000.00) Dollars' the gas works and

transmission and distribution systems now owned and operated by
Peoples Water and Gas Company and serving the cities of Miami Beach,
Fort Lauderdale, Hollywood, Surfside, Hallandale, .Dania, North iaami
Beach, Biscayne Park and North I: iami, and for the purpose of said pur-
chase to issue Gas Revenue Certificates which shall be payable solely
from revenues from the said works and systems without any pledge of
the City' s credit or taxing power.

deems it advisable to levy , for each the years 1945 and 1946, for
publicity andadvertising purposes, a maximum of two (2) mills on the
dollar of ,he taxable cash value of all property in said. City, both real
andpersonal, as provided in Section 43 of the City Charter.
NOW, T EREFORE, BE IT RESOLVED BY THE CITY COUNCIL OY THE
CITY OF MIAMI BEACH, FLORIDA:
SECTION 1. That , subject to the authorization of the duly registered
and qualified voters of said City, who are freeholders therein, Parti-
' cipating in the election according to law, which is hereinafter called,
negotiable coupon bonds of the City of Miami Beach, J`lorida, shall be
issued in the sums and for the purposes stated in the Notice of flection
provided for in Section 6 of this resolution.
SECTION 2. That a special election is hereby called and directed
to be held in the City of Miami Beach, ielorida, from seven o' clock
A.M. , until Sundown, on the 24th day of April, A.D. 1945, for the purpose
of submitting to a vote of the duly registered and qualified voters of
said. City, who are freeholders the:-ein, the questions whether bonds of
said City shall be issued in the sums andfor the purposes stated in the
Notice of Election provided for in Section 6 of this resolution; the
questionwhether said City shall purchase, for ,,2,650,000.00, the gas
works and transmission and distribution systems now owned and operated
by Peoples Water and Gas Company and serving the Cities of Miami Beach,
Fort Lauderdale, Hollywood, Surfside, Hallandale, Dania, North Miami
Beach, Biscayne Park and North Miami, and for the purpose of said pur-
chase to issue ._las Revenue Certificates which shall be payable solely
from revenues from the said plant and systems without any pledge of the
City' s credit or taxing Power; andthe question whether the City Coun-
cil shall, for each of the years 1945 and 1946, have the authority to
levy, for publicity and advertising purposes, a maximum of two (2)
mills on the dollar of the taxable cash value of all property in said.
City, both real and personal.

SECTION 3. That the City Clerk, who is also Supervisor of
Registration, open the books of said City from nine o' clock A. M. ,
until five o' clock P. M. , each day, Sundays and Holidays and Half-
holidays excepted, from March 23rd, 1945, to April 18th, 1945, both
inclusive, for the purpose of registering those electors who are
qualified to register for this election, and after said April 18th,
1945, no elector shall be registered for said election.
SECTION 4. For the purpose of holding and conducting said
election the City of Miami Beach has been divided into voting pre-
cincts or election districts with Polling Places therein as follows:
Ph CINCT NO. 24: Being all the area within the City of Miami
Beach lying Northd. Everglades Concourse and NORTH OF 71st Street,
the- Polling Place of which shall be at Surfside Park Life Guard. Sta-
tion, Ocean Front, between 72nd and 73rd Streets.
PRECINCT NO. 25: Being the area within the City of Miami Beach
lying between Everglades Concourse and 71st Street ON THE NORTH and
51st Street ON THE SOUTH, the Polling Place of which shall be at the
69th STREET FIPT STATION, situated at 6860 Indian Creek Drive.
PRECINCT NO. 26 : Being the area within the City of Miami Beach
lying between 51st Street ON THE NORTH and a LINE CN THE SOUTH run-
ning Westerly from the Atlantic Ocean along the centerline of 34th
Street to Biscayne Waterway, thence Westerly along the centerline of
Biscayne Waterway to Biscayne Bay, the Polling'Place of which shall
be at THE AUDITORIIThI OF NORTH BEACH ELEMENTARY SCHOOL, situated on
the Northeast corner of the intersection of 41st Street and Chase
Mj Avenue.
PRECINCT NO. 27: Being the area within the City of Miami Beach
lying between the South line of Precinct No. 26, ON THE NORTH, and
A LINE ON THE SOUTH running Westerly from the Atlantic Ocean along
the centerline of 23rd Street to Dade Boulevard, thence along the
centerline of Dade Boulevard to Biscayne Bay, also including Belle
Isle, Rivo Alto Island, Di Lido Island and San Marino Island, the
Polling Place of which shall be at THE DADE BOUIE VARD FIRE STATION,
situated on the Northwest corner of the intersection of Dade Boule-
vard and Pine Tree Drive.
PRECINCT NO. 28: Being the area within the City of Miami Beach
lying between the South line of Precinct No. 27, ON, THE NORTH and a
LINE ON THE SOTJTH running Westerly from the Atlantic Ocean along the
centerline of 15th Street to Bay Road, thence South along the center-
line of Bay Road to 14th Street, thence West along the centerline of
14th Street to Biscayne Bay, the polling place of which shall be at
1667 Mtchian Avenue.
PRECINCT NO. 29 : Being the area within the City of Miami Beach
lying between the South line of Precinct No. 28, ON THE NORTH and a
LINE ON THE SOUTH running Westerly from the Atlantic Ocean along the
centerline of 11th Street to Meridian Avenue, thence South along the
centerline of Meridian Avenue to 10th Street, thence Westerly along
the centerline of 10th Street to Biscayne Bay, the polling place of
which shall be at THE yFIRE STATION IN THE CITY MALL BUILDING, situated
on 12th Street between Washington Avenue and Drexel Avenue.

PRECINCT NO. 30 : Being the area within. the City of Miami
Beach lying between the South line of Precinct No. 29, ON THE NORTH
and a LINE ON THE SOUTH running Westerly from the Atlantic Ocean
along the centerline of 7th Street to Alton Road, thenceSouth along
the centerline of Alton Road. to 6th Street, thence Westerly along
the centerline of 6th Street to Biscayne Bay, the Polling Place of
which shall be at THE LIF : GUARD STATION situated in Lummus kark on
the Ocean Front at 10th Street.
PRECINCT NO. 31: Being the area within the City of Miami Beach
lying between the South line of Precinct No. 30, ON THE NORTH and a
LINE ON THE SOUTH running 'kesterly from the Atlantic Ocean along the
centerline of 3rd Street to Alton Road, thence along the South line
of Lot 32 in Block 111 of Ocean Beach Addition No. 3, to Biscayne
Bay, also including Star Island, Palm Island and Hibiscus Island,
the Polling Place of which shall be at the OLD CITY HALL BUILDING,
situated at 617 Collins Avenue.
PRECINCT NO. 32: Being all the area within the City of Miami
Beach lying South of the South line of Precinct No. 31, also includ-
ing the Causeway property and the islands South of the County Cause-
way, the Polling Place of which shall be at THE POLICE TRAFFIC DEPART-
M;ENT BUILDING, situated at 111 Meridian Avenue.
All being places where elections are usually held in said
municipality.
All electors shall vote at the Polling Places in the voting
precinct in which the City Registration Books show that said electors
reside.
StCTION 5. That thirty days ? notice of said election shall be
given by publication in Miami Beach Sun & Miami Beach D3ily Tropics, a
net,=spaper published in the City of Miami Beach, Florida. Such publication
shall be made at least once each week for four consecutive weeks
during said period of thirty days.
SECTION 6. That said notice of election shall be in substantially
the following form:
'CITY OF MIAMI BEACH, FLORIDA,
NOTICE OF SPECIAL ELECTION.
NOTICE IS HEREBY GIVEN that an election has been
called by the City Council of the City of Miami
Beach, Florida, and will be held in said City from
seven o' clock A. 7,7. , until Sundown on the 24th
day of April, A. D. 1945, at which there shall be
submitted to the duly registered and qualified
voters of said. City who are freeholders therein,
the following questions:
"1. Shall the City of 1diami Beach, Florida,
issue negotiable coupon bonds in the amount of
Five Hundred Thousand ( {;500,000.00) Dollars,
with interest at a rate hereafter to be determined,
not exceeding 3%, per annum, for the purpose of
constructing an auditorium in the City of Miami
Beach.

"2. Shall the City of Miami Beach, Florida,
issue negotiable coupon bonds in the amount of
Six Hundred Fifty Thousand (0650,000.00) Dollars,
with interest at a rate hereafter to be determined,
not exceeding 3%, per annum, for the purpose of
constructing a hospital in the City of Miami Beach.
"3. Shall the City of .+iami Beach, Florida,
issue negotiable coupon bonds in the amount of
One Million ( ,. 1,000,000.00) Dollars, with interest
at a rate hereafter to be determined, not exceeding
3%, per annum, for the purpose of acquiring and
improving, for park purposes, Lct "A" and Lots
1, 2, 3, 4 and 5, together with the out-lots ti'yest
of Collins Avenue and East of Indian Creek lying
opposite said tracts and together with all riparian
rights; all in the INDIAN BEACH CORPORATION'S
SUBDIVISION, according to amended plat thereof,
recorded in flat Look 8, at page 61, of the Public
Records of Dade County, Florida, commonly known
as "The Firestone Estate" and "The Warner Property" . -
"4. Shall the City of Miami Beach, Florida, issue
negotiable coupon bonds in the amount of Three hun-
dred Thousand (;;300,000.00) Dollars, with interest
at a rate hereafter to be determined, not exceeding
3a, per annum, for the purpose of acquiring areas
for the purpose of off-street parking of automobiles.
"5. Shall the City of Miami Beach, Florida, purchase
for Two r`illion Six Hundred Fifty _ehousand. (v2,650,000.00)
Dollars, the gas works, and transmission and distribution
systems as now owned and operated by Peoples Water and
Gas Company and supplying gas in and surrounding said
City, including other municipalities and adjacent unin-
corporated territory within Dade and Broward Counties,
such purchase to be accomplished through the issuance
• of Gas Revenue Certificates which will be payable solely
from revenues from said plant and systems without any
pledge of the City' s credit or taxing power.
"6 . Shall the City Council of the City of Miami Beach,
Florida, have the authority, for each of the years
1945 and 1946, to levy, for publicity and advertising
purposes, a maximum of two (2) mills on the dollar of
the taxable cash value of all property in said City,
