Resolution 6143 RESOLUTION NO. 611+3
WHEREAS, application has been made by Alfred Destin Company
to the War Department through the United Stat es Engineers Office,
Jacksonville, Florida, for an extension of time to perform work
under a War Department Permit issued March 21, 1942, to dredge
sand for commercial purposes in Norris Cut between Biscayne Bay
and the straits of Florida, at Miami Beach, Florida; and
WHEREAS, the City Council of the City of Miami Beach is
of the opinion that the extension of time should not be granted
and the application should be denied upon the following grounds,
to-wit:
1. Previous to dredging operations for commercial sand,
in both Norris Cut and Bear Cut areas, particularly
Norris Cut, the underlying sand was covered by a
layer of sticky marl promoting a growth of a flat
type blade of grass. This condition indicated sta-
bility. Dredging of the character requested will
destroy the bay bottom stability with the result that
sand will be free to move into the Norris Cut Channel
and cause shoaling. The free movement of sand will
also cause progressive erosion on the North point of
Virginia Key.
2. Dredging of this nature can readily set up increased
current velocities along a shore line, particularly
at the northerly edge of Virginia Key, thereby caus-
ing additional erosion.
3. Dredging operations in themselves alongside an exist-
ing channel can readily result in the formation of
shoals in the channel as the result of the agitation
caused by the operation of the dredge.
4. Dredging in areas near the Ocean will result in the
more rapid movement of sand from the Ocean, thereby
increasing erosion of the nearby shores and beaches.
NOW, THEREFORE, BE IT R_i,SOLVr;1) by the City Council of the
City of Miami Beach, Florida, that protest be and the same is
hereby made in an extension of time to Alfred Destin Company
to perform work under their permit to dredge sand for commercial
purposes in Norris Cut.
BE IT FURTHER RESOLVED that a certified copy of this
Resolution be forwarded by the City Clerk to the United States
Engineer's Office, Jacksonville, Florida.
