Resolution 2018-30307 RESOLUTION NO. 2018-30307 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, SUPPORTING UNITED STATES SENATE BILL 2783 CREATING THE "COASTAL COMMUNITIES ADAPTATION ACT," WHICH WOULD PROVIDE, AMONG OTHER RESILIENCY MEASURES, FEDERAL LOANS TO COASTAL STATES AND TERRITORIES TO UPGRADE THE INFRASTRUCTURES OF THEIR COASTAL COMMUNITIES TO ADDRESS CLIMATE CHANGE; AND, FURTHER, DIRECTING THE CITY CLERK TO PROVIDE A COPY OF THIS RESOLUTION TO THE OFFICIALS SET FORTH HEREIN. WHEREAS, the future impacts of climate change and sea level rise are a matter of national and global concern; and WHEREAS, the City of Miami Beach ("City") is among the first cities in Florida, if not the nation, to take significant action to protect its residents, businesses, visitors, and property owners from the effects of sea level rise and to mitigate climate change impacts; and WHEREAS, specifically, the City is in the process of implementing a capital improvements plan, which has identified projects of approximately $600-$700 million for the funding of resiliency efforts, including the installation of water pumps, raising roads, and the construction of higher sea walls to combat flooding caused by sea level rise; and, the City has adopted ordinances requiring increased minimum building evaluations for new construction; and WHEREAS, in order to address climate change-related events throughout the United States and its Territories, United States Senator Bill Nelson has introduced a Bill in the 2nd Session of the 115th Congress which will create the "Coastal Communities Adaption Act" ("Act") to improve the resilience of the built and natural environment to natural disasters and climate change; and WHEREAS, the proposed Act would make federal financing available to coastal States and Territories for the purpose of establishing community resilience revolving funds to be used for measures to prevent, manage, mitigate, or adapt to shoreline erosion, saltwater intrusion, nuisance flooding, sea level rise, and other coastal hazards related to climate change; and WHEREAS, the Act would also direct the National Science Foundation ("NSF") and the National Institute for Standards and Technology ("NIST") to conduct research and provide grants to improve building codes to account for extreme weather related to climate change; create a prize competition for new techniques to improve natural, nature-based, and nonstructural shoreline risk reduction measures; and direct the National Oceanic and Atmospheric Administration ("NOAA") to conduct a review of existing research on the use and effectiveness of natural, nature-based, and nonstructural approaches to reduce flood risk; and WHEREAS, the Mayor and City Commission support United States Senate Bill 2783, which will provide needed assistance to coastal communities throughout the nation for the implementation of measures to prepare for the effects of climate change. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby support United States Senate Bill 2783 creating the "Coastal Communities Adaptation Act," which would, among other resiliency measures, provide federal loans to coastal States and Territories to upgrade the infrastructures of their coastal communities to address climate change; and, further, directing the City Clerk to provide a copy of this Resolution to United States Senator Bill Nelson, United States Senator Marco Rubio, and United States Representative Ileana Ros-Lehtinen.
