A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, RETROACTIVELY
AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO
SUBMIT GRANT APPLICATIONS FOR THE FOLLOWING
FUNDS: 1) TO THE FLORIDA DEPARTMENT OF COMMUNITY
AFFAIRS, DIVISION OF EMERGENCY MANAGEMENT,
EMERGENCY MANAGEMENT PREPAREDNESS AND
ASSISTANCE TRUST FUND; 2) TO THE MIAMI-DADE
COUNTY HOMELESS TRUST GRANT FUNDS; 3) TO THE
METLlFE FOUNDATION COMMUNITY-POLICE PARTNERSHIP
AWARDS; 4) TO THE HEWLETT-PACKARD COMPANY
MICROENTERPRISE DEVELOPMENT PROGRAM; WHILE
LEVERAGING PREVIOUSLY APPROPRIATED CITY FUNDS
AS NEEDED; FURTHER APPROPRIATING THE GRANTS IF
APPROVED AND ACCEPTED BY THE CITY AND
AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE
ALL NECESSARY DOCUMENTS RELATED TO THESE
APPLICATIONS.
WHEREAS, the Division of Emergency Management within the Department of
Community Affairs is responsible for maintaining a comprehensive statewide program of
emergency management, and is responsible for coordination with efforts of the Federal
Government with other departments and agencies of the state government, with county
and municipal governments and schools boards, and with private agencies that have a
role in emergency management, and is further responsible for administering the
Emergency Management Preparedness and Assistance Trust Fund; and,
WHEREAS, the Department of Community Affairs, Division of Emergency
Management has issued a Notice of Funding Availability (NOFA), seeking proposals for
the released funds from the Emergency Management Preparedness and Assistance
Fund in fiscal year 2003-2004
WHEREAS, the City of Miami Beach has identified two proposed projects that
would further the City's Local Mitigation Strategy; and,
WHEREAS, the City will be using matching funds from select departmental
budgets as matches and utilizing existing General Obligation Project funds, leveraging
these appropriated funds in an effort to maximize funding to mitigate potential hazards
to the well being of its residents; and,
WHEREAS, a grant in the amount of $300,000 dollars would be applied for, the
grant will allow the City to construct an Emergency Operation Center; and,
WHEREAS, an additional grant in the amount of $50,000 dollars would be
applied for to implement a reverse 911 communication system, that will be utilized to
inform residents of current projects, events, threats and other valuable information;
and,
WHEREAS, the Miami-Dade County Homeless Trust issued a Request for
Applications (RFA) for project sponsors interested in providing, or continuing to
provide, the priority housing and services needed; and,
WHEREAS, the City of Miami Beach prepared and submitted an application to
Miami-Dade County under this RFA for funding of the coordination of homeless
assistance to Miami Beach homeless being served through the Miami-Dade County
Continuum of Care; and,
WHEREAS, the MetLife Foundation recognizes sustain and share the work of
innovative partnerships between community groups and police to promote
neighborhood safety and revitalization; and,
WHEREAS the MetLife Foundation has created a new awards program, which
will identify and honor partnerships that can exhibit tangible accomplishments in their
efforts to advance the process, outcome, and/or evaluation of potent police-community
collaborations; and,
WHEREAS, the City of Miami Beach is seeking grant funds from the MetLife
Foundation to support the efforts of the Police Citizen Academy and the Goodwill
Ambassador Program; and,
WHEREAS, the Citizen Police Academy and the Goodwill Ambassador
Programs exposes participants to all fields of police work; in addition, graduates of both
programs are a great resource for the City during major events and holiday weekends;
to date, over 250 City of Miami Beach residents have participated in both the Citizen
Police Academy and Goodwill Ambassadors Program; and
WHEREAS, the Hewlette-Packard Company Miscroenterprise Development
Program rewards forward-thinking communities that are committed to using technology
to transform education, improve public communication, and make educational services
faster and more convenient to use; and,
WHEREAS, the City of Miami Beach proposes to seek support to utilize the Log
Cabin Training Center, as a neighborhood empowerment center to improve delivery
and engagement of the area's residents; and,
WHEREAS, the City is seeking support from the 3-COM foundation in an effort
to secure the necessary infrastructure to accomplish the aforestated goal; and
NOW, THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH hereby authorize the City Manager or
his designee to submit applications for grant funds to the following funding agencies: 1,)
to the Florida Department of Community Affairs, Division of Emergency Management,
Emergency Management Preparedness and Assistance Trust Fund; 2.) to the Miami-
Dade County Homeless Trust Grant Funds; 3.) to the MetLife Foundation Community-
Police Partnership Awards; 4.) to the Hewlett-Packard Company Microenterprise
Development Program; while leveraging previously appropriated City funds as needed;
further appropriating the grants if approved and accepted by the City, and authorizing
the Mayor And City Clerk to execute all necessary documents related to these
applications.

ANALYSIS
1,) Retroactive approval to submit two applications to the Florida Department of
Community Affairs, Division of Emeroencv Manaoement. for funds available
from the Emeroencv Manaoement and Assistance Trust Fund,
In 1994, the Legislature acted on many of the recommendations made by the Lewis
Commission, One of the bills passed by the Florida Legislature, and later signed by the
Governor, called for an annual $2.00 per policy assessment on homeowners insurance
policy and an annual $4,00 per policy assessment on business/commercial insurance
policies, This bill created the Emergency Management Preparedness and Assistance
Trust Fund and declared the Department of Community Affairs as the administrator of the
fund.
The City of Miami Beach has identified two projects that would enhance the City's Local
Mitigation Strategy while expanding the City's emergency management capabilities. To
this end, the Administration has prepared two applications for submittal to the Emergency

Preparedness and Assistance Grant Program. In providing the necessary match required
by the funding agency, the City of Miami Beach will provide proper documentation of
expenditures exceeding $5,000,000, These funds are associated with costs of
constructing Fire Station #2 as recommended in the approved 1999 General Obligation
Bond Program, In addition, the City of Miami Beach will use identified Administrative
budget resources as potential matches.
The projects identified by the Administration are listed below:
Project One: Creation of an Emergency Operation Center
Project Costs: $600,000 (approximate)
City Request: $300,000
Maximum Grant Award: $300,000
The allocation of General Obligation Bond dollars has afforded the City a unique
opportunity of creating a true Emergency Operation Center for the City of Miami Beach.
The City has approved approximately $5,000,000 from the GO Bond program for the
construction of a new Fire Station to replace Fire Station # 2. This facility could potentially
be designed to serve as an Emergency Operation Center during emergencies, However,
additional resources are needed to reinforce the facility and to add additional square
footage to accommodate an Emergency Operation Center. A grant in the amount of
$300,000 will be requested to assist the City as we move forward with the project.
Project Two: Reverse 911 Communication Systems
Project Costs: $80,000 (approximate)
City Request: $50,000
Maximum Grant Award: $50,000
The City Administration is exploring the feasibility of contracting with a reverse 911 provider
to service the City of Miami Beach in the event of an emergency or for citywide notices.
The reverse 911 system places calls to residents with a scripted pre-recorded message
when activated. The system can be used in the event of an emergency, to provide updates
with city projects, to advise neighborhoods of potential dangers, to assist in locating a
missing person, and for many other factors.
The above listed projects are part of the City Local Mitigation Plan, and require additional
funding for implementation and completion. The City will submit three applications to the
Emergency Management Preparedness and Assistance Trust Fund Grants program.
2.) Retroactive approval to submit a arant application to the Miami-Dade County
Homeless Trust. for funds available throuah the United States Department of
Housina and Urban Development 1999 and 2000 Supportive Housinq
Proaram Grants.
The City of Miami Beach, as a recipient of federal funds from the U.S. Department of
Housing and Urban Development (HUD) is subjectto the requirements ofthe Consolidated
Plan. One of the components of the Consolidated Plan is the development of a Continuum

of Care plan for the City. As part of its HUD-approved Consolidated Plan for Fiscal Years
1998-2002, the City of Miami Beach's Continuum of Care plan includes a commitment to
participate in the Continuum of Care system coordinated by Miami-Dade County.
In an effort to help communities throughout the country fund their continuum of care
systems, HUD issues an annual Super Notice of Funding Availability (SuperNOFA) for
Homeless Continuum of Care programs. For the last six funding cycles, the Miami-Dade
County Homeless Trust has served as the lead agency in coordinating the application for
funding to HUD.
The Miami-Dade County Homeless Trust issued a Request for Applications (RFA) for
project sponsors interested in providing, or continuing to provide, the priority housing and
services needed. The City of Miami Beach prepared and submitted an application to Miami-
Dade County under this RFA for funding of the coordination of homeless assistance to
Miami Beach homeless being served through the Miami-Dade County Continuum of Care,
The Administration recommends adoption ofthe attached Resolution ofthe Mayor and City
Commission of the City of Miami Beach, Florida, retroactively authorizing the City Manager
to apply to the Miami-Dade County 2001 SuperNOFA Consolidated Application RFA for a
grant to implement a program to coordinate supportive services to Miami Beach homeless
through the Continuum of Care System in Miami-Dade County,
3.) Approval to submit a qrant application to the MetLife Foundation for funds
available throuah the Community-Police Partnership Awards.
The MetLife Foundation recognizes the shared work of innovative partnerships between
community groups and police to promote neighborhood safety and revitalization. Through
this new awards program, the MetLife Foundation will identify and honor partnerships that
can exhibit tangible accomplishments in their efforts to advance the process, outcome,
and/or evaluation of potent police-community collaborations.
Eight monetary awards totaling $130,000 will be made, Two first-prize winners will each
receive $35,000; two second-prize winners will receive $20,000 each; and honorable
mention awardees will receive $5,000 each. Awards are unrestricted funds that may be
used by the recipient in any manner that, in the awardee's opinion, promotes, furthers, or
strengthens the recognized partnership.
The City of Miami Beach is seeking grant funds from the MetLife Foundation to support the
efforts of the Police Citizen Academy and Goodwill Ambassador Program, If selected the

The City of Miami Beach is seeking support to utilize the Log Cabin Training Center,
conveniently located within a City target area, as a neighborhood empowerment center
that unites the resources of various community-based organizations to improve delivery
and engagement of the area's residents. As such, the City is seeking support from the
Hewlett-Packard Company in an effort to secure the necessary infrastructure to
accomplish this goal.
If this grant is awarded, the Log Cabin Training Center would have an added benefit from
having computing capabilities. As such, the clients would utilize the computers during the
day gaining educational experience along with practical skills needed to make the
transition into the workforce, In the long term, the City hopes to offer the services
traditionally available to the day clients to the residents of the North Beach community in
the early evenings, In providing computing educational services to these residents the
City is providing resources that may not be currently accessible. This program does not
require matching funds.
