Resolution 6515 RESOLUTION N O. 6 515 WHEREAS, application has been made by Watkins Towing Company, Incorporated, to the Department of the Army, Corps of Engineers, through the District Engineers Office, Jacksonville, Florida., for a Hermit to dredge material for commercial purposes in Norris Cut between Virginia Key and Fisher Island at Miami Beach, Florida., and WHEREAS, the City Council of the City of Miami Beach is of the opinion that the permit should not be granted, and that the application should be denied upon the following grounds, to-wit: 1. Previous to dredging operations for commercial sand, in both Norris Cut and Bear Cut areas, particularly Norris Cut, the underlying sand was covered by a layer of sticky marl promoting a growth of a flat type blade of grass. This condition indicated stability. Dredging of the character requested will destroy the bay bottom stability with the result that sand will be free to move into the Norris Cut Channel and cause shoaling. The free movement of sand will cause progressive erosion on the unprotected portions on the adjoining island`s. 2. Dredging of this nature can readily set up increased current velocities along the shore line, thereby causing additional erosion to unprotected areas. 3. Dredging operations in themselves alongside an existing channel can readily result in the formation of shoals in the channel as the result of the agita- tion caused. by the operation of the dredge. 4. Dredging in areas near the Ocean will result in the more rapid movement of sand from the Ocean, thereby increasing erosion of the nearby shores and beaches. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Miami Beach, Florida, that protest be and, the same is hereby made to the Application by Watkins Towing Company, Incorporated., for a Hermit to dredge material in Norris Cut for commercial purposes. BE IT FURTHER RESOLVED that a certified copy of this Reso- lution be forwarded by the City Clerk to the United. States Engineers Office, Jacksonville, Florida PASSED AND ADOPTED this 4th day of February, A.D.1948. //. ay or Attest: City Clerk + U) •ri F4 44 4-i 6) 0 O Pi 1 i P'1 fy H O O d 9"41 4-4 4-4 Ri •H d C: d CO V] n-1 U tri d Z 4..
