271-97 RDA RESOLUTION NO. 271-97 A RESOLUTION OF THE CHAIRMAN AND MEMBERS OF THE MIAMI BEACH REDEVELOPMENT AGENCY AMENDING REDEVELOPMENT AGENCY RESOLUTION NO. 178-94, EXHIBIT "A" THEREOF, SO AS TO PROVIDE THAT MEMBERS OF THE SOUTH POINTE ADVISORY BOARD TO THE REDEVELOPMENT AGENCY SHALL BE APPOINTED BY THE MIAMI BEACH REDEVELOPMENT AGENCY ENCOMPASSING SIX RESIDENTS OF SOUTH POINTE AREA STRIVING TO REPRESENT EACH TYPE OF RESIDENTIAL DWELLING, SIX OWNERS OR LESSEES OF BUSINESSES IN SOUTH POINTE AREA OR REPRESENTATIVES OF PUBLIC OR CULTURAL TYPE OF FACILITY, AND ONE REPRESENTATIVE FROM HISTORIC PRESERVATION ORGANIZATION. WHEREAS, Exhibit "A" to Redevelopment Agency Resolution No. 178-94 provided for specific regulations concerning membership and duties of the South Pointe Advisory Board to the Miami Beach Redevelopment Agency; and WHEREAS, the portion of said Exhibit "A" concerning "membership" is hereby amended to read as follows: Membership The overall affairs of the Advisory Board shall be under the supervision and control of the Miami Beach Redevelopment Agency through its executive director. The Board shall consist of ~ thirteen members; a quorum shall consist of a majority of the number of members appointed to the Board. Each term of office shall be for""6fle two years with terms to be set on a staggered. two year basis. Members shall be appointed by the Exeeuti'v'e Director 8fid approved by a maj5rity vote of the Redevelopment Agency. -Etteh member of the Boa:rd shall be pefffi8fient residents of, 5v.n property in, have their prineipal J}laee of business in, Ma/or ha-Ie substflfttial investment in the South Poiftte Redevelopment ftfeft. The composition of the South Pointe Advisory Board shall be as follows: six residents of the South Pointe area striving to represent each type of residential dwelling. six owners or lessees of businesses located in the South Pointe area or representatives of a public or cultural type of facility (e.g. hospital. school. museum. housing authority. library) and one representative from an Historic Preservation organization with expertise in the field of architecture and the rehabilitation of historic structures. In the event that any member of the South Pointe Advisory Board fails to attend three re~ularly scheduled meetin~s or 25% per cent as of date per year for scheduled meetin~s. whichever is ~reater. said member shall be automatically removed. Durin~ meetin~s. a standard si~n-in re~ister must be completed by members ofthe South Pointe Advisory Board. If there is not a quorum to conduct board business. attendance and absences must be recorded. Attendance will be recorded when an individual arrives within thirty minutes of the scheduled meeting time and remains for at least 70% of the meetin~. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MIAMI BEACH REDEVELOPMENT AGENCY that: Exhibit "A" to Resolution No. 178-94 is hereby amended to provide that the Miami Beach Redevelopment Agency shall appoint members to the South Pointe Advisory Board, which Board is to be composed of thirteen individuals encompassing six residents of the South Pointe area striving to represent each type of residential dwelling. six owners or lessees of businesses located in the South Pointe area or representatives of a public or cultural type of facility (e.~.. hospital. school. museum. housing authority. library) and one representative from an Historic Preservation organization with expertise in the field of architecture and the rehabilitation of historic structures and further establishing attendance regulations as set forth more specifically hereinabove. The General Counsel's Office has prepared the attached Resolution amending Redevelopment Agency Resolution No. 178-94. This legislation embodies the recommendations (as approved by the City Commission/Redevelopment Agency Board) of the Committee to Review Boards and Committees, as well as those of the existing South pointe Advisory Board as presented and adopted at the November 20, 1996 Commission/Agency Board meeting. In drafting this Resolution, the Legal Department has reviewed these recommendations and has, where needed, conformed same to law.
