RESOLUTION NO. 6682
WHEREAS, the existence of adequate local public school facili-
ties and the employment and retention of competent local school
personnel for the education of the children of its resident citizens
and of its visitors, is a matter of vital community interest to the
people of the City of Miami Beach, and
WHEREAS, the most important single factor in the success of
any school system is the availability of qualified and competent
instructional personnel, and
WHEREAS, it is deemed to be in the best public interest that
local school teachers reside in the City in which they serve, and
as citizens and moulders of future citizens therein? actively par-
ticipate in the public and civic functions and affairs of the com-
munity, and
WHEREAS, it has been represented to the City Council by parent-
teacher groups and other civic minded persons that adequate housing
accommodations within the financial capacity of local school teachers
are generally unavailable, and that this lack of housing facilities
has caused a greatly disproportionate number of such local school
teachers, at unwarranted personnel inconvenience and expense, to
find residence for themselves and their families beyond the limits
of the city, with resulting loss of local civic and community in-
terests, and has forced numerous other capable, qualified and ex-
perienced teachers to abandon their service within this city for
employment elsewhere, and
WHEREAS, it has come to the attention of this City Council that
a group of local school teachers, comprising a substantial portion
of those still in residence in this city, presently live in a certain
apartment building located at 4220 Prairie Avenue, which building is
owned and controlled by the Dade County Board of Public Instruction?
and that said Board of Public Instruction has served notice upon this
group of teachers to vacate the said premises and has announced its
intention to sell and dispose of said apartment building, thus fur-
ther depriving local teachers of economically available housing ac-
commodations within this City, and
WHEREAS, the City Council, based upon the above mentioned repre-
sentations heretofore made to it, has reason to believe that such
action by the Board of Public Instruction will tend to deprive this
community of many of its remaining resident school teachers, to the
detriment of its educational facilities and contrary to the best in-
terests and welfare of the citizens of Miami Beach,
NOJ, THEREFORE, BE IT RESOLVED by the City Council of the City
of Miami Beach, Florida, that the above described action already
taken and the proposed further action to be taken by the Dade County
Board of Public Instruction is deemed to be detrimental to the general
welfare and contrary to the best interests of the citizens of Miami
Beach.
BE IT FURTHER RESOLVED that the said Dade County Board of
Public Instruction is respectfully requested to reconsider and res-
cind its action already taken and to abandon, for the present, its
further proposed action with respect to the premises as above set
forth.
BE IT FURTHER RESOLVED that a certified copy of this resolution
be forwarded by the City Clerk to the said Dade County Board of
Public Instruction and to other interested persons and authorities.
