PARKWAY" PROJECT.

RESOLUTION NO. 2018-159
A RESOLUTION OF THE CITY COMMISSION OF CORAL
GABLES URGING THE MIAMI-DADE COUNTY BOARD
OF COMMISSIONERS TO DENY THE PROPOSAL TO
EXTEND SR -836, KNOWN AS "KENDALL PARKWAY"
PROJECT.
WHEREAS, the Miami -Dade County Urban Development Boundary (UDB) is a zoning
tool established in 1983 to protect the wetlands, agricultural land, and open space lying between
the County's urban core and the wetlands of Everglades National Park to the west as well as
Biscayne National Park to the east; and
WHEREAS, the expansion of urban development outside the current UDB boundary
places strain upon fresh -water, ecological, agricultural, and fiscal resources, and there is no
demonstrated need to extend the boundaries of the 2020 UDB at this time; and
WHEREAS, Miami Dade Expressway Authority (MDX) is currently pursuing County
approval for a proposal to extend State Road 836 (SR -836), also known as the Dolphin
Expressway, outside of the 2020 UDB which would place developmental pressure on the
surrounding area; and
WHEREAS, the proposed road passes over many highly critical resource areas outside
the 2020 UDB, including a large portion of the West Wellfield, thousands of acres of active
farmland, and South Florida Water Management District (SFWMD) designated Comprehensive
Everglades Restoration Plan (CERP) buffer zones; and
WHEREAS, the Miami -Dade County Government Operations Committee voted against
the extension beyond the 2020 UDB on June 13, 2017; and
WHEREAS, the Miami -Dade County Depaituient of Regulatory and Economic
Resources has submitted a proposal to amend the Comprehensive Development Master Plan to
allow for this project; and
WHEREAS, extension of SR -836 would encourage auto -centric urban sprawl,
increasing the distances local residents and tourists have to drive for jobs and services while
contributing to pollutants associated with increased vehicle miles traveled; and
WHEREAS, extension of SR -836 would undermine Miami -Dade County's Strategic
Miami Area Rapid Transit (SMART) long range transit plan by encouraging single occupancy
vehicle trips and increasing the amount of transit -inaccessible urban sprawl in the metropolitan
region; and

WHEREAS, the City previously passed Resolution 2017-331 endorsing and supporting
the Miami -Dade Transportation Planning Organization's SMART Plan; and
WHEREAS, extension of SR -836 would add to already long commute times due to
induced demand, and new highway capacity may eventually operate at or beyond capacity as
new single occupancy vehicle trips fill additional traffic lanes; and
WHEREAS, extension of SR -836 contradicts the City of Coral Gables' sustainability
goals, which call for a reduction in single occupancy vehicle trips and increased transit use
within the City; and
WHEREAS, the City of Coral is in the process of implementing a multi -modal
transportation plan in furtherance of its goals and objectives to protect the environment; and
WHEREAS, the City of Coral Gables believes the best method to reduce single
occupancy vehicle trips is to plan for the long term growth of the County, and not just the
immediate future, by following the SMART plan and implementing alternative transportation
measures.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF CORAL GABLES:
SECTION 1. That the foregoing "WHEREAS" clauses are hereby ratified and confirmed
as being true and correct and are made a specific part of the Resolution upon adoption hereof.
SECTION 2. That the City Commission does hereby urge the the Miami -Dade County
Board of County Commissioners to deny any application that would extend the SR -836 past the
2020 Urban Development Boundary.
SECTION 3. That the City Commission does hereby direct the City Clerk to
immediately send copies of this resolution to the Miami -Dade County Commission and each
County Commissioner, as well as County Mayor Carlos Gimenez.
SECTION 4. That this Resolution shall become effective upon the date of its passage
and adoption herein.
