GRANT PROGRAM, IN THE APPROXIMATE AMOUNT OF $500,000.
WHEREAS, the City Administration requests approval to submit a grant application to
the U.S. Department of Transportation, Federal Highway Administration for the Advanced
Transportation and Congestion Management Technologies Deployment (ATCMTD) Initiative, in
the approximate amount of$5.5 million, the details of which are as follows:
• Section 503(c)(4) of Title 23 of the United States Code (23 U.S.C. 503(c)(4)) directs the
DOT to establish an advanced transportation and congestion management technologies
deployment (ATCMTD) initiative to provide grants to eligible entities to develop model
deployment sites for large scale installation and operation of advanced transportation
technologies to improve safety, efficiency, system performance, and infrastructure return
on investment.
• The DOT intends for these model technology deployments to help demonstrate how
emerging transportation technologies, data, and their applications can be effectively
deployed, and integrated with existing systems to provide access to essential services
and other destinations.
• This also includes efforts to increase connectivity to employment, education, services
and other opportunities; support workforce development; or contribute to increased
mobility, particularly for persons with disabilities and elderly individuals.
• As a premiere vacation destination and home to more than 14 yearly major special
events, the City is an ideal location for the deployment of advanced transportation
management technologies.
• Through this grant, the City is proposing to deploy an Intelligent Transportation System
(ITS) and Smart Parking System (SPS) that will allow for response to dynamic traffic
conditions that parallel FDOT's goal of using real-time transportation-related information
to improve mobility, and reduce congestion.
• Greater access to transportation alternatives and real-time multimodal transportation
information are among the many benefits that this proposal will provide to our residents
and visitors.
• Not only will this project help to maintain the City of Miami Beach as a desirable place to
host special events year-round, but it will provide residents and visitors with more
information on travel and parking choices allowing them to make informed decisions,
enhance the quality of life and produce the desired goals set forth by the U.S.
Department of Transportation; it will also set in motion a great project with strong
partners that will advance transportation and the many advantages that an excellent
transportation system can bring to a community.
• The Administration intends to apply for funding in the amount of$5.5 million.
• Matching funds are required and are available in the following account numbers: 158-
0870-069355-00-410-530-00-00-00-28080;158-9615-061357-26-410-530-00-00-00-
28080; 158-9615-069357-26-410-530-00-00-28080; 187-9615-069357-26-410-530-00-
00-00-28080; and, 480-0870-069355-00-418-000-00-00-00-28080.
• This project supports the key intended outcome to ensure comprehensive mobility
addressing all modes throughout the City; and
WHEREAS, the City Administration requests approval to submit a grant application to
the Florida Department of Transportation, High Visibility Enforcement for Pedestrian and Bicycle
Safety Program, in the approximate amount of$117,000, the details of which are as follows:
• The Florida Department of Transportation (FOOT) has funding available to law
enforcement agencies that initiate high visibility enforcement campaigns to keep
pedestrians and bicyclists safe on Florida's roadways.
• This new funding is available through Florida's Bicycle/Pedestrian Focused Initiative.
• The City's Police Department operates a High Visibility Enforcement Program to keep
pedestrians and bicyclists safe on Miami Beach roadways and the City has applied for
and been awarded these funds from FDOT in the past.
• The Administration intends to request funding in the approximate amount of $117,000 to
continue the High Visibility Enforcement Program.
• This project supports the following key intended outcomes: to enhance pedestrian safety
universally, and to insist on Police Department accountability and skilled
management/leadership. This grant does not require matching funds; and
WHEREAS, the City Administration requests approval to U.S. Department of Justice,
Community Oriented Policing Services program, Peer Support Focus Area, in the approximate
amount of$96,000, the details of which are as follows:
• The Office of Community Oriented Policing Services (COPS) is the component of the
U.S. Department of Justice responsible for advancing the practice of community policing
by the nation's state, local, territorial, and tribal law enforcement agencies.
• The Administration intends to request $96,000 from the DOJ Community Oriented
Policing Services (COPS) Field-Initiated Law Enforcement grants program, Peer Support
focus area, for the Miami Beach Police Department Peer Support — Assisting and
Educating South Florida Officers about Mental Health Stressors Related to the Law
Enforcement Field project.
• If funded, MBPD would expand its pilot peer support program, which supports the mental
health, and wellbeing of participating officers.
• Funds would allow MBPD to increase the number of participating officers in Miami
Beach, and offer the program to targeted South Florida area partner departments.
• This project supports the key intended outcome to insist on Police Department
accountability and skilled management/leadership. Matching funds are not required for
this grant; and
WHEREAS, the City Administration requests approval to submit a grant application to
U.S. Department of Justice, Community Oriented Policing Services Program, Recruitment and
Hiring Focus Area, in the approximate amount of$95,000, the details of which are as follows:
• The Administration intends to request $95,000 from the DOJ Community Oriented
Policing Services (COPS) Field-Initiated Law Enforcement Grants program, Recruitment
and Hiring focus area, for the Miami Beach Police to engage, educate, and recruit.
• The City currently operates an internship program in partnership with Florida
International University.
• If funded, this project would expand the program to recruit undergraduate students
interested in law enforcement careers as interns in the Miami Beach Police Department.
• The proposed budget would fund paid interns to be placed throughout Police
Department.
• This project supports the key intended outcome to insist on Police Department
accountability and skilled management/leadership. Matching funds are not required for
this grant; and
WHEREAS, the City Administration requests approval to submit a grant application to U.S.
Department of Justice, Community Oriented Policing Services Program, Human Trafficking
Focus Area, in the proximate amount of$94,000, the details of which are as follows:
• The Administration intends to request $94,000 from the DOJ Community Oriented
Policing Services (COPS) Field-Initiated Law Enforcement Grants program, Human
Trafficking focus area.
• If funded, Miami Beach Police Department would lead the launch of a greater Miami
area collaborative aimed at improving the coordination of services to victims, and
developing processes that would improve case management, advocacy, and justice
outcomes.
• The proposed budget will include personnel and video publication.
• This project supports the key intended outcome to insist on police department
accountability and skilled management/ leadership and does not require matching funds;
and
WHEREAS, the City Administration requests approval to Firehouse Subs Public Safety
Foundation, in the approximate amount of $25,000 for the purchase of Thermal Imaging
Cameras and Chargers, the details of which are as follows:
• Firehouse Subs Public Safety Foundation aims to impact the life-saving capabilities and
the lives of local heroes and their communities by providing equipment and prevention
education tools first responders and public safety organizations.
• The Administration intends to apply for funds in the approximate amount of $25,000 to
purchase six thermal imaging cameras and thermal imaging camera chargers that will
improve the Suppression Division's effectiveness and efficiency.
• Thermal imaging cameras are critical tools that enable firefighters to locate victims, and
rapidly pinpoint the exact location of the fire's origin.
• The community will benefit by experiencing more effective fire suppression response,
including reduction in likelihood of loss of life and property.
• The Department will benefit by having adequate access to fully functioning equipment,
as compared to the current usage of discontinued TIC, which have insufficient battery
life.
• This project supports the key intended outcome to maximize the Miami Beach brand as
a world class destination.
• This grant does not require a match; and
WHEREAS, the City Administration requests approval to submit a grant application to
Florida Department of Environmental Protection (DEP), Petroleum Restoration Program, in an
amount not to exceed $70,000 for petroleum assessment and remediation, the details of which
are as follows:
• The Petroleum Restoration Program (PRP) is a State initiative to provide funding to
assess, and remediate previous petroleum discharges.
• DEP is authorized pursuant to Section 376.3071(12)(b), Florida Statute, to provide
funding for the Low-Scored Site Initiative (LSSI), a voluntary program intended to bring
discharges at low-scored sites to closure.
• Property owners of sites with eligible discharges may apply for LSSI funding by
submitting a PRP request to perform a Low-Score Assessment (LSA) to assess the
extent of the petroleum discharge.
• The program provides funding to locate contamination, determine contamination levels,
and, when necessary, remove and remediate contamination which may be performed by
the Department and its Contractor.
• The Administration intends to apply for the property located at 340 23rd Street, which is
the site of a former gas station that was located on the City's property.
• Matching funds are not required, and this project supports the key intended outcome to
maximize the Miami Beach brand as a world class destination; and
WHEREAS, the City Administration requests approval to submit a grant application to the
Target Youth Soccer Grant Program, in the approximate amount of$1,000, for the City's youth
athletics soccer program, the details of which are as follows:
• The Target youth soccer grants program provides support for player registration fees,
player and field equipment, and training and professional development for volunteer
coaches. The program goal is to give more children a chance to play soccer.
• The City's Parks and Recreation Department currently provides skill building soccer
clinics and clubs to children ages 3-18 years old.
• The City Administration intends to request funding in the approximate amount of $1,000
to increase the number of available scholarships for youth soccer.
• If awarded, funds will be used to waive the soccer program registration fees on behalf of
qualifying low-income families, thereby increasing the number of children who have the
opportunity to play soccer.
• This project supports the key intended outcome to achieve educational (K-12)
excellence. This grant does not require matching funds; and
WHEREAS, the City Administration requests approval to submit a grant application to State
Historical Resources Division, Special Category Grant Program, in the approximate amount of
$500,000 for the Log Cabin, the details of which are as follows:
• The Department of State, Division of Historical Resources, provides state and federal
funds for historic preservation.
• The purpose of this program is to provide funding, in the form of grants, to assist local,
regional, and state-wide efforts to preserve significant historic and archaeological
resources, and promote knowledge and appreciation of the history of Florida.
• This program provides historic preservation grants on a competitive basis.
• The Florida Legislature determines the amount appropriated annually for the program,
and funding for all eligible applications is not guaranteed.
• The state funds development projects with the mission of preservation, restoration,
rehabilitation, or reconstruction of historic properties regularly open to the public, and
site-specific planning required for these activities such as structural or condition
assessment reports.
• Dover Kohl & Partners (DKP), the City's consultant for the Log Cabin, has studied
various site locations for the possible home of the Log Cabin and determined that the
best location is within the North Beach Oceanside Park.
• DKP considered multiple locations in the Town Center district and the West Lots for
placing the Log Cabin, and they determined that the Park provides a beautiful natural
setting that also has a strong need for a multi-purpose structure.
• Additionally, locating the log cabin in the park will preserve the legacy of the log cabin in
North Beach, in very close proximity to the original location.
• The Administration is recommending funding for the preservation and restoration of the
Log Cabin structure.
• The structure was decommissioned earlier this year, and major elements such as the
stone chimney and facade timbers are preserved.
• The Administration intends to apply for funding in the amount of $500,000 for the
restoration/preservation of the Log Cabin structure.
• Matching funds are required for this project, of which 25 percent must be cash in hand.
• Matching funds in the amount of $125,000 (25 percent of the grant request) is available
in account number 301-0820-069357-26-410-546-00-00-00-27950.
• This project supports the key intended outcome to enhance beauty and vibrancy of
urban and residential neighborhoods; focusing on cleanliness, historic assets, in select
neighborhoods and redevelopment areas.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby appropriate funding, and approve and authorize (and, as to certain
agreements, retroactively approve and authorize)the City Manager, or his designee, to apply for
and accept funding (including matching funds and any related City expenses), and to execute
any and all documents or agreements in connection with the following grants and agreements:
1) U.S. Department of Transportation, Federal Highway Administration for the Advanced
Transportation and Congestion Management Technologies Deployment (ATCMTD) Initiative, in
the approximate amount of $5.5 million; 2) Florida Department of Transportation, High Visibility

1. Approval to submit an application to the U.S. Department of Transportation Federal Highway
Administration for the Advanced Transportation and Congestion Management Technologies
Deployment (ATCMTD) Initiative in the appropmate amount of$5.5 million

Division's effectiveness and efficiency. Thermal imaging cameras are critical tools that enable
firefighters to locate victims and rapidly pinpoint the exact location of the fire's origin. The community
will benefit by experiencing more effective fire suppression response, including reduction in likelihood
of loss of life and property. The Department will benefit by having adequate access to fully
functioning equipment, as compared to the current usage of discontinued TIC, which have insufficient
battery life. This project supports the key intended outcome to maximize the Miami Beach brand as a
world class destination. This grant does not require a match.
7. Approval to submit an application to Florida Department of Environmental Protection Petroleum
Restoration Program in an amount not to exceed $70.000 for petroleum assessment and remediation
The Petroleum Restoration Program is a State initiative to provide funding to assess and remediate
previous petroleum discharges. DEP is authorized pursuant to Section 376.3071(12)(b), Florida
Statute, to provide funding for the Low-Scored Site Initiative (LSSI), a voluntary program intended to
bring discharges at low-scored sites to closure.
Property owners of sites with eligible discharges may apply for LSSI funding by submitting a
Petroleum Restoration Program (PRP) request to perform a Low-Score Assessment (LSA)to assess
the extent of the petroleum discharge. The program provides funding to locate contamination,
determine contamination levels and, when necessary, remove and remediate contamination which
may be performed by the Department and its Contractor.
The Administration intends to apply for the property located at 340 23rd Street, which is the site of a
former gas station that was located on the City's property. Matching funds are not required, and this
project supports the key intended outcome to maximize the Miami Beach brand as a world class
destination.
8. Approval to submit a grant application to the Target Youth Soccer Grant Program, in the
approximate amount of$1.000 for the City's youth athletics soccer program
The Target youth soccer grants program provides support for player registration fees, player and field
equipment, and training and professional development for volunteer coaches. The program goal is to
give more children a chance to play soccer.
The City's Parks and Recreation Department currently provides skill building soccer clinics and clubs
to children ages 3-18 years old. The City Administration intends to request funding in the approximate
amount of $1,000 to increase the number of available scholarships for youth soccer. If awarded,
funds will be used to waive the soccer program registration fees on behalf of qualifying low-income
families, thereby increasing the number of children who have the opportunity to play soccer. This
project supports the key intended outcome to achieve educational (K-12) excellence. This grant does
not require matching funds.
9. Approval to submit an application to the Florida Department of State Historical Resources
Division Special Category Grant Program in the approximate amount of$500 000 for the LogCabin
The Department of State, Division of Historical Resources, provides state and federal funds for
historic preservation. The purpose of this program is to provide funding, in the form of grants, to
assist local, regional, and state-wide efforts to preserve significant historic and archaeological
resources and promote knowledge and appreciation of the history of Florida. This program provides
historic preservation grants on a competitive basis, The Florida Legislature determines the amount
appropriated annually for the program, and funding for all eligible applications is not guaranteed. The

state funds development projects with the mission of preservation, restoration, rehabilitation, or
reconstruction of historic properties regularly open to the public, and site-specific planning required
for these activities such as structural or condition assessment reports.
Dover Kohl & Partners (DKP), the city's consultant for the Log Cabin, has studied various site
locations for the possible home of the Log Cabin and determined that the best location is within the
North Beach Oceanside Park. DKP considered multiple locations in the Town Center district and the
West Lots for placing the Log Cabin. They determined that the park provides a beautiful natural
setting that also has a strong need for a multi-purpose structure. Additionally, locating the log cabin in
the park will preserve the legacy of the log cabin in North Beach, in very close proximity to the
original location. The Administration is recommending funding for the preservation and restoration of
the Log Cabin structure. The structure was decommissioned earlier this year, and major elements
such as the stone chimney and facade timbers are preserved.
The Administration intends to apply for funding in the amount of $500,000 for the
restoration/preservation of the Log Cabin structure. Matching funds are required for this project, of
which 25 percent must be cash in hand. Matching funds in the amount of $125,000 (25 percent of
the grant request) is available in account number 301-0820-069357-26-410-546-00-00-00-27950.
This project supports the key intended outcome to enhance beauty and vibrancy of urban and
residential neighborhoods; focusing on cleanliness, historic assets, in select neighborhoods and
redevelopment areas.
