A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE CITY
MANAGER TO TAKE ALL STEPS NECESSARY TO PROVIDE
GENDER - NEUTRAL SIGNAGE ON ALL SINGLE -USER
RESTROOMS LOCATED IN CITY -OWNED BUILDINGS AND
FACILITIES.
WHEREAS, the City of Miami Beach has a long history of championing human rights,
and embracing equality and inclusiveness for all persons, regardless of their race, color,
national origin, religion, sex, intersexuality, gender identity, sexual orientation, marital or
familial status, age, disability, ancestry, height, weight, domestic partnership status, familial
situation, or political affiliation; and
WHEREAS, all individuals should have equal access to restroom facilities without
regard to an individual's gender or sexual identity; and
WHEREAS, throughout the nation, state and local governments, including California,
Vermont, Austin, Philadelphia, Santa Fe, and Seattle, have enacted legislation to ensure that
all persons have equal access to restroom facilities by requiring that single -user facilities that
are designed for single occupancy be gender- neutral and display gender- neutral signage;
and
WHEREAS, at its meeting on May, 2018, the City's LGBTQ Committee ( "Committee ")
discussed and recommended that the City's single -user restrooms be provided with gender -
neutral signage as such initiative will further support the City's maintenance of its perfect
score on the Human Rights Campaign Foundation's Municipal Equality Index; and
WHEREAS, the Mayor and City Commission wish to provide equal accessibility for all
single -user restrooms located in City -owned buildings and facilities by providing gender
neutral signage on all such restrooms.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby direct the City Manager to take all steps necessary to provide gender -
neutral signage on all single -user restrooms located in City -owned buildings and facilities.

STEPS NECESSARY TO PROVIDE GENDER- NEUTRAL SIGNAGE ON ALL
SINGLE -USER RESTROOMS LOCATED IN CITY -OWNED BUILDINGS AND
FACILITIES.
RECOMMENDATION
Pursuant to the request of Commissioner Michael Gongora, the above - referenced Resolution is
submitted for consideration by the Mayor and City Commission at the June 6, 2018 City Commission
meeting.
The proposal of gender- neutral single -user restrooms was initially discussed and recommended by
the City's LGBTQ Committee at its May 5, 2018 meeting. This proposal has the potential to
fundamentally transform the way that we think about gender equality and will qualify as bonus criteria
in support of the City's maintenance of its perfect score on the Human Rights Campaign Foundation's
Municipal Equality Index.
