SUBJECT: 2018 Holiday Lighting Program 'iā¢date
The purpose of this Letter to Commission (LTC) is to provide an update, and request direction
from the Mayor and Commission on this year's holiday lighting program.
In February 2017, the City released a Request for Proposals for vendors to design, furnish,
install, maintain, remove and store holiday lighting and decorations. On July 26, 2017,
Resolution 2017-29956 was adopted and authorized the Mayor and City Clerk to execute an
agreement with Artistic Holiday Designs for a term of three (3) years. Year one of the contract
was funded in FY 2017/18 in the amount of $430,935, which included a one-time electrical
upgrade, and comprised of 20 sites, including the Julia Tuttle Welcome Sign entrance, City Hall,
Espanola Way corridors, Police Headquarters, Lincoln Road, Ocean Drive, and the 87th Street
sign, as well as other points throughout the city.
In year two and three of the contract, it was anticipated that Artistic Holiday Design would further
augment and expand holiday lighting to other areas throughout the City to enhance and beautify
urban and residential neighborhoods, historic assets, select neighborhoods and redevelopment
areas.
The City received a final proposal presentation from Artistic Holiday Designs of the design for
phase two of the holiday lighting program. At the May 22, 2018 NCAC committee meeting, a
motion was passed to enhance this year's holiday program in an additional amount not to
exceed $365,000. The motion specified allocating $300,000 to supplement citywide decorations,
adding focus on Northshore Oceanside Park, Lummus Park and all City entranceways, and
$65,000 for Jim Morrison Production's installation on the MacArthur Causeway. It is currently
included in the FY19 Budget request as a recommended enhancement.
Attached herein is a letter from Artistic Holiday Designs that requested any customized products
be ordered by June 15th, 2018. The customized holiday lights and decorations for year one have
been manufactured and stored. However, based on this correspondence, the proposed
customized enhancement approved by NCAC will not be possible for year two due to timing of
order. The order for Miami Beach as an installation based on last year's format will be placed
this week. If the recommended budget request is approved, it is possible some lighting
enhancements can be done at a smaller scale, with rope lighting and less visual decor.
