A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MIAMI BEACH, FLORIDA, CALLING AN ELECTION
AT WHICH THERE SHALL BE SUBMITTED TO A VOTE
THE MATTER OF ISSUANCE OF BONDS OF SAID CITY
IN THE SUM OF $1,481,000.00 FOR THE PURPOSES
IN THIS RESOLUTION STATED.
WHEREAS, the City Council of the City of Miami Beach, Florida, deems
it advisable to issue bonds of said City in amounts and for the muni-
cipal purposes set forth in the election notice provided for in Section
6 of the following resolution,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
MIAMI BEACH, FLORIDA:
SECTION 1: That, subject to the authorization of the duly registered
and qualified voters of said City, who are freeholders there-
in, participating in the election according to law, which is hereinafter
called, negotiable coupon bonds of the City of Miami Beach, Florida,
shall be issued in the sums and for the purposes stated in the Notice of
Election provided for in Section 6 of this resolution.
SECTION 2: That a special election is hereby called and directed to be
held in the City of Miami Beach, Florida, from seven o' clock
A. M. , until seven o' clock P . M. , on the 7th day of June, A. D. 1949,
for the purpose of submitting to a vote of the duly registered and quali-
fied voters of said City who are freeholdgrs therein, the questions
whether bonds of said City shall be issued in the sums and for the purposes
stated in the Notice of Election provided for in Section 6 of this reso-
lution.
SECTION 3: That the City Clerk, who is also the Supervisor of Registra-
tion, open the books of said City from Nine o' clock A. M.
until Five o' clock P. M. , each day, Sundays and Holidays and Half-holidays
excepted, from May 5th, 1949 to June 1, 1949, both inclusive, for the
purpose of registering those electors who are qualified to register for
this election, and after said June 1, 1949, no elector shall be registered
for said election.
SECTION 4: For the purpose of holding and conducting said election, the
City of Miami Beach has been divided into voting precincts or
election districts with polling places therein as follows:
PRECINCT NO. 25: Being all of the area within the City of Miami Beach
lying North of the centerline of 51st Street, the Poll-
ing Place of which shall be at the 69TH STREET FIRE STATION, situated at
6860 Indian Creek Drive.
PRECINCT NO. 26: Being the area within the City of Miami Beach lying
between the centerline of 51st Street ON THE NORTH and
a line ON THE SOUTH running Westerly from the Atlantic Ocean along the
centerline of 34th Street to Biscayne Waterway, thence Westerly along the
centerline of Biscayne Waterway to Biscayne Bay, the Polling Place of
which shall be at the NORTH BEACH ELEMENTARY SCHOOL, situated on the North-
west corner of the intersection of 41st Street and Prairie Avenue.
PRECINCT NO. 27: Being the area within the City of Miami Beach lying
between the South line of Precinct No. 26, ON THE NORTH
and a line ON THE SOUTH running Westerly from the Atlantic Ocean along
the centerline of 23rd Street to Dade Boulevard, thence along the center-
line of Dade Boulevard to Biscayne Bay, also including Belle Isle, Rivo
Alto Island, Di Lido Island and San Marino Island, the Polling Place of
which shall be at the DADE BOULEVARD FIRE STATION, situated on the North-
west corner of the intersection of Dade Boulevard and Pine Tree Drive.

PRECINCT NO. 28: Being the area within the City of Miami Beach lying
between the South line of Precinct No. 27, ON THE
NORTH and a line ON THE SOUTH running Westerly from the Atlantic Ocean
along the centerline of 15th Street to Bay Road, thence South along the
centerline of Bay Road to 14th Street, thence West along the centerline
of 14th Street to Biscayne Bay, the Polling Place of which shall be at
MUNICIPAL GOLF CLUB HOUSE, situated at 21st Street and Washington Avenue.
PRECINCT NO. 29: Being the area within the City of Miami Beach lying
between the South line of Precinct No. 28, ON TUE
NORTH and a line ON THE SOUTH running Westerly from the Atlantic Ocean to
Biscayne Bay along the centerline of 11th Street and said line produced,
the Polling Place of which shall be at the FIRE STATION IN THE CITY HALL
BUILDING, situated on 12th Street between Washington Avenue and Drexel
Avenue.
PRECINCT NO. 30: Being the area within the City of Miami Beach lying
between the South line of Precinct No. 29, ON THE
NORTH and a line ON THE SOUTH running Westerly from the Atlantic Ocean
along the centerline of 7th Street to Alton Road, thence South along
the centerline of Alton Road to 6th Street, thence Westerly along the
centerline of 6th Street to Biscayne Bay, the Polling Place of which shall
be at the LIFE GUARD STATION situated in Lummus Park on the Ocean Front
at 10th Street.
PRECINCT NO. 31: Being the area within the City of Miami Beach lying
between the South line of Precinct No. 30, ON THE
NORTH and a line ON THE SOUTH running Westerly from the Atlantic Ocean
along the centerline of 3rd Street to Alton Road, thence along the South
line of Lot 32 in Block 111 of Ocean Beach Addition No. 3, to Biscayne
Bay, also including Star Island, Palm Island and Hibiscus Island, the
Polling Place of which shall be at the SOUTH BEACH ELEMENTARY SCHOOL,
situated between Third and Fourth Streets' on Alton Road.
PRECINCT NO. 32: Being all the area within the City of Miami Beach lying
South of the South line of Precinct No. 31, also in-
cluding the Causeway property and the islands south of the County Cause-
way, the Polling Place of which shall be at the MUNICIPAL PIER, situated
on the Ocean Front at Biscayne Street.
All being places where elections are usually held in said municipality.
All electors shall vote at the Polling Places in the voting precincts in
which the City Registration Books show that said electors reside.
SECTION 5: That Thirty days' notice of said election shall be given by
publication in the Miami Beach Florida Sun, a newspaper
published in the City of Miami Beach, Florida. Such publication shall
be made at least once each week for four consecutive weeks during said
period of thirty days.
SECTION 6: That Notice of Election shall be substantially in the follow-
ing form:
"CITY OF MIAMI BEACH, FLORIDA,
NOTICE OF SPECIAL ELECTION.
NOTICE IS HEREBY GIVEN that an election has been called by the
City Council of the City of Miami Beach, Florida, and will be
held in said City from seven o' clock A. M. , until seven o' clock
P. M. , on the 7th day of June, 1949, at which there shall be
submitted to the duly registered and qualified voters of said
City who are freeholders therein, the following questions:
1. Shall the City of Miami Beach, Florida, issue negotiable
coupon bonds in the amount of $650,000.00 with interest
at a rate hereafter to be determined, not exceeding 320
per annum, for the purpose of constructing storm sewers?

2. Shall the City of Miami Beach, Florida, issue negotiable coupon
bonds in the amount of $831,000.00 with interest at a rate here-
after to be determined, not exceeding 3* per annum, for the
payment of which a special annual tax will be levied, the amount
of which levy will be reduced by collections from special im-
provement assessments made against abutting property, for the
purpose of constructing a white way lighting system on the follow-
ing highways: 5th Street, from Alton Road to Ocean Drive; West
41st Street, from Alton Road to Pine Tree Drive; Collins Avenue,
from 63rd Street to 75th Street; 71st Street, from Indian Creek
Drive to Collins Avenue and Everglades Concourse from Rue Notre
Dame to Indian Creek; Collins Avenue, from Biscayne Street to
5th Street; Collins Avenue, from 5th Street to 15th Street;
Collins Avenue, from 15th Street to 23rd Street; Alton Road,
from 5th Street to 15th Street; Alton Road, from 15th Street to
Collins Canal; Meridian Avenue, from Lincoln Road to Collins
Canal; 17th Street, from Washington Avenue to Collins Avenue;
Everglades Concourse from Rue Notre Dame to North Bay Causeway
Approach and North Bay Causeway Approach; Collins Avenue from
75th Street to 87th Terrace; Drexel Avenue, from 12th Street to
Lincoln Road; Pennsylvania Avenue, from 7th Street to Lincoln
Road; Euclid Avenue, from 5th Street to Lincoln Road; Jefferson
Avenue, Michigan Avenue and Lenox Avenue, from 5th Street to 11th
Street, and from 15th Street to Lincoln Road; 6th Street, from
Washington Avenue to Alton Road; 7th and 8th Streets, from
Pennsylvania Avenue to Alton Road; 9th and 10th Streets, from
Washington Avenue to Alton Road; 11th Street, from Drexel Ave-

"For the purpose of holding and conducting said election the City

of 14th Street, to Biscayne Bay, the Polling Place of which shall be at

duced, the Polling Place of which shall be at the FIRE STATION IN THE CITY
HALL BUILDING, situated on 12th Street between Washington Avenue and

PRECINCT NO. 30: Being the area within the City of Miami Beach, lying
between the South line of Precinct No. 29, ON THE
NORTH and a line ON THE SOUTH running Westerly from the Atlantic Ocean
along the centerline of 7th Street to Alton Road, thence South along
the centerline of Alton Road to 6th Street, thence Westerly along the
centerline of 6th Street to Biscayne Bay, the Polling Place of which shall
be at the LIFE GUARD STATION, situated in Lummus Park on the Ocean Front
at 10th Street.

SECTION 8: That the cost of the white way system referred to in Question No.
2, hereinbefore set forth, except for that portion thereof
apportioned to the City pursuant to the terms of the City Charter, shall
be apportioned and levied as special improvement assessments against the
abutting property on a front foot basis.
SECTION 9: That the collections upon said special improvement assessments
against abutting properties shall be deposited in the Cityts
local improvement bond fund for application to interest and principal
payments on the bonds hereby authorized and hereafter to be sold to pay
in the first instance the cost of the improvements.
SECTION 10: That a special annual tax upon all taxable property within
the City of Miami Beach over and above all other taxes author-
ized or limited by law or by the Charter of the City, sufficient to pay
the interest and principal of the bonds hereby authorized at their several
dates of maturity shall be and is hereby levied, provided that the amount
of such special annual tax levy shall be reduced by the amount then con-
tained in the local improvement bond fund and by the amount of special
improvement assessments collected and then remaining in the local improve-
ment bond fund and by the amount of any other funds applicable to said
bonds.
SECTION 11: That the special improvement assessments against abutting
property herein provided for, for the white way system, are
hereby pledged for the payment of the principal and interest of the bonds
hereby authorized, for the purpose of constructing said white way system,
and the proceeds of the special annual tax hereby provided for shall be
used for no other purpose than the payment of principal and interest of
the bonds hereby authorized, at their several dates of maturity, and any
balance collected at any time upon such special annual tax after the pay-
ment of principal and interest upon the bonds hereby authorized shall be
deposited in the local improvement bond fund.
SECTION 12: This resolution shall be effective immediately upon its passage
and adaption as required by law.
