Status Update on Request Fo� Proposals (RFP) NO. 2018-021-KB for
Barclay Plaza Apartments Lease — Design, Build, Operate and Maintain
Workforce Housing Apartments
The purpose of this LTC is to update the Mayor and City Commission on the status of
Request For Proposals (RFP) NO. 2018-021-KB for Barclay Plaza Apartments lease —
design, build, operate and maintain workforce housing apartments.
On October 18, 2017 City Commission authorized the administration to prepare and issue
Request for Proposals (RFP) No. 2018-021-KB for Barclay Plaza Apartments Lease —
Design, Build, Operate and Maintain Workforce Housing Apartments. On November 21,
2017, the Administration, after notifying forwarding the final draft of the RFP to the City
Commission via LTC# 566-2017 #, issued the RFP. The Procurement Department issued
bid notices to 1036 companies utilizing www.publicpurchase.com website. Ninety-one (91)
prospective bidders accessed the advertised solicitation. A pre-proposal conference to
provide information to the proposers submitting a response was held on December 15,
2017. Responses were due and received on February 5, 2018. The City received a sole
proposal from Cornerstone Group Partners, LLC. However, the proposal received from
Cornerstone Group Partners, LLC failed to meet all of the minimum requirements stated in
the RFP; and, therefore, was deemed non-responsive and could not be considered.
The Administration, in an effort to better understand any impediments that may have
caused firms to not respond to the RFP, will conduct an industry review meeting in the next
few weeks. Additionally, the Administration will approach The Concourse Group, its
workforce/affordable housing consultant, to explore the financial aspect of this project
(including addressing the HUD funds sought for repayment in the initial RFP) and the
possibility of bundling this project with the Collins Park housing project as a means of
increasing interest in the project.
