WHEREAS, the City of Miami Beach, Florida, on the 20th
day of November, 1947, entered into a contract with E. P.
Owen, Jr. , of Jacksonville, Florida, copy of which is hereto -
attached, and
WHEREAS, said E. P. Owen, Jr. , has submitted to said
City a written proposal whereby said E. P. Owen, Jr. , propos-
es to extend the said agreement for an additional two-year
term with the identical conditions as to the work to be
performed by him for the City and the compensation of $6,000.00
per year and reimbursement for expenses not to exceed the sum
of $3,750.00 for the term of two years, to be paid to him by
the City, said extension of said agreement to extend from the
1st day of July, 1949, to and including the 30th day of June,
1951, and
WHEREAS, the City Council of the City of Miami Beach
deems it to be to the best interest of said City to extend and
renew said agreement for the period extending from July 1, 1949,
to and including June 30, 1951,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Miami Beach, Florida, that the proposal for said exten-
sion heretofore made by said E. P. Owen, Jr. , be and it is
hereby accepted and that said agreement be and the same is
hereby extended for an additional two (2) year period begin-
! ning July 1, 1949.

AGREEMENT
THIS AGREEMENT, Made and entered into by and between the
CITY OF MIAMI BEACH, a Municipal Corporation of the State of
Florida, hereinafter called First Party, and E. P. OWEN, JR. ,
of Jacksonville, Florida, hereinafter called Second Party:
W I T N E S SETH :
That for and in consideration of the mutual covenants
hereinafter set forth, the parties hereto agree as follows:
1. That during the period extending from January 1, 1948,
up to and including the 30th day of June, 1949, the Second Party
will serve the First Party, as Municipal Consultant and Advisor.
2. Second Party, during the term of this agreement, will
devote his closest attention to all matters affecting the First
Party which may become involved in City, State or Federal ad-
ministrations; will travel throughout the State of Florida and
elsewhere deemed advisable by Second Party, or when directed by
the First Party so to do and will confer with the various munici-
pal officers of the State of Florida, with citizens and other
interested parties, in order to ascertain and report to First
Party their ideas of proper administration of municipal govern-
ment.
3. Second Party will attend the 1949 Session of the Legis-
lature of the State of Florida and will remain in attendance
thereon throughout its entire Session and will keep First Party
informed as to all proposed or pending legislation affecting the
First Party or the municipalities of the State of Florida, and
will furnish First Party with copies of all bills, general or
special in nature, which would affect the First Party.
4. Second Party will keep First Party informed as to all
Federal legislation which may affect First Party and will be sub-
ject to the call of First Party to represent said First Party in
all matters in connection with national, state or local represen-
tation.
5. Second Party will devote such of his time as is required
to conscientiously perform the services contemplated by this agree-
ment and will be subject to the direction and to the call of First
Party throughout the period of his employment.
6. The First Party will pay to the Second Party for the
services rendered pursuant to this agreement at the rate of
$6,000.00 per year, payable monthly, and will reimburse Second
Party for all reasonable traveling and other expenses incurred dur-
ing the term of this agreement up to but not to exceed the sum of
$3,750.00.
IN WITNESS WHEREOF, the First Party has caused these presents
to be signed by its duly authorized officers and its seal to be
affixed hereto, and the Second Party has hereunto set his hand and
