Resolution 7033 RESOLUTION NO. 7033
WHEREAS, the City Council of the City of Miami Beach
deems it to be to the best interest of the City to provide for a
Planning Board for the purpose of recommending the capital improve-
ments needed by the City of Miami Beach, together with other needs
for the future welfare of the City, and to recommend the order in
which such improvements and needs should be carried out, and to
make recommendations as to the manner in which such improvements
and needs shall be financed, and
WHEREAS, the City Council of the City of Miami Beach
further deems it to be to the best interest of the City to provide
for a Citizens Planning Committee composed of representative citi-
zens for the main purpose of detailed investigation of and report-
ing upon specific capital projects or portions thereof as assigned
to sub-committees by the Planning Board,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF MIAMI BEACH:
1. That there is hereby authorized and created a Board
to be known as a "Planning Board of the City of Miami Beach" to be
composed of nine (9 ) persons to be appointed in the manner herein-
after specified, with due consideration being given to City area
representation; that the Mayor, City Manager, Assistant City
Manager, and. City Engineer, are hereby declaredto be ex-officio
members of the Planning Board; that the general purposes and
objects of such Planning Board shall be to recommend the capital
improvements needed by the City of Miami Beach, together with other
needs for the future welfare of the City of Miami Beach, to recom-
mend the order in which such suggested improvements and needs should_
be carried out, and to recommend the manner in which such improve-
ments and needs shall be financed. The appointment of the members
of the Planning Board shall be accomplished by having each member
of the City Council designate one person, which Person shall be
appointed by the City Council as a member of said Board, and the
City Council shall, in addition to the seven persons so appointed,
elect two additional persons by majority vote.
2. That the Planning Board herein created shall have the
following powers and duties:
(a) To act as the supervising body of the Citizens
Planning Committee;
(b ) To arrange a working schedule for the Committee ,
appoint necessary sub-committees for study of
separate projects, and supply temporary or per-
manent chairmen for each sub-committee appointed;
( c ) To correlate findings and recommendations of
the Committee;
(d) To present recommendations to the City Council.
3. That there is hereby authorized and created a Committee
to be known as the "Citizens Planning Committee" having for its main
purposes the detailed investigating of ark reporting upon specific
capital projects or portions thereof as assigned to sub-committees
by the Planning Board.

. That the Citizens Planning Committee shall be composed
of one representative citizen, preferably one who either resides in,
or has his or her business in, the City of Miami Beach, from the
following organizations:
(a) Alton Road Improvement Association
rc) League of Miami Beach
) Forty-first Street Association
(d Lincoln Road. Association
(e Lincoln Road Merchants Association
(f Miami Beach Apartment Association, Inc.
(g) Miami Beach Bar Association
(h) Miami Beach Board of Realtors
(iMiami Beach Chamber of Commerce
( j ) _ Miami Beach Hotel Owners Association
(k) Miami Beach Junior Chamber of Commerce
(1) Miami Beach Tenants League
(m) Normandy Isle Improvement Association, Inc.
(n) North Beach Business Association
(o Palm-Hibiscus Islands Improvement Association
(p) Presidents Council of Miami Beach
( o) Venetian Island Improvement Association
(r) Washington Avenue Property Owners Association
( s ) Congress of Ind.ustrial Organizations
(t ) American Federation of Labor
(u) Parent-Teacher Council
(v) Women' s Council of National Realty Boards
(w) Washington r.:erchants ' and Businessmen' s Association
together with a representative citizen, preferably one who either
resides in or has his or her business in, the City of Miami Beach,
one from each of the following businesses and/or professions:
(a) C-eneral Contractors
(b ) :architects
( c) Civil Engineers
(d.) Doctors
(e ) Bankers
together with other representative citizens recommended by the
Board who by reason of their experience and knowledge of civic
affairs and/or their specialized experience and knowledge of one
particular project to be studied and considered would be deemed
valuable additions to said Committee.
5. That the City Council shall designate as members of the
Citizens Planning Committee whoever is recommended by the heads of
the organizations above listed, after having made inquiry of such
organizations and explaining the nature and purpose of such Committee ,
together with a representative of each of the businesses and/or pro-
fessions hereinabove listed, as the City Council shall select, and
such other representative citizens recommended by the Board as des-
cribed above.
6. That the City Council shall, by resolution, from time
to time , as it may be advised, appropriate and authorize the expen-
diture by the Planning Board of such funds as the City Council may
deem necessary to cover the expenses of such Board including payment
for the cervices of an executive director, a secretary, office facili-
ties, and for the purpose of engaging experienced City Planners and
other technicians.

7. That vacancies in the Planning Board and in the
Citizens Planning Committee shall be filled in the same manner as
the Original appointments are made; that appointed members of the
Planning Board shall not hold any other public office or position
under the City Government; that members of the Planning Board and
of the Citizens Planning Committee shall serve without compensation.
Appointed members shall serve for a term of one year, and until their
successors are appointed and have qualified.

8. That the Planning Board is requested to complete its
report as expeditiously as possible, preferably within a period of
six months from the date of its appointment, but a longer time shall
be given if necessary; and, further, that the Board is requested
to submit to the City Council interim reports of its progress.
9. That each and every department of the City of Miami
Beach is hereby authorized and directed to assist and cooperate with
the Planning Board and its sub—committees so as to expeditiously
effect the purposes herein expressed.
10. That the City Council shall, by resolution, motion or
ordinance, from time to time as it may deem necessary, further define
or provide for the Powers, duties and functions of the Planning
Board and. the Citizens Planning Committee .
