ST. PATRICK'S CHURCH - PARKING ENFORCEMENT COMPLAINT
At the Sutnick Hour of the December 11,2002, Commission Meeting, Ms. Bunny Patchen
had a complaint regarding (perceived) aggressive parking enforcement in the vicinity of St.
Patrick's Church (39~ Street and Garden Avenue).
The Parking Department has since contacted St. Patrick's Church and again offered a
variety of parking programs in order to accommodate parishioners during regular and/or
holiday services. These programs include: (1) House of Worship Program, (2) surrounding
surface parking lots, and a lenient enforcement policy.
As you may recall, the House of Worship Parking Program has been a successful program
for temples and churches throughout the City. The House of Worship Program is a pre-
paid decal purchased by the religious entity and distributed to the congregation at their
discretion. Locations, days, and hours of the permit are contingent upon the needs of the
religious institution. Secondly, surface parking lots in the vicinity of St. Patrick's Church are
available at no charge to parishioners after 6 p.m. for evening services (meters are
enforced 8am to 6pm/seven day a week). Lastly, the Parking Department applies a lenient
enforcement policy consistently for all houses of worship through the City particularly
during High Holy Holidays, Holiday Services and/or regular services. However, blatant
safety violations, included but not limited to, parking at crosswalks, disabled spaces, fire
hydrants, bus stops, and/or obstruction of traffic, are strictly enforced.
The Parking Department will continue having communications with St. Patrick's Church in
an effort to enhance parking services for their parishioners. If you have any questions or

Today he showed a house on Venetian Island - East San Marino Drive, While~ ~'
there, he parked on the swale. An officer (Ambrose Simms) pulled up behind the
car and was about write a ticket when Mr. Lombardi approached him and
apologized and asked him not to do that, saying that he would move the car.
The Officer still wrote the ticket.
Mr. Lombardi thought that was unnecessary and wants to discuss it with you.
